Action Against Hunger (ACF) is a non-governmental organization founded in 1979. Private, non-political, non-denominational, non-profit, its mission is to save lives by eliminating hunger through the prevention, detection and treatment of undernutrition. Structured as an international network, ACF leads a coordinated response in more than 50 countries. ACF adopts a multisectoral and integrated strategy of its programmes in local and national structures by systematically developing a community-based approach.
Thus, Action contre la Faim-Cote d’Ivoire, research for the implementation of its activities:

A Head of Department of Nutrition and Health (H/F)- Local Law Contract (Non-Expatriate Status)

FINALITE DU POSTE: Define strategies and coordinate the actions of’Action Against Hunger in the field of health and nutrition

Mission 1: Ensure the development of evidence-based country strategy papers and develop technical proposals
– Evaluate and analyse the nutritional and health context of the country;
– Collect and analyse nutrition and health data from’other partners (NGOs, UN agencies, government structures) to decide on the launch of’ surveys;
– Work as a team with Department managers in other technical areas to develop an integrated multisectoral approach;
– Draft new proposals for’ intervention for donors on the medical and nutritional aspects of the programs in collaboration with the Field Coordinators and Health Nutrition Program Managers;
– Proposing advocacy activities in Nutrition Health programs; and

– Build budgets for the nutrition and health components of new programs related to financial and logistical functions;
– Develop and monitor the budgets allocated to the field of nutrition and health
– Identify the challenges and propose research projects and innovative approaches in the field of malnutrition;
-Capitalize good practices, experiences, evaluations following the capitalization policy of’ACF and ensure the implementation of the recommendations of evaluations;

Mission 2 : Monitoring and coordination of programmes in the areas of nutrition and health
– Supervise or conduct rapid assessments and nutritional surveys
– Control, validate and track the consumption of its programs to establish orders and quality control;
– Monitor the quality of programmes by following indicators (RPAs) and reports from Nutrition and Health programme managers;
– Evaluate the relevance of the programs with its teams in order to be able to decide on possible reorientations or’adaptation of the program (for example: matching the capacities of’accueil centers with the number of’enfants s’il is greater than what was planned);
– Synthesize the data collected from all programme managers in nutrition and programme health and provide a summary of the key indicators (which have an impact on programmes) to the Programme Assistant Country Director and to the headquarters interlocutors;
– Drafting reports of’activity for donors on the health and nutritional aspects of the programmes;
– Ensure the availability of protocols for the implementation of activities (PF/SR, SMNIA, PCI, PCIE, epidemics..);.

Mission 3: Manager the’ Health Nutrition team in the capital and be the functional manager of the Health Nutrition Program Managers on the basics

manage the schedules, distribution and coordination of work as well as the individual’ action plans of the members of the’ Nutrition Health team in capital;
-Support the daily questions of the members of the’ Health Nutrition team in the capital;
– Organize and manage the meetings of the’ Nutrition Health team in capital Organize and Ensure the’ appreciation interviews of the members of the’ Nutrition and Health team in capital;
– Evaluate the skills and technical performance of Nutrition and Health programme managers;
-Support technical support to teams – dimension « expertise » in nutrition and health;
– Identify the training needs of teams;
– Create, organize and facilitate training ;
– Manage any difficulties with the Health Nutrition Program Managers in connection with the Terrain Coordinators

Mission 4: Develop and facilitate programmes and advocacy in partnership with national and local actors

– Negotiate with local partners on the modalities of’organization of work, on protocols,’action plans, training at all levels (local, regional and national), taking into account all the actors present in the area;
– Negotiate’accord protocols with partners involved in the programmes ;
-Coordinate the implementation of programmes with government and local interlocutors;
– Provide technical support for the development of the national and local strategy to combat malnutrition;
Develop a common strategy and joint’action plans (ACF and partners) on specific projects and on advocacy actions;
– Work with partners by providing them with useful information on a regular basis and exchanging with them at regular meetings with them.
-Building a strategy for the sustainability of the program aimed at the’ autonomy of the partner, taking into account, where appropriate, the issue of cost recovery (question : valid if state partner ?)
-Influent on the definition of the national protocols by negotiating with the interlocutors of the partner structures (Ministries of health in particular) in order to disseminate the technical standards of’ACF for the management of malnutrition
– Define the country-specific strategy on technical advocacy in relation to the Country Director and Headquarters

Mission 5: To represent ACF and to carry out its positions in the field of health and nutrition

– Develop and maintain relations with current and potential donors (visits to programmes, presentation of’ACF and its interventions, solicitations for potential funding) ;
– Represent ACF by participating in meetings with health authorities and various agencies (example: cluster) and S’integrate into national nutrition networks;
– To highlight the positions and protocols of’ACF with local partners (NGOs, MoH, etc.);
-Represent the health and nutrition field in the national coordination of’ACF;
Develop and disseminate to partners technical reports,’activities reports and the’ACF strategy in the fields of health and nutrition;
– Produce and/or disseminate information internally and externally on technical advances in health and nutrition in the country;
– Develop communication tools on the nutritional and health aspects of the developed programmes.

Job profile

BAC + 5 minimum. HOLDER of a degree in Public Health, Social Sciences, Medical (Medicine) or paramedical (Nurse, Midwife), at least 7 years of experience in the field of development cooperation or management of development projects including at least 3 years on a similar position.
