QUALIFICATIONS

Purpose of consultancy

The purpose of this national consultancy is to review the implementation of the Tunisian Multisectoral Mental Health action plan and to support the Ministry of Health’s efforts to extend the disability program to all policies and programmes.

 

Background  

 

The situation of people living with mental disorders in Tunisia is worrying. The demand for care is constantly increasing. Yet prevention and early intervention are inadequate, and diagnoses are too late. There are too many breakdowns in care, leading to a deterioration in care and life trajectories. Social integration and access to an active, civic life in line with people’s abilities and choices are inadequate, and the stigma attached to mental disorders is still too pronounced.

This leads us to assert that the benefits of decentralized mental health services integrated with primary care are indisputable. They deliver good outcomes for the majority of people with mental disorders and facilitate the holistic management of co-morbid physical and mental health problems.

Although the integration of mental health into primary care has been on the agenda for many years, progress has been limited in moving from local, time-limited projects to sustainable integration on a larger scale.

This underscores the importance of institutionalizing good practice and ensuring that this theme is implemented in the national multi-sectoral mental health strategy, which has been updated, thanks to the joint efforts of the Ministry of Health and the WHO office in Tunisia, in December 2023.

OUTPUT 1: PARTICIPATE IN THE DEVELOPMENT OF ROADMAP FOR THE NATIONAL MULTI-SECTOR MENTAL HEALTH PLAN.

OUTPUT 2: SUPPORT THE MINISTRY OF HEALTH’S EFFORTS TO EXTEND THE DISABILITY PROGRAM TO ALL POLICIES AND PROGRAMS.

 

 

 

Deliverable 2.1: Draft a detailed methodology/roadmap for undertaking the required tasks based on discussion with concerned MOH and WHO teams. 

Deliverable 2.2: Participate in conducting a desk review to collect available documentation, reports and studies on disability in Tunisia.

Deliverable 2.3: Contribute to supporting the implementation of the developed road map towards advancing health equity for persons with disabilities.

 

OUTPUT 3: MAKE RECOMMENDATIONS TO ACCELERATETHE IMPLEMENTATION OF THE TUNISIAN MENTAL HEALTH ACTION PLAN.

 

Deliverable 3.1: Support the integration of mental health in PHC across the governorates.

Deliverable 3.3:Review and measure the progress of the implementation of the national survey.

Deliverable 3.4: Final report on progress, achievements, and constraints

 

Educational

Essential: University degree in, public health, and/or mental health.
Desirable: Master’s degree in a relevant field is an asset.

Experience

Essential: Up to 5 years of experience in mental health policies and service planning.

Skills/Knowledge

Essential:  Strong communication and coordination skills.
Desirable: Ability to handle multiple tasks.

Languages
Essential: Fluency in languages used in the country (French, English)

The consultant is expected to travel according to the work needs

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Remuneration and Expected duration of the contract (Maximum contract duration is 11 months per calendar year)

 

a. Remuneration: TORs are classified at the national pay rate of NOA
b. Expected duration of contract: 11 months starting from: 01/03/2024 – End date: 31/01/2025
