International consultant to provide technical support to develop Health Promoting Schools Strategy At World Health Organization (WHO)

QUALIFICATIONS

1.             Purpose of consultancy

The purpose of this consultancy is to support the development of Health Promoting Schools Strategy adapting the Health Promoting Schools Global Standards and based on the situation analysis carried in Jordan.

2.             Background  

WHO and UNESCO launched a new initiative “Making Every School a Health-Promoting School” in 2018 and developed Global Standards for Health Promoting Schools along with implementation guide and other advocacy materials. The initiative is expected to serve over 2.3 billion school-age children and will contribute to WHO’s 13th General Programme of Work’ target of achieving “1 billion lives made healthier” by 2023 and to the achievement of Sustainable Development Goals in the field of education and health. Health Promoting Schools have been recognized as a strategic vehicle to promote positive development and healthy behaviours such as physical activity, physical fitness, recreation and play, balanced nutrition, prevent tobacco use, preventing being bullied and creating enabling environment for teaching and learning. To accelerate global progress, a standards-driven approach towards the implementation of the recommendation that “every school should be a health promoting school” is developed to support country implementation.

WHO CO Jordan is developing a situation analysis on the current state of affairs as it relates to health promotion in public schools in Jordan. The findings of this situation analysis will inform development of Health Promoting Schools Strategy. The aim of the current consultancy would be outlining the key steps to be undertaken to adapt and adopt the Global Standards for HPS along with their implementation guidance.

3.             Work to be performed.

Output 1: Work closely with the local consultant and members of the technical committee to develop national standards for health promoting schools

Deliverable 1.1: Review the findings and recommendations of the situation analysis on health promotion in public schools along with the results of pilot project on health promoting schools that was undertaken earlier.

Deliverable 1.2: Develop and adapt national standards based on the global standards for health promoting schools.

Deliverable 1.3: Conduct a consensus building workshop to validate and finalize the national standards.

Output 2: Support the development of a Health Promoting school strategy and 3 years implementation plan with goals and priorities in the short term (12 months) and the longer term.

Deliverable 2.1. Support the development of the national health promoting schools strategy with selected priorities and goals.

Deliverable 2.2. Develop a detailed action plan with a budget, description of stakeholders’ roles and responsibilities, timeline, and deliverables.

Deliverable 2.3. Support the development of a monitoring plan for HPS, including selected indicators, the frequency of data review and collection, collection tools.

Deliverable 2.4. Develop an implementation guidance/ manual.

 

4.             Qualifications, experience, skills and languages

Educational Qualifications:

Essential: First university degree for lower end of range, an advanced university degree for mid and high end of range in education, medical sciences, public health, social sciences or relevant field.

 

 

Experience:

Essential: 5 to 10 years of relevant experience working in developing school health/adolescent and youth health policies and strategies in developing countries.

Desirable:

–          Experience in WHO or another international public health organization or experience in working in government policy making and implementation at a senior level.

–          Prior experience and knowledge of Health Promoting Schools.

 

 

Skills/Technical skills and knowledge:

·               Working with fellow professionals and excellent communication skills.

·               Analysis of problematic areas and providing applicable solution focused recommendations.

·               Report-writing skills.

·               Proficiency in Microsoft Office and Microsoft Project.

·               Excellent interpersonal and professional skills in interacting with government and development partners.

·               Skills in facilitation of stakeholder engagements/workshops.

·               Evidence of having undertaken similar assignments.


Languages and level required:

Expert level in English.

Desirable: Arabic.

 

 

5.             Location

Amman – Jordan.

 

6.             Planned timelines (Subject to confirmation)

(40 working days)

Start date: 1 July 2024

End date: 31 August 2024

 

 

7.             Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

 

 

8.             Travel

The Consultant is expected to travel to Jordan to conduct meetings and one workshop.
