Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or exclusion from care.

This position is opened as part of the creation of a temporary position.

Context:

The OCP Medical Supply Chain is a key strategic lever to improve our operations and ensure quality of care. The STREAM project (Supply chain Tranessformation for an Efficiency of Activities Mmedical schools) started in December 2023, aims to study and improve our medical supply chain.
Several phases have been carried out. Process analysis, analysis of the tools used in the management of our Supply Chain and proposals for’improvements were formulated. The’improvements proposals are of three types: working methods, tools used, roles and responsibilities of the actors of the medical supply chain. We now want to make pilots, by setting up these different’improvement tracks on MSF missions, and measuring progress in the most objective way possible. Depending on the results obtained we will deploy the’improvement tracks to all OCP projects.

Mission :

  • You are under the hierarchical responsibility of the assistant medical director and the OCP Supply Chain director.
  • You regularly report to a steering committee. This steering committee is made up of your two line managers as well as the operations directorate, the HR directorate and the OCP Information Systems Directorate, as well as the MSF Logistics general directorate.
  • You lead a project committee composed of representatives from the departments Supply, Medical (Paris Pharma), Operations, HR and Information Systems.
  • You hierarchically supervise the person in charge of supporting the deployments of the pilots on the missions.

V main activities are as follows:

  • Planning & organization : Define the specific objectives for the pilots of each’improvement track identified taking into account the driving aspects of the change. Define deadlines, necessary resources, indicators to follow, and create a detailed plan for each pilot. You regularly organize project committees and steering committees.
  • Team management : Lead the STREAM project committee, motivate and coordinate the committee members, ensuring that everyone fulfills their responsibilities and works effectively for the success of the project.
  • Coordinate and motivate the people in charge of’implementation of pilots in mission countries : briefing, training, regular follow-up contact. Recruit and manage the person under contract « flying » in charge of support for the deployment of pilots on missions.
  • Monitoring & control : Monitor the progress of the project, resolve difficulties and ensure compliance with deadlines and quality deliverables. You attach particular importance to the monitoring of the indicators determined during the planning and organization phases.
  • Communication with the stakeholders : Maintain fluid communication with project stakeholders: medical department, operations department, Supply department, MSF logistics, OCP steering committee. This communication is done in a’ approach accompanying the conduct of change.
  • Risk management : Identify the risks of the project, put in place strategies to minimize them and manage unforeseen events.
  • Closing the project :’s ensure that all deliverables are delivered according to specifications, perform post-project analysis to learn from them (capitalization), document and formalize project closure (transmission).
  • Participate in the dynamics of the Medical and Supply departments: participate in meetings or other’team and department events. Participate in global reflections under the’egis of the international Supply office, as part of the « transformational topic » Medical demand and Stock management.

Profile sought:

  • Level Master 2 specialized in project management or equivalent
  • 3 To 5 years of professional experience in managing complex projects involving a wide variety of stakeholders
  • Field experience with MSF or another NGO is a prerequisite
  • Experience as a coordinator will be an asset
  • Knowledge in Pharmacy or Supply chain will be an asset
  • Written and oral mastery of french and of the English’ compulsory (level C1 french, B2 english)

  • Very good knowledge of project management tools and methodology
  • Mastery of communication techniques
  • Mastery of the office pack (word, advanced excel, powerpoint, outlook, power BI)
  • Relational and editorial qualities
  • Excellent sense of organization and planning, rigor and autonomy
  • Qualities of analysis and synthesis, ability to have an overview
  • Responsiveness to problems, pragmatism and search for solutions, adaptability.
  • Multicultural team working capacity

Specificities of the position :

Status : 18-month full-time CSD. Executive position, based in Paris with travel on MSF grounds to plan (3 to 4 trips each one to two weeks over the 18 months of contract). Teleworking according to the rules in force at MSF (2 days/week).

Conditions : 50,4K€ gross annual over 13 months. 22 days of RTT per year. Complementary health care 100% supported by Doctors Without Borders. Titles restaurants of’a face value of 12€ (60% support by Doctors Without Borders). Support for 50% of the public transport ticket.
