How can you make an impact?

UNICEF is working in Mauritania to help the most vulnerable children, particularly so that they have access to health services, food, water and quality education and that they grow up protected against violence. and exploitation, wherever they are from and wherever they live. 

Summary of Key Duties/Responsibilities:

         1 . Program development and planning

  • Contribute to the preparation, design and updating of the maternal, newborn, child and HIV-AIDS situation analysis to develop strategic and operational plans for management health-related programs. Stay up to date with development trends to improve program management, efficiency and delivery.
  • Participate in strategic discussions on health program planning. Formulate, design and prepare proposals for the health program, ensuring alignment with the UNICEF strategic plan, country programme, as well as coherence/integration with the United Nations Development Framework (UNCSD), regional strategies and priorities, and national plans.
  • Establish specific goals, objectives, strategies and implementation plans for the program, based on results-based planning (RBP) terminology and methodology. Prepare necessary documents for program review and approval.
  • Work closely with colleagues and partners to discuss strategies and methodologies, and to determine national priorities and skills to ensure concrete and sustainable results are achieved.
  • Provide technical and operational assistance at all stages of programming processes to ensure integration, coherence and harmonization of programs/projects with other UNICEF sectors and the achievement of planned and allocated results . 2.  Program management, monitoring and achieving results

  • Plan and/or collaborate with internal and external partners to establish monitoring criteria, performance indicators and other indicators to assess and strengthen performance accountability, consistency and achievement of concrete results and sustainable within the framework of health programs.
  • Participate in monitoring and evaluation exercises, program reviews and annual sector reviews with government and other stakeholders to assess progress and determine actions/interventions needed to achieve results.
  • Prepare and evaluate monitoring and evaluation reports to identify gaps, strengths and/or weaknesses in program management, identify lessons learned and use the knowledge gained for planning and implementation to to achieve results.
  • Actively monitor programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders in order to assess progress, identify bottlenecks, potential problems and make appropriate decisions to resolve problems and/or refer them to appropriate supervisors for appropriate resolution.
  • Monitor and verify optimal and appropriate use of program resources (financial, administrative and other resources) by confirming compliance with organizational rules, regulations/procedures and donor commitments, accountability and integrity standards , ensuring that reporting and liquidation of resources are carried out on time.
  • Prepare regular and mandatory reports on the program/project for management, donors and partners in order to keep them informed of the progress of the program. 3.  Technical and operational support for program implementation

  • Provide technical assistance to the Ministry of Health/Government, NGO partners, UN system partners and other partners/donors in aspects relating to the interpretation, application and understanding of policies, strategies, UNICEF processes and best practices and approaches on issues related to maternal, newborn, child health and HIV-SDA for planning, management, implementation and achieving results in program development.
  • Participate in discussions with national partners, stakeholders to promote health and development issues, particularly in the areas of gender equality, emergency preparedness, maternal and newborn health, and of child survival and development.
  • Prepare policy briefs, briefing notes and other strategic program documents for management use, information and review.
  • Participate in emergency preparedness initiatives for program development, emergency planning and/or to respond to emergency situations in the country or designated locations. 4.  Networking and creating partnerships
  • Establish and maintain close and effective working partnerships with government health sector counterparts, national stakeholders, as well as international partners, allies, donors and academia. Through active networking, advocacy and effective communication, build capacity and exchange knowledge and expertise to facilitate the achievement of program objectives on child rights, justice social and equity.
  • Prepare communications and information materials for program advocacy to promote awareness, establish partnerships/alliances and support fundraising for health programs (maternal, newborn survival and development). born and child, and HIV-AIDS).
  • Participate and/or represent UNICEF in inter-agency discussions and planning on health-related issues in order to collaborate with inter-agency partners/colleagues on the planning and preparation of health programs/projects, ensuring that that the position, interests and priorities of the organization are fully taken into account and integrated into the United Nations Framework for Sustainable Development (UNCSD) process. 5.  Innovation, knowledge management and capacity building
  • Apply and introduce innovative approaches and good practices to strengthen the capacities of partners and stakeholders and to support the implementation and achievement of concrete and sustainable results under the program.
  • Conduct research activities to provide evidence for the implementation of best and cutting-edge practices in healthcare.
  • Evaluate, institutionalize and share best practices and acquired knowledge.
  • Organize and implement capacity building initiatives to improve the skills of stakeholders to promote sustainable results in health-related programs/projects.

Education:

A higher university degree (Master) in one of the following fields is required: state doctorate in medicine, public health, pediatrics, health research, international health, epidemiology, or any other relevant technical field.

Professional experience:

– A minimum of five years of professional experience in one or more of the following areas is required: public health planning and management, maternal and neonatal health, child health, HIV-AIDS including PMTCT/PECP, preparedness and response health/humanitarian emergencies.

– Experience working in a developing country is considered an asset.

– Relevant experience within an agency or organization of the United Nations system is also considered an asset.

Language skills

Fluency in French is required. Knowledge of English or Arabic or a local language is an asset.
