Première Urgence Internationale (PUI) is a non-governmental, non-profit, apolitical and non-religious international humanitarian aid organization. Our teams are committed to supporting civilians who are victims of marginalization and exclusion, or affected by natural disasters, wars and economic collapses, responding to their fundamental needs. Our goal is to provide emergency aid to uprooted people to help them regain their dignity and regain self-sufficiency. The association directs an average of 200 projects per year in the following intervention sectors: food security, health, nutrition, construction and rehabilitation of infrastructure, water, sanitation, hygiene and economic recovery

MAIN ACTIVITIES OF THE POSITION:

1.Participate in the development of the Mental Health programmatic and operational strategy; contribute to the design of new interventions relevant to the context in the Mental Health sector, in line with the PUI Mental Health intervention framework and develop epidemiological monitoring to analyze the existing strengths, weaknesses and gaps in the Mental Health sector at the national or regional level. .

  • Supports the Deputy Head of Mission – Programs in the design of the mission’s SMAPS strategy and operational framework. Including roles and responsibilities, organization of teams, protocols, instruments, processes and their dissemination at the grassroots level.
  • Participates in the development of the operational strategy of the mission, in collaboration with the SMAPS focal point of the headquarters, in synergy with the other related sectors (Health, WaSH, Protection, etc.) and in line with the sectoral policies of PUI and national Mental Health policies.
  • It guarantees the monitoring and analysis of health and health policies at the national level, mental health protocols, and epidemiological data on mental health from the country’s main health agents (WHO, UNICEF, UNFPA, UNAIDS, NGOs, etc. ).
  • Provides continuous information to your line manager, the coordination team in general and the project teams, especially the Mental Health team on current and emerging health policies, guidelines and protocols at the national, international and within PUI levels.
  • Monitors the evolution of the country’s humanitarian needs, in terms of Mental Health.
  • Plan the sector strategy, in coordination with the project teams, taking advantage of the information provided by the health, protection, and mental health work groups/clusters.
  • Suggests needs assessments, according to the analysis of the Mental Health sector.
  • Participates in the identification of Mental Health needs, in collaboration with the project and MEAL teams. Especially, through the integration of SMAPS in the needs assessment.
  • Adapts and/or develops the data collection tools that will be used for Mental Health needs assessments, with the support of the MEAL area and the SMAPS focal point at headquarters.
  • Based on the needs analysis and the mission’s Mental Health strategy, it suggests new interventions in line with the overall PUI strategy, while promoting an integrated multi-sectoral approach.
  • Suggests technical evaluations of Mental Health programs, participates in the definition of the terms of reference and participates, if necessary, in the evaluations, the results of which are analyzed to feed the sector intervention strategy.
  • Actively participates in the design and writing of new SMAPS interventions, ensuring that the activities are relevant. Makes recommendations on the budget, human resources, logistics and calendar necessary for the application, and determines the quantitative and qualitative results, supporting the MEAL Manager in the development of indicators.
  • In new Mental Health interventions, it will guarantee their quality through the integration of the gender perspective and the transversal aspects of: centrality of protection, accountability to the affected population, and Prevention of Harassment, Abuse and Exploitation Sexual (PAAES).
  • Participates in the writing, validates and transmits internal/external reports on its technical field in Mental Health, guaranteeing the monitoring and analysis of activity reports, particularly on epidemiological data, indicators and results of the mission’s SMAPS programs.

2. Provide technical support and accompaniment in the area of ​​​​competence to the project teams of the Mental Health sector and ensure the quality, effectiveness and efficiency of the SMAPS programs of PUI Colombia.

  • Supervises the implementation of Mental Health programs, from a technical point of view and ensures that activities are in line with the Mental Health policy and the PUI intervention framework. Includes technical field visits.
  • Provides technical support to SMAPS teams, responding to technical questions (definition of activities, technical options, execution time, quality control, etc.), and identifying solutions to problems.
  • Provides functional technical support to project managers, sector managers and Project Coordinators for the Mental Health activities of the mission.
  • Participates in the operational adaptation of technical recommendations coming from headquarters, the humanitarian community or the Government.
  • Development, adaptation and application of Standard Operating Procedures (SOPs), technical guidelines and other framework documents used in Mental Health activities, with the support of the Headquarters focal point.
  • Contributes to the design and adaptation of management tools for Mental Health activities.
  • Participates in the facilitation of strategic workshops with the Mental Health team, from which they formulate recommendations/suggestions.
  • Promotes coordination between different sectors and technical departments in the field (operational meetings, reports, etc.) and ensures an efficient flow of information between SMAPS teams and other technical departments, to encourage optimal application of the integrated approach.
  • In collaboration with its hierarchical superior, the MEAL (Monitoring, Evaluation, Accountability, Learning) department, consortium partners -when applicable-, participates in the design and adaptation of the tools for monitoring Mental Health activities, as well as in the Monitor implementation plans for each project to meet quality and donor requirements, and to measure the quantitative and qualitative impact of Mental Health activities.
  • In collaboration with the MEAL department, it ensures that program monitoring is recorded in the relevant tools, in addition to validating the information provided there.
  • Alerts his/her superior in case delays are detected in the execution of the project and suggests adjustments (in terms of activities, area of ​​intervention, objectives, budget, implementation schedule, etc.).
  • In collaboration with other departments and intervention sectors, it guarantees that transversal protection principles and the integration of the gender perspective are taken into account in SMAPS programs.
  • Ensures that the project(s), methodologies and selection criteria do not harm beneficiaries, PUI teams or anyone else. You will ensure that your line manager is immediately alerted in the event that teams or beneficiaries are in danger.

