WHO ARE WE ?
Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles.
In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced people and victims of crises or conflicts.
To carry out our mission, we base ourselves on three pillars:
- Treat : provide real access to care for populations.
- Change : more than helping, we want to change things in the long term.
- Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

CONTEXT
Médecins du Monde has been working in Morocco since 2013 to ensure access to inclusive, quality care and protection services for all people in vulnerable situations.
MdM-Belgium works in Morocco in close collaboration with Moroccan civil society organizations. The main area of intervention undertaken so far in the country is Health and Rights in Migration (SDM) with a focus on Sexual and Reproductive Health and Rights (SRHR).
In response to the emergency situation following the earthquake that occurred in September 2023, Médecin du Monde and its partners launched an emergency response in the most affected areas in order to provide adapted aid to the most vulnerable people affected by the earthquake. earthquake.
THE ESSENTIAL
The Emergency Project Coordinator will be responsible for:
- Manage the emergency project set up by MdM and its Moroccan civil society partners in the province of Marrakech Al Hause and the province of Taroudant, region of Souss Massa, following the earthquake of September 8, 2023.
- Ensure and coordinate the implementation of project activities in relational, technical and budgetary dimensions.
Hierarchical link : under the direct responsibility of the Morocco Programs Coordinator.
TASKS AND RESPONSIBILITIES
Project management
- Ensure the programming and implementation of the project , taking into account logistical, administrative, HR and financial aspects;
- Supervise the general operation of the project and coordinate its operationalization with all local partners;
- Ensure continuous monitoring and evaluation of project activities and budget, identification of needs and adaptation of activities in collaboration with Program Coordination and technical referents at the country and regional level ;
- Implement monitoring and evaluation mechanisms (internal/external) and ensure follow-up of recommendations;
- Actively participate in the review of project cycles; strategic reflections at local and regional level, review and development of budgets & annual action plans for programs
- Guarantee the feedback and quality of the data collection process at project level to Program Coordination and the MEAL department;
- Through analysis of the context and in consultation with program coordination, respond to local emergencies and be able to modify the project’s intervention strategy according to the evolution of the context.
Budgetary responsibility for the project
- Regularly monitor project expenditures and budget compliance , report any concerns to the coordination team and propose adjustments;
- Ensure that expenditures are made within approved budgets;
- Establish and monitor project activity timelines monthly and whenever there are changes.
Representation & external communication
- Ensure external relations with project implementation partners, donors and/or other relevant organizations (e.g. regular participation in coordination meetings of the project consortium, meetings and working groups of NGOs involved in the response to the earthquake in the area project intervention and reporting to program coordination);
- Under delegation of the Program Coordinator, represent the organization to partners and local authorities in the intervention areas;
- Contribute to fueling communication and advocacy activities related to emergency projects;
- Ensure internal communication with project teams and within consortia related to the emergency project.
Reporting et capitalisation
- Ensure monitoring, evaluation and reporting of the project;
- Develop, implement and adapt program monitoring tools and propose internationally validated tools;
- Supervision of data collection and quality, and carrying out monitoring of activities and monitoring of indicators.
Security Focal Point
- Act as focal point for security matters on the Marrakech base;
- Monitor the security situation in the project intervention area, follow the necessary measures to guarantee the safety of people and project property and report to the Program Coordinator ;
- Guarantee knowledge and application of security rules by the entire project team;
- Manage, in collaboration with the Program Coordinator and logistics coordination, any security incidents affecting MdM staff and assets.
YOUR PROFILE
ESSENTIAL
Studies/training and Experience
- Bachelor’s degree or equivalent in social sciences, law, political science;
- Additional training in Project Cycle Management, diploma in health, master’s degree or certificate in public health, humanitarian action or gender or equivalent experience;
- Min. 3 years of work experience in an equivalent position with vulnerable groups;
- Experience working in a partnership approach;
- Experience working with international, national and local actors in complex contexts.
Skills and qualities required
- Good knowledge of mental health and psychosocial support;
- Mastering French ;
- Mastery of Word, Excel, Powerpoint and Outlook;
- Sense of organization and strategic and operational planning;
- Ability to take initiatives and orientation towards results;
- Ability to work under pressure in a complex and demanding environment;
- Team spirit, sense of diplomacy and ability to manage conflicts;
- Rigor, autonomy and discretion;
- Dynamism, flexibility and open-mindedness;
- Strong integrity and respect for the values of Médecins du Monde.
PLUS
- Training in Sphere Standard, CHS (Core Humanitarian Standard) and/or professional certification in the field of protection and humanitarian action (PHAP, disaster management, etc.)
- Knowledge of the Moroccan context;
- Knowledge of the risk reduction approach;
- Maitrise Arab dance.

- Salary Conditions:
- Expatriate status: gross salary of €3,042.01 for 3 years of experience; a gross salary of €3,261.44 for 10 years of experience; Per diem 587 Euro.
Depending on your tax residence, a withholding tax may be deducted. - National Status: Fixed-term contract under Moroccan law, salary conditions according to the salary scale and conditions offered locally.
