ALIMA in the Central African Republic
The 2013 crisis in the Central African Republic (CAR) considerably weakened all the pillars of the country’s health system. In the CAR, for every 100,000 live births, more than 882 women die (WHO, the country’s key indicator), a rate almost twice the average rate in Africa. The country is also considered the second riskiest place in the world to give birth. Indeed, regarding neonatal mortality, out of 1000 infants born in 2016, 42 died before the end of their first month of life (UNICEF, 2018). In December 2013, ALIMA provided medical support in 3 IDP sites on the outskirts of Bangui then set up a free primary health care package in 5 CDS of the DS of Bimbo and Bangui. The care offer was extended to 13 CDS in Bimbo in 2018 to reach 21 CDS in 2022. ALIMA’s second intervention began in the DS of Boda in June 2014, a city that was facing violent community clashes. ALIMA allowed the reopening of the district hospital of Boda and the CDS of Boboua (DS of Mbaïki). Today, the project covers the hospital and 9 FOSA to ensure the empowerment as well as the resilience of the local health system and the community. The interventions in Bimbo and Boda through the Performance-Based Financing strategy aim to support the health system of its two districts in order to make them more resilient and autonomous. In 2018, ALIMA’s actions extended to the prefecture of Nana-Gribizi. These interventions had two components: an RRM response strategy to humanitarian shocks and in the event of an epidemic and a second component to support the rehabilitation and revival of health facilities in the Mbrès health area. To date, the project covers 13 health facilities and 1 secondary hospital. In September 2019, two new projects were opened in the Haut-Mbomou prefecture, in the south-east of the country, where ALIMA teams support two hospitals in Zémio and Obo. The objective of the actions is to support the rehabilitation of health facilities, the establishment of surgical activities and medical support for host, displaced, returned and refugee populations. In 2022, in collaboration with UNFPA, ALIMA launched activities to support maternal and child health,

FUNCTIONAL AND HIERARCHICAL LINKS
- Reports to the medical coordinator.
- Refers to the director of the Gavi RCA secretariat (World Vision) for technical questions
- Supervises the project team, namely 05 project supervisors and 05 community animator supervisors
- Collaborates with Ministry of Health partners at all levels, CSOs, community and religious leaders, sub-prefects and mayors, etc.
- Supervises the project team (district vaccination supervisors, health promoters, project administrator).
- Collaborates with other members of the coordination (logistics, finance and Human Resources) and partners.
MISSION AND MAIN ACTIVITIES
1. Definition and monitoring of the project
- Support and strengthen the operations of the Secretariat and partners in the CAR,
- Ensure the quality and comprehensiveness of RAISE 4 Zero Dose Children (ZDC) field operations,
- Ensure that RAISE 4 ZDC activities support Gavi 5.0 objectives and are consistent with national, regional and community immunization strategies.
- Provide information and feedback on changes to tools/trainings, Behavior Change Communication materials and HMIS
- Responsible for managing and overseeing RAISE 4 ZDC field operations and communications.
MAJOR RESPONSIBILITIES
- Ensure the coordination of project interventions at regional and district level in collaboration with implementing partners and other stakeholders (MCD, DRS, Prefects and Mayors) in strict compliance with the policies and procedures of the Gavi R4S Project.
- Ensure the implementation of the project at the regional level in accordance with the agreements with the donor on the interventions, the action plan and the budget.
- Prepare on time and with quality the technical and contractual reports of the R4S project (weekly, monthly, quarterly, half-yearly and annual) in the required formats and according to R4S.
- Represent the regional R4S team at health district medical region coordination meetings.
- Support the development, implementation and monitoring of district annual work plans integrating ZDCs.
- Facilitate the development of micro plans at all levels (district, FOSA, municipality)
- Support the mobilization and training of CSOs, Mayors and religious and customary leaders to strengthen their involvement in the vaccination of ZDCs/ZIPs (Project Implementation Areas)
- Share good practices and lessons learned and successes of the Project
2. Team management
- Follow each member of the team individually: supervision, coaching, support, advice and evaluation.
- Identify training for its teams.
- Carry out the POP (performance objective plan) of the members of the team under his direct responsibility and ensure that they guarantee the Objective and Performance Plan.
- End-of-mission evaluation of team members and submission
- Prevention and resolution of conflicts within his team.
- He ensures that the constraints related to safety and health are understood by all.
- Planning and animation of work meetings with the team and partners: progress of projects, security, team meetings.
- Transmission to the teams of the information and directives given by the coordination and/or the ALIMA headquarters.
- Planning of the replacements of the personnel of his project.
- Writing job profiles.
- Participation in the composition of the teams.
- Responsible for welcoming and briefing ALIMA expatriate newcomers on the project.
3.Management of material and financial resources
- Supervise the proper use of the means made available by ALIMA for the realization of the project, of all the orders (medical and logistical) and of the purchases of the project.
- Monitor the status of project expenditures and commitments on a monthly basis and analyze financial data with the mission administrator.
- Ensure compliance with standards in the administrative management of the project.
4.Team safety
- Ensure the safety of employees on the project.
- Assess the risks and threats related to the implementation of activities.
- Centralization of information, verification of consistency and synthesis in order to facilitate decision-making.
- Ensure compliance with project safety rules and that they are known and applied.
- Provide information to the country coordination of individual or collective behavior in contradiction with the security rules.
- Report immediately to the country coordination of any security incident or threat that may have an impact on the security of ALIMA staff and/or property.
PROTECTION OF BENEFICIARIES AND MEMBERS OF THE COMMUNITY
Level 3: As part of his or her duties, the incumbent will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or presentation of a certificate of good character will be required. In situations where it is not possible to provide a criminal record or a certificate of good morals and morals, a sworn statement will be requested.
EXPERIENCES AND SKILLS
Training
- Doctorate in Medicine or University degree in public health or vaccinology
Experiences
- 3 years minimum in the management and/or implementation of community and vaccination programs.
- Experience working on complex projects in fragile and conflict-ridden, humanitarian contexts.
- Experience in immunization, primary health care service delivery, vaccine supply chain management, demand creation and community mobilization/engagement strongly preferred.

TERMS
Duration and type of contract : CDD under French law – 6 months with possibility of extension
Starting date : September 2023
Salary : According to ALIMA salary grid + valuation of experience + Per Diem
ALIMA supports:
- Travel costs between the country of origin of the expatriate and the place of mission
- Accommodation costs
- 2.08 days off per month
- Daily per diem
- Medical coverage from the first day of the contract to one month after the date of departure from the country of mission for the employee and his dependents
- The break policy every 3 months (for 6 months of mission)
- Evacuation for the employee
