HALO’s Syria Program:
HALO’s program in Syria was established in 2016 and is coordinated from offices in Amman, Jordan, and Syria. HALO conducts its projects in Syria through national NGO partners and a HALO Field Office in Kelli, Idleb. Current projects in Syria include Explosive Ordinance Disposal (EOD), Non-Technical Survey (NTS), and Explosive Ordnance Risk Education (EORE).
About the Role:
The Chief Medical is responsible for ensuring the efficacy, efficiency, and effectiveness of the program’s medical matters and all medically trained personnel at each of the locations, as well as their equipment and training to deal with operational accidents or emergency situations. In addition, provide general care to operational and administrative staff when required, managing medical and health needs, administering medications and advising on occupational health.
The position is based in the program’s Idleb office and will require approximately 50% of time to be spent in the field.
Responsibilities:
- Comply with HALO Standard Operating Procedures (SOPs), particularly those relating to Casualty Evacuation (CASEVAC), Medical Management and Health, ensuring that the standard is applied at all locations.
- Carry out regular visits to HALO areas of operations, oversee CASEFAC practices in the field.
- Be in immediate contact with staff medical cases as and when they arise, record and support with appropriate treatment to the organization’s personnel when necessary.
- Communication to the Human Resources Management everything related to the health status of the personnel, delivering continuous reports of disabilities due to work related injuries or illness, in cases of reinstatement report the medical recommendations generated.
- Actively supervise the training of first responders, manage training plans, and oversee evaluations of medical training given to operational personnel.
- In the event of an accident, provide support and guidance (in-person or remote), conduct follow-up assessments at local hospitals with medical staff to evaluate further treatment as needed.
- Ensure that the medicines stored and recorded in the places are the necessary quantities of stock, in order not to waste on the acquisition of medicines or unnecessary quantities.
- Establish a surveillance plan for diseases presented by workers and ensure compliance in the workplace.
- Provide a liaison with the global Head of Medical and the UK Medical Board, in order to ensure that all lessons learned during medical visits are applied throughout the program.
- Actively participate in the Strategic Road Safety Plan by providing support to medical screening of drivers.
- Apply quality internal audit tools in visits to each site.
- Fulfil all obligations of their employment contract, the policies of the organization and the responsibilities of their position.
- Understanding, sign and comply with the stipulations of the Driving License Form, in case of driving a vehicle of the Organization.
- Carry out periodic checks of hospitals local to areas of operations and their capability to support varying degrees of severity in the case of an accident.

Responsibility for ensuring effectiveness, efficiency and effectiveness in relation to the medical issues of the program, and all trained medical personnel in all locations, as well as their equipment and training in dealing with accidents during operations or emergencies. In addition, providing general care to operational and administrative personnel when needed, through managing medical and health needs, dispensing medicines, and providing occupational health consultations.
The position is located in the program office in Idlib, and will require approximately 50% of the time in the field.
Functional responsibilities and tasks:
Basic responsibilities:
- Comply with HALO standard operating procedures (SOPs), especially those related to medical evacuation (CASEFAC) and medical and health management, and ensure that standards are applied in all locations.
- Regular visits to HALO areas of operation, and supervision of medical evacuation practices in the field.
- Dealing directly with the medical conditions of the employees when they occur, registering them, and providing appropriate support and treatment to the organization’s employees when necessary.
- Communicate with the Human Resources Department on all matters related to the health of employees, and provide continuous reports on disabilities resulting from work-related injuries or diseases, while providing medical recommendations in cases of return to work.
- Effective supervision of first responders training, management of training plans, and monitoring of medical training assessments for operational staff.
- Provide support and guidance in the event of accidents (personally or remotely), and conduct follow-up assessments in local hospitals in cooperation with the medical staff to determine the need for further treatment.
- Ensure that medicines are stored and registered in the required quantities, to avoid waste in purchasing medicines in unnecessary quantities.
- Develop a control plan for diseases that appear among employees and ensure compliance with them in the workplace.
- Coordination with the head of the World Medical Section and the UK Medical Committee to ensure that lessons learned from medical visits are applied throughout the program.
- Actively participate in the strategic road safety plan by supporting the medical examination of drivers.
- Apply quality internal audit tools during visits to each site.
- Adherence to all terms of the employment contract, organizational policies and job responsibilities.
- Understand, sign and comply with the requirements of the driver’s license form if driving the organization’s vehicles.
- Carry out periodic checks of local hospitals in the areas of operations and assess their ability to deal with medical conditions at different levels of risk.
Requirements
EDUCATION
- Professional doctor ideally, or a senior nurse with experience in managing trauma
- Pharmacology (preferred but not essential)
