L’Haiti Human Development Index (HDI) is ranked 163 out of 191 countries in 2022. The rates of’ extreme poverty and poverty are high and their cause is multidimensional. This poverty is manifested in particular by high rates of’literacy, a life expectancy of 63.29 years in 2017, high infant mortality and high inequalities between the sexes’. A large majority of the population does not’a have access to basic services such as’ potable water,’electricity, sanitation and health coverage.

In addition, Haiti is vulnerable to natural disasters. It is considered to be the fifth most vulnerable country to natural disasters. The country has suffered, in less than ten years, more than four major disasters whose country is still struggling to recover: the earthquake of 2010, tropical Storm Isaac and Hurricane Sandy in 2012, Hurricane Matthew in 2016, Hurricane Irma and Maria in 2017 and the 2021 earthquake. The country is therefore exposed to earthquakes, the passage of cyclones and also to drought waves related to the El Nino phenomenon (2018).

Beyond these factors, however, food insecurity is driven by the weak performance of the agricultural sector combined with high dependence on food imports (more than half of the food products on the market) in particular for the rice (83%). Product prices are largely influenced by logistical challenges, high production costs, precarious market structures and high inflation rates in recent years.

According to the latest CPI analysis (march – June 2023) published in March 2023, nearly 5 million people in Haiti (nearly half the population) experience high levels of acute food insecurity, classified in phase 3 of the CPI and beyond. This is a slight increase from the 4.7 million people predicted in the September 2022 analysis, confirming that acute food insecurity remains of grave concern in Haiti. Of a total of 4.9 million people, an estimated 1.8 million are in an emergency situation (phase 4 of the CPI), compared to 1.7 million in the September 2022 analysis. The number of people in crisis (phase 3 of the CPI) also increased slightly, from 3.04 million to 3.08 million in the recent analysis

These worrying results are largely linked [1] to the political crisis that has taken hold in the country since July 2018 and which has led to an economic and social crisis, [2] to an agro-climatic crisis with large pockets of drought in the country causing a significant decline in agricultural production. In addition, [3] growing insecurity and road blockages since June 2021 have aggravated food insecurity indicators.

In the autumn of 2022, the country endured another 2 months of strong socio-economic turbulence and blockades of most imported goods, but especially fuel, and, leading to a de facto paralysis of the entire country with continued and prolonged consequences on inflation, fuel and food availability, health and nutrition.

For example, WFP in Haiti has defined its strategy to fight hunger in the Country Strategic Plan (CSP 2019-2023), which includes activities related to emergency food assistance to populations affected by a shock, the establishment of nutrition-oriented social safety nets, and , building the capacity and livelihoods of small producers and their resilience to climate change, and building the capacity of national and local actors to fight hunger.

WFP has adopted new approaches to support malnutrition prevention efforts, with the aim of breaking the intergenerational cycle of malnutrition transmission, including, through the implementation of communication activities for social and behavioral change (CCSC/SBCC), the distribution of nutritional supplements for children and pregnant and lactating women, including, implementation of specific nutritional programmes for people with HIV/AIDS. These activities are planned in a cross-cutting way within the framework of emergency, resilience, social protection and school feeding projects.

 

 

THE PURPOSE OF THE POSITION :

 

 

Under the direct supervision of the Policy Officer Nutrition & SBCC Program, the’Officier en Nutrition et SBCC will support the implementation and monitoring of nutrition-sensitive activities for HIV and the CCSC carried out as part of the’emergency, resilience, and, school canteens and social safety nets.

 

 

RESPONSIBILITIES/OBLIGATIONS :

 

 

  1. Provide support to WFP country office in Haiti for the implementation of’interventions of nutrition, HIV and communication for change and behavior (CCSC/SBCC) in coordination with the different managers of the WFP projects and sectors that include nutrition components (emergency, resilience, etc, school canteens and social safety nets and any other sector at the country level and as required).
  2. Support the identification, development and management of partnerships related to nutrition. Support in the implementation of partnership agreements ( FLA ) signed with cooperating partners while ensuring the quality of activities sensitive to nutrition, CCSC / SBCC, HIV, while monitoring these activities in accordance with country and WFP standards and protocols.
  3. Support sub-offices and implementation partners in the development of collaboration protocols with the Health Directions ( DS ) departmental, aiming to hire multipurpose community health workers ( e ) e ( s ) ASCP ( for the implementation of activities.
  4. Given his knowledge of the field, be a force of proposal for new activities in the nutrition-sensitive field, and, CCSC/SBCC and HIV adapted to the context of’intervention. If problems of implementation are encountered in the field, l’ Officer in Nutrition and CCSC/SBCC propose alternative activities and accompanying’ measures in accordance with the context, capacities, vulnerabilities and needs of the affected population.
  5. Contribute to documenting and capitalising on good practices and lessons learned in order to feed and strengthen the strategy CCSC/SBCC and office-country HIV. Support for the preparation of the annual country report and any other mid-term and final evaluation report against the approved plans.
  6. With the support of Nutrition & SBCC officials, contribute to the capacity building of WFP staff, partners and the government, through training, training, training, training and, training and coaching on technical aspects related to the planning, monitoring and implementation of nutrition and nutrition-sensitive activities, supported by WFP.
  7. Participate in internal coordination meetings and with other sectors while strengthening coordination between field offices and the country office. Liaise with internal counterparts to ensure effective collaboration and follow up on ongoing projects.
  8. Support the’ organization of supervision/monitoring missions and VIP/donor visits in the field by proposing an agenda, including, coordinating with field offices and implementing partners on all logistical aspects related to these visits.
  9. Ensure that all WINGS, ITS, COMET, LESS and SCOPE procedures, including FRNs, are completed in a timely manner for all activities involving nutrition.
  10. Monitor data collection systems, including data on SBCC and HIV, in collaboration with other members of the’Team, ensuring that high quality standards are maintained and contribute to the preparation of accurate and timely reports on activities that enable informed decision-making and consistency of information presented to stakeholders.
  11. Carry out, at the request of his supervisor, all other tasks aimed at the smooth running of activities, especially in times of’emergency.

QUALIFICATIONS AND EXPERIENCE REQUIRED :

 

Training :

 

    • Have at least a university degree in public health, community health, nutrition, medicine or other relevant field.

 

 

Experience :

 

    • Have at least five (5) years of professional experience in the management and implementation of’urgences or development projects in the field of community health, nutrition, nutrition, health care, HIV or other related areas. Experiences within the United Nations system or in NGOs are desirable.
    • Experience in collaboration/coordination with state and civil society institutions. Coordination experience with the Departmental Health Departments is desirable.

 

Knowledge and skills :

 

    • Good knowledge in nutrition, especially of nutrition sensitive programs etccommunication for the change of behaviors
    • Good knowledge of the country (Haiti) and the main regions and departments affected by the crisis
    • Knowledge of community health and HIV ;
    • Mastery of the main computer software ;
    • Strong motivation to exercise the required responsibilities ;
    • Bargaining and problem-solving skills ;
