Background:
Since 2012, UOSSM International has been providing medical relief and healthcare services to thousands of people affected by the crisis in Syria, Turkey and other countries. UOSSM is a non-governmental organization registered in France and has a mission to deliver projects in Gaziantep, south of Turkey. UOSSM’s capacity is 65 staff in Turkey, Gaziantep and about 1800 staff inside Syria providing health services to around 1.5 m beneficiaries on annual basis. UOSSM delivers services related to Health, Protection, Nutrition, Mental health, referral ambulance services and other interrelated ones. The annual budget is estimated at about 20 M USD approximately. Our largest achievements are to operate vital hospitals in the northwest of Syria and operate a big number of PHC centers, establishing complementary services like solar systems for many health facilities. The following are examples of activities and services but not limited to: Deliver primary care, trauma care, and psycho-social support services, Support clinics and hospitals with medicine, medical supplies and operating expenses, Train and develop human capital and medical practitioners caring for victims of war, Collect data to improve the quality, quantity, and types of health services provided, Coordinate with partner organizations to ensure that aid reaches those in need and Engage the international governments, international bodies and the public for support.
The Union of Medical Care and Relief Organizations (UOSSM) seeks a Senior Program Manager for an EU-funded Primary Health Care Program which combines health service delivery with health systems strengthening objectives in North West Syria. The overall objective of this project is to strengthen the delivery of primary health care services, with a specific focus on maternal newborn, and child health and Non-Communicable Diseases (NCDs), to improve access and equity in health care. The program is well established but seeks to engage in a new phase of implementation whilst embracing a transition from a humanitarian approach to an early recovery and health systems strengthening orientation. The Senior Program Manager will provide overall technical leadership and operational oversight for the project, ensuring the successful implementation of high-impact activities and alignment with project goals and reporting requirements.
UOSSM and EU has a strong partnership over the years. The current project is a continuation of previous phases and currently, we are in the fourth phase. Previously it was focusing on health service delivery while this year we are continuing to deliver normal services in addition to new components with a transition vision to move forward from emergency to recovery to development orientation.
This position will liaise with and maintain strong relationships with various actors, such as local institutions, communities, and patients. This position is also responsible for engaging with local entities to further the EU localization agenda throughout the project period at all levels. The position will be at least 50% based in Gaziantep. Under the overall supervision of the Country Director, the SPM will report to the projects manager at UOSSM’s country office in Gaziantep. Overall Responsibilities:
The Program Manager will be accountable for project deliverables, results, implementation, and ongoing monitoring of the project activities with a focus on primary health care, including fulfilment of technical strategy and vision, project and people management, documentation and reporting, client and stakeholder relationships related to health systems strengthening / quality improvement activities.
Specific Responsibilities:
I. Provides advisory services and technical support, focusing on the achievement of the following results:
· Takes a leadership role in shaping UOSSM’s work on primary health care, keeping abreast of national, regional, and global development trends in the field of primary health care, and determining strategies and approaches in the area.
· Supports programmatic efforts for an in-depth strategic review and then a periodic review of primary health care services with a focus on efficiency, effectiveness, quality, governance and sustainability, lessons learned, and best practices.
· Develops and implements activities to strengthen clinical and service quality with a particular priority focus on primary health care along with data collection, data analysis, and accountability mechanisms.
· Leads, supports, or supervises analytical work and data analysis in areas potentially including but not limited to efficiency, the effectiveness of primary health care services and quality of care; governance, community and local counterparts’ engagement, capacity building, and support; workforce composition, skills, productivity, development and management (including dialogue with health workers).
II. Provides effective management, monitoring, and evaluation process, focusing on the achievement of the following results:
· Collaborates with the project team to ensure technical excellence, effective day-to-day management and coordination, successful implementation of project activities within budget and timeline, as well as strategic and functional integration of all technical areas across the project.
· Develops (updates and adapts as needed) and executes the project results framework, performance monitoring plan, technical strategy, M&E plan, and annual work plans related to program activities as per UOSSM technical frameworks and standards, and guidelines, supporting the M&E team for robust monitoring, evaluation, and learning mechanisms.
