CONTEXT :

After closing its program in 2004, the Handicap International Federation reopened its RCA mission in 2015 through the activities of the logistics platform. Since then, HI has deployed humanitarian interventions around 4 pillars linked to its operational strategy: Humanitarian Logistics – Health – Inclusion – Reduction of Armed Violence. Key activities have been implemented including: the facilitation of road, river and air transport, light civil engineering through the rehabilitation of roads, crossing structures and landing or air strips, integrated functional rehabilitation (physiotherapy, equipment) associated with stimulation therapy for malnourished children and their caregivers, individual and community psycho-social care, inclusive humanitarian action, local development and inclusive governance and capacity building of organizations of people with disabilities, the socio-economic integration of the most vulnerable households through the development of AGR. Innovative themes relating to education on the risks linked to explosive devices and inclusive education are taking on significant significance both at the level of the humanitarian community and the institutions of the Central African State.

In view of the latest changes occurring in the country mission in recent months, the logistics platform project which facilitated road and river transport in addition to shared storage was closed in August 2023 as well as the closure of the Bangassou operational base. HI is currently continuing its program on the operational bases of Bangui, Bambari and the Alindao sub-base with partner support missions in Ouham and a possibility of reopening a 2nd sub-base in Bocaranga before the end of 2023 .

To carry out the mental health aspect of the program, HI RCA is looking for a specialist in Mental Health and Psycho-social Support for 4 months.

YOUR MISSION :

Under the hierarchical responsibility of the Technical Head of Program (THoP) of the country mission, the SMSPS specialist will be in charge of:

1/ Provide expertise in its sectoral scope of SMSPS

  • Ensure technical support to country mission projects and program teams in accordance with MHPSS standards and overall technical frameworks
  • Ensure the technical learning of teams assigned to integrated SMSPS projects
  • Ensure control and monitoring of technical quality within the country mission program
  • Contribute to the animation of the professional channel of the technical divisions

2/ Participate in the representation of the organization and the development of its influence

  • Promote HI technical expertise in coordination mechanisms and sectoral working groups on MHPSS
  • Establish a map of actors (humanitarian partners, CSOs and Ministries) working on the theme of MHPSS in CAR
  • Contribute to advocacy on specific MHPSS themes with stakeholders (humanitarian community, CSO and supervisory ministry)
  • Contribute to the popularization of communication and awareness messages at the local level

3/ Contribute to the development of the social mission

  • Explore and identify major new financing opportunities in the MHPSS sector in connection with other sectors which could be integrated
  • Identify and develop consortia and the local partnership approach in line with localization requirements
  • Contribute to bringing HI’s expertise to the implementation of the local partner capacity assessment tool and due diligence with INGOs in the MHPSS sector

YOUR PROFILE :

  • You hold a Master’s degree in clinical , social or intercultural psychology, or in sociology of work.
  • You have a minimum of 5 years of experience in your field, and at least one successful experience in the field of MHPSS in an emergency context.
  • You master/understand the different explanatory models of the AGH approach (Age, Gender, Disability), the international frameworks of human rights, humanitarian action, strategies to combat exclusion and discrimination, operational and technical issues, standards and networks in your MHPSS sector.
  • You master written communication and via the principle of andragogy, you know how to negotiate and establish a clear framework, you know how to support and motivate a team or group that needs support from SMSPS in the management of their program or to following a security incident.
  • You are bold and creative, you demonstrate responsiveness, you demonstrate strong empathy and the ability to listen attentively, with acceptance and non-judgment. You offer a framework for constructive exchange to multidisciplinary and multicultural teams. You have the ability to network and you have good resistance to stress in an unpredictable emergency context.
  • Languages: fluency in French required and a minimum knowledge of English would be an asset.
