Under the supervision of the project manager, the Health and Safety, Social and Environmental Management Analyst will monitor and support the implementation by contractors of social risk mitigation measures ; she/ he will be responsible for implementing the stakeholder engagement plan and grievance redress mechanism, including managing community relations.
Environmental and social safeguards
- Support the implementation of environmental and social protection (E&S) tools on construction sites, by making reports and recommendations on implementation; and;
- Where appropriate, prepare abridged resettlement action plans (RAPAs) including the possible payment of compensation ;
- Monitor and report on indicators of abridged resettlement action plans ;
- Undertake follow-up to ensure that proposed mitigation measures are implemented in accordance with the EMBs ;
- Monitor field visits to sites, if applicable ;
- Contribute to the development and implementation of a series of ad hoc controls to ensure that mitigation measures are properly implemented ;
- Reporting on stakeholder engagement and grievance mechanism ;
- Provide technical support to the project team as needed ;
- Prepare briefings on E&S tools and frameworks, especially for new staff in UNOPS offices and contractors.
Health & Safety
- S’ ensure that companies implement the health and safety measures set out in the PGES and the Health and Safety plans in accordance with the regulations of’UNOPS
- Support engineers in communication on health and safety aspects with populations and any worker on the site including subcontractors and visitors
- Support in raising awareness on health and safety issues at the project sites ;
- If necessary, sensitize workers on safety instructions (port of PPE, site rules and internal regulations of the project etc.) and prevention of the risks of’ accidents ;
Gender/PSEA/VBG
In accordance with the applicable regulations, he/she shall :
- S’assure of the’integration of the principles of gender equality
- Implement measures to prevent sexual abuse and harassment
- Implement gender-based violence prevention measures
Monitoring and evaluation :
- Monitor the compliance of UNOPS administrative requirements and procedures by undertaking periodic audits of project files, ensure that the required documents are available and updated ;
- Ensure that the ( Kits database, educational, media, visibility ) on environmental and social activities is updated, consolidated and available ;
- Prepare quarterly reports on the progress of activities in the environment and social component, including compensation reports ;
- Manage the documentation and archiving of files relating to the implementation of the Environment and Social component ;
- Monitoring of the’ progress of activities and the’ impact of environmental measures on the living conditions of the populations concerned.

- A bachelor’s degree in social sciences or an equivalent field is required.
- A master’s degree in the social sciences or an equivalent field will be considered an asset and can replace two years of required experience
- A minimum of two (2) years of relevant experience in the field of social development, gender equality and women’s empowerment is required.
- Prior experience in the design or implementation of social protection tools is desirable.
- Previous experience working with the United Nations or an international organization on issues of environmental management and social development is an asset
- Applicants with experience in rural infrastructure projects will be privileged.
