Description of the Assignment: The United Nations Office on Drugs and Crime (UNODC) provides technical assistance related tocombatingterrorism,organizedcrime,corruption,anddrugsbystrengtheningcriminaljustice and health systems in line with international conventions and protocols and in compliance with the rule of law and human rights. Cebu region including the tri-cities of Lapu-Lapu, Cebu City and Mandaue City has been acknowledgedasaregionwiththeidentifieduseofopioidsincludinginjectingdrugusewhichis alocalcharacteristicthatdeviatesfromthedruguse patterns(methamphetamineuse)recognized broadly in the Philippines. Opioid use is associated prevalently with the use of Nubain (Nalbuphine Hydrochloride) however based on the anecdotal findings non-medical use of other prescribedopioidsispresentaswell,includingmorphine,Stadolandmanyotherpainkillers,also used in combination with shabu (e. g. milkshake). Alarming information is the fact that fentanyl ispresentaswellasadrugofchoiceandknownwithPWUD/PWIDwhoseemeduninformedon the harmful effect and overdose potential of the drug. Understanding the risks of unsafe drug use practices including the transmission of blood-borne diseases such as Hepatitis and HIV, services to reduce individual and social harms of drug use are considered critical to enhancing the effects of the treatment and preventing complications associated with the unsafe drug use. Considering that the risks associated with unsafe drug use in the Cebu region are present, conceivably even more than in previous years, including the transmission of blood-borne diseases,UNODCincollaborationwiththeGFProtectsteamisembarkingona journeytoaddress thechallengesofsuccessfulintegrationofharmreductionservicesandsupportthefurtherrollout. The results of the assessment will assist programme managers to augment the gaps in health services, including in Hep C service provision particularly among the injecting population. Advertisement
OBJECTIVES OFTHEASSIGNMENTTheobjectiveofthisassignment istosupport the rapidassessmentofHepCServicesinCebu City area for persons affected by drug use and dependence. Specificobjectives include: 1.MappingofHepCserviceproviders inCebuarea. 2.Documenttheclients(PWID,PWUD)experienceinaccessingHepCservicesin Cebu City 3.Identifythegaps andrecommendations whereUNODC’ssupportis muchneeded. Methods 1.BaselineInformation a.Identifywhathasbeendone(includingdocumentationandevaluationofa similar programme implemented previously in the Philippines) b.PrevalenceandincidenceofPWUDsandPWIDsaffectedbydruguseand dependence living with HIV, HBV, and HCV c.PrevalenceofPWUDSdiagnosedwithHBV,HCVunabletoreceivetreatment on time. 2.ConsultationswithStakeholders a.Obtaincontactwithkeycommunityserviceproviders,includingGovernment counterparts with HBV and HCV related services. b.Documentsuccessesandchallengesof reachingouttoPWIDsandPWUDs (duty bearers perspective). c.DocumentsuccessandchallengesonaccesstoHBVand HCVservicesfrom the client’s perspective (what are the barriers they face). 3.Process Mapping a.Musthaveconsultedstakeholders(ServiceProviders,EndUsers,Otherpertinent parties) b.Mustconsolidatedocumentsobtainedfromstakeholders. c.Determineavailableresourcesinthecommunitythatcansustaincontinuous access to services by PWUDs and PWIDs. 4.StakeholderAnalysis a.Helpsdeterminecapacitydevelopmentneedsofcommunitypartners(ifany) 5.MonitoringandEvaluation
a.Select a community partner to distribute Hep C medication with network amongPWUDsandPWIDscommunity.Distributionwillbeaccountedfor with proper documentation and receipts. To be required and monitored by UNODC.
Period of assignment/services (if applicable): Four (4) months
