TERMS OF REFERENCE :

«National Consultation Support to the Ministry of Health in the’analysis of the’impact of polio vaccination campaigns

Context :

L’Algeria obtained the status « Polio Free » in 2016. This status attests that the polio virus has been eradicated. This has been possible thanks to vaccination efforts at the national level’. But this does NOT PREVENT the possibility of seeing the virus reappear in an attenuated form and which only affects unvaccinated children. This is’, the vaccine strain derived from type 2 (PVDV2).

Vaccination against Polio has declined significantly in recent years, mainly due to the Covid-19 pandemic.

During the year 2022, many countries, including developed countries with the status « Polio Free », have detected either cases of contamination in the image of the USA and L’England, France, the presence of the virus in wastewater. On April 11, 2022, a case was detected in Algeria, specifically in the wilaya of Tamanrasset.

This new situation obliges the country to organize the response quickly according to the standard operational procedures of’World Initiative of the’Eradication of Polio (IMEP). On the orientations of the global level, the response to this outbreak will be with the Novel VPO2 (nVPO2).

’IMEP, of which’Unicef is a key player, brings together the international community around the’ objective to fight polio through prevention and vaccination.  According to the requirements of this program the Algerian Ministry of Health, in partnership with’Unicef, has obtained validation for three plans, the first on the strategy of advocacy, the second on the communication strategy for development (C4D) and the third on crisis communication.

Much effort has been made to make communication to educate parents to bring their children to benefit from vaccination by the Ministry of Health supported by a committee set up to for this purpose, the communication campaign is launched through multiple channels and several media (local radio , posters , imam and mourchidates at the mosques…) it remains to evaluate the’ impact of this campaign and its effectiveness , a mission must be launched for this purpose in the form of a field investigation.       

MISSION :

Prepare and launch a survey to assess the impact of the vaccination campaign for polio

SPECIFIC TASKS :

  • Elaborate the tools of’investigations from’a communication model for the behavior change adopted in the context
  • Choose a representative sample of the population concerned (which’it is necessary to define ) in the wilayas concerned by the’ survey on the 19 wilays of the south concerned by the polio campaign and adding the Saharawi refugies
  • Realize the’inquiry
  • Analyze the results by relating them to the results of the vaccination process

  • To identify the actions carried out within the framework of the campaign, and to estimate the number of people affected by this campaign by social category, sex and age
  • Identify the factors and parameters of success in the dissemination of messages and their understanding followed by’effect,
  • Identify campaign constraints and communication failures as well as rejection attitudes and assess their importance
  • To produce a synthesis of the results followed by recommendations

The’ set of deliverables will be transmitted in electronic format to’UNICEF for review and validation. All documents prepared by’expert, including the final report, will need to be approved by’UNICEF. All reports must be submitted in French.

Responsibilities

Administratively, the contract will be managed by’UNICEF Algeria. The activities will be followed by a project follow-up officer in this case Dr Youcef LAID, Deputy Director of vaccination programs and health promotion at the Ministry of Health and Ms. Leila DAABI,

Communication for Social Change

The project monitor will support the mission by facilitating organizational and administrative aspects in support of the Ministry of Health.

 Duration of the assignment and working conditions

The mission will take place over 6 months from the signing of the contract it will take place in the regions concerned by the campaign and which are : Tamanrasset, Bechar, Ghardaia, Tindouf, El Meniaa, Touggourt, El Bayadh and Naama.

The’expert is responsible for the recruitment of investigators and their training, the list bearing the’identity of investigators and their profile will be validated by’Unicef, the recruitment of’student at the end of the cycle is desirable,

L’expert is also responsible for the’ compensation of investigators and all expenses related to the’ investigation.

L’expert and his team will use their own equipment (laptop, data show and other necessary tools) it is desirable that the data of the’ survey be integrated into a real-time database and that the processing of statistical information be done with’aide computer program.

The’expert must ensure the confidentiality of the results of the’ investigation which could only be communicated’ once the final deliverable is validated

L’expert could propose the recruitment of’a junior consultant, s’il considers that the volume of work for this mission requires it, it must justify it and integrate its compensation in the financial proposal.

Honoraria

Consultant fees will be negotiated and agreed on the basis of the Terms of Reference and the financial proposal accepted by’Unicef.

The fee includes the’ set of expenses required for the implementation of the mission, including mission expenses calculated on the basis of the number of mission days

Payment terms

The payment will be made at the delivery of each deliverable and its validation according to the schedule and the percentage of each deliverable

’UNICEF disclaims responsibility for the payment of any activity or task not included in this contract, which would not be previously accepted and formally included in the contract amendment.

Expert competence and qualification

 Should dispose of :

– A graduate diploma in social or communication sciences

– Proven expertise in the field of field surveys and data analysis

– A mastery of communication issues for behavior change

– He will have to master the IT tool

-He must be able to understand and use at least Arabic and French, English is desirable

– He must be flexible, able to lead a team.

Documents to be provided during submission

The candidate must include in the application file :

– A technical offer including :

( i ) An introduction to the understanding of the Terms of References including

possible comments and a draft methodological note: 35%

( ii ) A timetable for carrying out the various tasks: 25%

(iii) A letter presenting the assets that the’expert considers it possible to use to carry out this work satisfactorily (academic training, professional experience, similar research work.) : 15% 

:A detailed financial offer proposing :

(i) The desired rate of pay specifying and taking into account the number of working days

(ii) the’ compensation to the investigator and costs related to the’inquiry

– CV(s) detailed(s) and updated the P11 of the’expert

– References of persons who can be contacted in connection with similar work carried out by the/consultant(e)

It should be noted that financial offers will only be considered if the technical offers are deemed admissible and of acceptable quality.