· Collaborates with the project team to ensure service delivery activities are closely monitored and documented throughout implementation and that actions are taken to continually improve activity performance (including re-orienting and adjusting strategies when needed), assessing progress, and identifying bottlenecks and potential problems.
· Continually scans the project environment and ensures effective adaptation and close dialogue with local counterparts, health workers recruited, beneficiaries, the donor, and other stakeholders.
· Recruits and supervises consultants for technical assistance in specific areas requiring external support such as costing, quality of care specific to pre-identified services or programs, engagement and/or workforce management in line with the UOSSM recruitment policy and procedures, supervising consultants by providing them with clear objectives, goals, direction and guidance to enable them to perform their duties responsibly, effectively and efficiently.
· Provides effective and timely responses to inquiries and concerns as well as support to information gathering, positioning, activity or strategy development, etc.
· Ensures effective project collaboration, coordination, and internal partnerships with other projects in the country to build synergies across programs for maximum impact
· Provides progress reports (technical and financial reports) to keep the EU informed on program progress and critical issues.
· Provides coordination services and administrative support to the project Steering Committee, including organizing meetings, setting agenda, recording minutes, and sharing documents with members of the SC.
· Identifying challenges related to the project delivery and management and advising the SC on appropriate action, with follow-up and reporting back on progress.
· Provides technical support to planning, costing, and budgeting. This includes undertaking or commissioning cost-effectiveness analyses, investment cases, and costs of inaction studies related to primary health care, solarization, and/or health systems strengthening activities.
III. Ensures effective communications, advocacy, networking, and partnership building, focusing on the achievement of the following results:
· Builds and strengthens strategic partnerships with local counterparts, healthcare professionals, donors, UN agencies, NGOs, and academia through active networking, advocacy, and effective communication.
· Advises team staff, local counterparts, health care professionals, donors, UN agencies, NGO academia on policies, strategies, and best practices in the field of primary health care and/or health systems strengthening.
IV. Ensures facilitation of knowledge-sharing, capacity building, and innovation, focusing on the achievement of the following results:
· Promotes critical thinking, innovative approaches, and good practices for sustainable financing of primary health care.
· Keeps abreast of health service delivery research and implements the best and cutting-edge practices.
· Generates evidence and undertakes implementation research on primary health care and/or health systems strengthening issues.
· Shares best practices and knowledge learned internally and externally.
· Leads, plans and implements capacity-building initiatives on primary health care and/or health systems strengthening.
Qualifications, experiences, and skills
I. Education
Master’s in public health, health economics, international health or related field, Ph.D. preferred.
II. Professional Experience
- A minimum of 12 years of relevant professional experience is required in designing, implementing, and/or evaluating large primary health care programs, including demonstrated technical knowledge of UHC and relevant health systems strengthening topics.
- Proven ability to provide technical leadership and support, capacity building, and technical assistance on the design and implementation of cutting-edge primary health care interventions in a variety of contexts.
- Substantial prior experience in providing technical leadership and/or assistance to Ministries of Health and/or sub-national Health Authorities in low-income country contexts and/or in the MENA region.
- Demonstrated technical expertise in one or more areas, such as primary health care, health systems strengthening, community health, quality of health care, maternal and child health, family planning, and reproductive health.
- Proven ability in managing and supervising a large consortium and staff team, including international expatriates and local or international partner organizations, aligning diverse, multi-level teams with project goals, objectives, and result areas.
- Proven ability in managing donor-funded international development programs.
III. Skills
- Demonstrated ability to build and maintain relationships, interacting productively and professionally with local counterparts, UN Agencies and NGOs, health professionals, the EU and other donors.
- Advanced cross-cultural sensitivity and experience working in multicultural, multi-linguistic environments, promoting trust and mutual respect.
- Experience in adaptive management, with the ability to iterate, test and adjust programming in response to contextual shifts.
- Demonstrated diplomacy, written and oral communication, and negotiation skills.
- Capacity to transfer and convey information and knowledge accurately and incisively to external partners, stakeholders, senior officials, and the donor community.
- Fluency in English is required, and Arabic language skills are desirable.
