JOB DESCRIPTION

OBJECTIVES OF THE PROGRAMME

The health throughout the life cycle program aims to end preventable deaths and promote the survival, good health and well-being of populations throughout their lives by ensuring universal access to preventive and quality, evidence-based lifesaving policies at all levels of the health care delivery system. While maintaining a multi-sectoral overview, the post holder will facilitate and coordinate national office interventions and activities in the program area, ensuring the availability of technical expertise to guide national authorities in the development and the implementation of integrated programs in one or more of the following areas of the life cycle: special program on primary health care; health workforce; integrated health services; governance and financing of health systems; sexual and reproductive health and research; maternal, newborn, child and adolescent health, and aging.

DESCRIPTION OF DUTIES

Under the direct supervision and guidance of the WHO Gabon Representative (WR), the post holder will perform some or all of the following tasks, as well as other related responsibilities depending on the needs of the office. Provide, or coordinate the provision, of technical advice, of strategies and policies to strengthen the capacity of countries to implement, evaluate and monitor universal health coverage and health across all stages of life programs, including financing of systems. Monitor the national burden of diseases or health-related factors at all stages of life, including through health information systems and health research activities. Facilitate the adaptation and implementation of standards, standards, guidelines and evidence-based tools in major program areas. Guide the collection, analysis and documentation of best practices and partner experiences in programs relating to health at all stages of life, anchored in national and subnational perspectives. Serve as a national and technical resource regarding the multisectoral integration of health programs across the life stages and the integration of cross-cutting themes, such as health equity and the elimination of exclusion. Develop or strengthen strategic partnerships and mobilize resources for health-related activities and interventions at all stages of life. Support national authorities in grant implementation and reporting. Coordinate the development of information, education and communication (IEC) materials to promote community awareness and health practices in the country(ies). ) area(s) of health at all stages of life.Perform other tasks as needed.

REQUIRED QUALIFICATIONS

EDUCATION

Essential : A university degree (bachelor’s degree) in public health or related disciplines.
Desirable : Postgraduate training or specialization in one or more of the following disciplines: primary health care; personal health ; integrated health services; governance and financing of health systems; sexual and reproductive health and research; maternal, newborn, child and adolescent health and aging.

EXPERIENCE

Essential : A minimum of five years of professional experience relevant to the position (in epidemiology, including the development and/or implementation of programs, policies and guidelines, as well as monitoring and evaluation diseases and public health issues), some of which in an international context. Professional experience in providing technical services to Member States and other partners within the framework of public health programs in contexts where resources are limited. limited. Experience with intergovernmental agencies, the United Nations system or WHO and knowledge of national partnerships and networks.
Desirable : Prior experience implementing health surveillance systems across the lifespan in stable and emergency situations, in research projects, and in interpreting data related to health across the lifespan the stages of life.

Knowledge of WHO policies, programs and guidelines on health across the lifespan will be a advantage.Ability to work effectively with national and international colleagues and partners on capacity building in resource-constrained settings.Excellent oral and written communication, including reports, presentations and technical documents. Ability to advocate and communicate essential health messages at all stages of life.

REMUNERATION

Remuneration comprises an annual base salary starting at XAF 32,154,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