3. Ensure that the external representation of PUI in the Mental Health sector, before the humanitarian community, strategic partners and, after delegation from the Head of Mission, government authorities; and share the sectoral information required to report to the different humanitarian coordination mechanisms (Representation and coordination).

  • Represents PUI before national authorities, main humanitarian and development actors (INGO/NGO/CSO) and donors involved in the Mental Health sector. He ensures that he maintains good relations with each of them in line with PUI principles.
  • Actively participates in coordination meetings (cluster or others) and in technical working groups of the Mental Health sector at the national level.
  • Ensures and coordinates with the Mental Health teams the sectoral representation of PUI for the SMAPS sector before the relevant partners and different local authorities.
  • Plays an active role in preparing and managing the visit of donors and/or partners.
  • Participates in PUI coordination meetings and is an active member of the governance structure (Technical Coordination).

4. Provide technical advice for the recruitment and evaluation of project personnel for Mental Health activities; and advise the Deputy Head of Mission – Programs in the identification of the strengths, weaknesses, opportunities and gaps that exist in the PUI Colombia mission for the sector of its competence, as well as in the development of capacity strengthening plans.

  • Participates in the definition of the SMAPS team’s organizational chart and has it validated by the HR department, the project coordinator(s) and their hierarchical superior.
  • Supports the definition of all job descriptions (JDs) for the mission’s Mental Health team, including the definition of JDs for sector project managers.
  • Provides active technical support to project managers for the recruitment of high-level national technical profiles in the field of Mental Health (definition of job descriptions, tests, interview tables).
  • Supports the development of performance evaluations and the respective associated improvement plans. At least once per contract or per year, and at least before you leave your position. Your line manager may ask you to contribute to the evaluation of the technical aspects of sector managers.
  • If necessary, participates in the decision to terminate the employment contract of a person from the Mental Health team in collaboration with the HR department, the Project Coordinator.
  • Knows PUI’s Internal Regulations, institutional policies and internal processes regarding the mission and ensures that his team understands and respects them.
  • Identifies, together with project managers, the training needs of mission personnel for the Mental Health sector and plans organizational, methodological and technical support, etc. accordingly.
  • Supervises the organization of external technical training activities and pilots and facilitates internal technical training modules for the Mental Health sector in its area of ​​competence.
  • If necessary, reviews individual action plans and capacity development plans of Mental Health team members.

5. Ensure that the team under their technical responsibility complies with due process in administrative and logistical issues for the activities implemented in Mental Health; and keep the Administration and Logistics departments informed of any relevant information (Logistics and administration).

  • Ensures, together with the SMAPS teams, that the logistical needs of the program are met, in accordance with the Sphere Standards, the Minimum Protection Principles and the PUI recommendations (dedicated and adapted space available for Mental Health and Protection interventions, medications relevant – when applicable -, consumables and materials available for SMAPS activities, etc.).
  • Ensures appropriateness of mental health physician orders and participates in estimating needs for mental health medications and supplies for SMAPS activities, and in compliance with internal PUI procedures for purchasing, and utilizing PUI tools. He is responsible for its advance preparation and monitoring to obtain the signatures required for approval.
  • Contributes to analyzing supplier offers for purchases with strict technical specifications.
  • Provides all the necessary information to prepare a treasury forecast for its own department, to the Administration and Finance Coordination on a monthly basis.
  • Ensures updated budget monitoring of the SMAPS department and participates in the analysis and identification of any discrepancies and proposing adjustments to the Administration and Finance Coordinator

6. Contribute to compliance with mission security rules (Security).

  • Follow base safety regulations.
  • Enables the team to understand the security plan and ensure that security regulations are respected.
  • Actively participate in good team cohesion and communication.
  • Contributes to the collection of security-related information and disseminates it to his or her line manager and/or the security department, focal point on a regular basis or ad-hoc in case of emergency.
  • Immediately report any problems that arise, regarding loss/theft/damage of equipment or supplies.
  • Be aware of the safety rules, the social and political situation in the field, at any time and provide feedback to the Manager and/or Project Coordinator.
  • Ensures that Mental Health teams have the appropriate safety equipment for their activities
