OBJECTIVES OF THE PROGRAMME
One of the main objectives of the WHO framework for action to strengthen health systems is to promote a common understanding of what a health system is and what constitutes a health system strengthening the health system. It also provides a basis to help the country develop its health system and services, addressing bottlenecks in a concerted and coordinated manner, based on desired health outcomes, in order to achieve lasting effects at the scale of the entire system. To be as effective as possible, this process must be carried out by the country, on the basis of the priorities defined in the national and global health plans.
DESCRIPTION OF DUTIES
Work in coordination with all technical focal points at the regional and headquarters level, and, under the leadership of the WHO Representative.Provide expert advice to government and national stakeholders on policy design, implementation and evaluation, and, health development strategies and plans for strengthening the health system to move towards universal health coverage (UHC), through :strengthening the capacity of national stakeholders to organize and conduct an effective dialogue on health policies and to reform the implementation process (in particular by developing monitoring strategic on the key issues of health system reform and focusing on priority areas of health financing,of public health, of primary health care, of health personnel and of governance) ;the development of a harmonized vision of service delivery to strengthen public health and primary health care services to better prevent and control communicable and non-communicable diseases ;the transformation of health financing modalities towards universal health coverage, including improved governance and accountability ;cost evaluation and the budgeting of national health policies, strategies and plans (including macro-economic analyses and the state of health financing, and, the identification of potential resources and the assessment of the costs of different financing options ) ; of the’alignment of other core system functions, such as human resources, access policies to medicines and health technologies, and strengthening governance arrangements ;the improvement and implementation of a monitoring and evaluation framework for strengthening the health system, accepted by all stakeholders, and, with health objectives for communicable and non-communicable diseases, in line with sustainable development objectives (SDGs) ;better models and innovative approaches to implementing evidence-based health policy and strengthening health systems, including, to facilitate learning and capacity building in policy development at the national level ; of the’identifying synergies, building alliances, aligning and networking between the WHO country office and other UN organizations, and, non-state actors and international donors for the transformation of the health system of the DRC.To establish and strengthen links with institutions, associations, organizations and, non-governmental agencies and scientific bodies for the exchange of information, the coordination of activities and the implementation of approaches across all sectors involved in health.To demonstrate the impact of reforms on health outcomes and universal health coverage, by conducting in-depth evaluations of the impact of health financing, and,of public health and primary health care.Execute all other related tasks assigned by the Representative of WHO.
REQUIRED QUALIFICATIONS
EDUCATION
Essential: Diploma of higher education in medicine with specialisation in public health, administration of health systems/services, health policy, health planning, primary health care, health care, health care, health-related social sciences or similar disciplines
Desirable: PhD in public health, social sciences or health policy in one or more of the above-mentioned fields and/or post-graduate training or specialisation in health systems and/or/or health planning, management or economics.
EXPERIENCE
Essential: A minimum of 10 years of professional experience related to the position (for example in the area of policy development, strategies and planning in the health sector), much of which must have been acquired internationally. Specific experience required in health financing. A minimum of five years of experience is required in a government institution or international organization serving either (i) resource-limited countries or (ii) middle-income countries.
Desirable: Experience in the evaluation of the health sector, in the analysis, evaluation and reporting.Experience of consensus building and cooperation with a variety of national stakeholders

In-depth technical knowledge and skills in the areas of health policy formulation, strengthening and management planning, monitoring and evaluation of health systems. REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position included an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4984 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
