THE NATIONAL PROGRAM CONTEXT:

International Medical Corps has been present in Cameroon since 2008 to provide assistance to the thousands of Central African refugees who have crossed the border and taken refuge in Cameroon following the political and social unrest that has taken place in CAR since 2005. International Medical Corps provides care essential health and nutrition services to more than 75,000 Nigerian refugees in Minawao refugee camp in the Far North region, according to the latest data from UNHCR and its partners.

Job Description:

The Health and Nutrition Officer in Minawao Camp is responsible for the implementation of IMC project activities in Minawao Camp and surrounding areas. He/she acts as the technical coordinator of the activities at camp level, collaborates with his/her hierarchy for the implementation according to the strategic design and establishes good relations with the local authorities of the camp for a harmonious work. S/he provides technical support on health, nutrition, MHPSS and protection (GBV) to IMC staff at camp level, volunteer health care providers in camp and community health workers in the implementation of health and nutrition projects in the camp.

He/she is responsible for administrative coordination and project management at camp level and represents IMC in various meetings, coordination workshops organized in the camp by health authorities or humanitarian agencies.

1. Main tasks

I/ Essential tasks and responsibilities:

  • Develop monthly and quarterly action plans for the project and discuss with IMC project staff before communicating to management;
  • Monitor the supply of drugs, consumables, nutritional products and medical equipment necessary in the Minawao camp for the proper delivery of health care services to beneficiaries;
  • Coordinate and supervise the activities of the various health and nutrition services, including mental health, in accordance with the national CMAM protocol and the therapeutic guides in force in Cameroon;
  • Lead the development/adoption of treatment guidelines in accordance with IMC and international standards for refugees in Minawao camp with respect to communicable and non-communicable diseases, surgical protocols and trauma;
  • Ensure the availability of essential tools, including health data management tools: individual patient records, stock records, drug consumption records, time cards, drug receipt and inventory registers, etc.;
  • Work with sub-sectors and program managers to assess infection control in supported facilities;
  • Conduct regular supervision/assessment of decontamination and sterilization processes and procedures in clinical services offered in refugee camps and take action to address any gaps observed;
  • Develop an integrated response between health and water, sanitation and hygiene to complement activities
  • Identify and develop IEC materials and treatment charts for various morbidities and clinical services, and print them for distribution to supported health facilities, according to the guidelines provided;
  • Develop and harmonize standards in clinics in collaboration with local health authorities.
  • Work with partners to develop staff capacity and identify needs for improvement of interventions for the implementation of activities such as EPI, MHPSS, Nutrition and Community Mobilization around health themes;
  • Work with project program staff to develop appropriate strategies to support the EPI intervention;
  • Strengthen the capacities of health and nutrition program teams (MoH and IMC) on the management of SAM with and without medical complications and the implementation of the health strategy in the areas of intervention of the IMC in the Minawao camp;
  • Facilitate the adoption and adaptation of recommendations in the field;
  • Other duties assigned by supervisor.

II/ Program monitoring and supervision

  • Monitor the implementation of activities in the field by IMC staff and formulate orientations, if necessary, to improve the services offered;
  • Develop and implement mechanisms for regular oversight of services in supported facilities, sharing key findings, giving feedback to managers and following up on action plans;
  • Develop/review facility assessment checklist, rapid and in-depth health assessment tools at community and health facility level, train staff in their correct use and writing reports;
  • Support health sub-sectors in documenting lessons learned and successful strategies;
  • Lead the health department in conducting thorough health assessments;
  • Assist the Data Manager in analyzing data to inform the program of current trends;
  • Coordinate data validation exercise with district and health center
  • Monitor the performance of the technical staff of the IMC as well as that of the hospitals and health zones supported by the project;
  • Ensure the functionality and implementation of the CBFRM mechanism and protection against sexual exploitation and abuse (PSEA) in the areas of intervention.

III/Training and capacity building

  • Work with all supervisors and health centers to identify areas of training for key national staff and organize trainings/identify means of training, including online trainings.
  • Work with the technical coordinators/managers of the sub-sectors to ensure the effectiveness of the trainings conducted by the health department in its sub-sectors and ensure the evaluation of the quality of the trainings.
  • Ensure the recording and filling of the training courses carried out

IV/ Coordination and representation

  • Represent IMC in technical meetings with other partners on behalf of the Field Coordinator
  • Coordinate with other partners for technical collaboration and resource sharing;
  • Review partnership proposals providing technical input on activities, geographic scope, budget and work plans;
  • Supervise the technical implementation of partners and offer advice if necessary;
  • De-conflict partner activities with the work of IMC and other health sector NGOs
  • Meet with partners to review the context, activities and compliance with standards;
  • Alert the management in case of real or potential risks for the implementation of the partners.

V/ Data collection and reporting

  • Ensure that the required registers and other management and assessment tools are available and correctly used in the various establishments supported by IMC;
  • Support the data collection process to ensure that all required data is updated in a timely manner;
  • Ensure that data is accurate and consistent with the district health system;
  • Prepare and timely transmit weekly, monthly, quarterly and other reports requested by IMC management and the donor.

2. Education/Training, experience and skills

Education/Training : Diploma in general medicine and master’s degree in public health/epidemiology.

Experience :

– At least five years of professional experience in the field of primary and/or secondary health care, including at least three years in the clinic (hospital).

– Experience in a national or international NGO implementing health and nutrition programs.

– Experience of working in a multicultural environment

– Experience in responding to health emergencies in Cameroon is a plus.

Skills :

– Strong technical skills in primary and secondary health care including community health care, nutrition, water, sanitation and hygiene (WASH), MHPSS and protection in humanitarian context, as well as the control of the Cameroonian health system;

– Strong writing, communication and problem-solving skills in a high-pressure environment with priorities that sometimes exceed normal working hours;

– Excellent organizational skills, ability to work independently and in a team;

– Computer skills and in-depth knowledge of MS Office software (Word, Outlook, Excel and PowerPoint);

– Ability to multi-task and adapt easily in an environment where resources are limited;

– Ability to interact with government, NGOs and partners in the field;

– Ability to live in rudimentary conditions and to travel frequently to the field.

3. Others:

– Consider the security implications of all program activities, reviewing all new initiatives with other staff, community leaders and volunteers.
