Our Work In Sierra Leone:

PartnersInHealth (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health (MOH), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health centre and to referral hospitals.

Position Overview
The Primary Health Care (PHC) Clinical Managerplays a vital role as the focal point of our primary health care program in Kono, and supports our overall PHC programs as required. ThePIH PHC Clinical manager will coordinate and manage all PHCclinical programs in Kono. He / She will Provide day to day managerial and administrative tasks within the PIH PHC programs in Kono. The candidate will be expected to work with all relevant clinical and other department teams within PIH, and also work with other external partners, government counterparts, stakeholders and community leaders to ensure that our activities are in line with the government requirements and that these activities are complimentary (and not duplicate) to the activities of other government partners/stakeholders. Additionally, the candidate will document and report on Key Performance Indicators (KPI’s), trainings, mentorships and supervisions performed both at facility and community level, as required.

 

 

Essential Duties and Responsibilities:

Technical and operational support for program implementation

 

  • Work closely and under the Director of Primary Care to rollout and manage the PIH PHC clinical programs across all the PHU sites in the Kono district, in alignment with the PIH PHC strategy in Sierra Leone.
  • Support the development of high-quality technical documents, e.g., SOPs and guidelines that codify existing PIH systems and processes for replication, such as in clinical algorithms, referral, triage, monitoring and evaluation, quality improvement, and management of clinical operations ensuring alignment with the SL Essential Health Services Package (EHSP).
  • Under the guidance of the PIH Director of Primary Care, support programs and facility need assessments in collaboration with relevant stakeholders including the DHMT, to develop contextualized innovations to improve the quality of health services.
  • Provide technical guidance and operational support to PIH Operations team, DHMT, and facility stakeholders on the best practices to achieving strides towards UHC in the district.
  • Provideclose supportive supervision to all clinical and allied staff at all of the PIH-supported PHUs in Kono district, while actively collaborating with the district health management team (DHMT) stakeholders.
  • Collaborate and assist the PIH PHU mentorship program in Kono todevelop training curriculums and oversees logistics for trainingsand program implementation.
  • Develop and implement annual work plan and activity plan that is align with the overall PHC Operational plan for PIHSL.
  • Provide and support the development of a good and robust data systems, and promote data collection systems to ensure timely data use by the PHC leadership.
  • Work closely with the PIH-supported facility in-charges and key stakeholders to ensure the provision as much as possible of the full services as provided in the SL Essential Health Service Package (EHSP).
  • Work close with the PIH Snr Program Specialist to ensure an active PHC SharePoint where all important resources including SOPs, work plans, program concept notes, meeting minutes etc. are safely store for future reference.
  • Ensure regular and scheduled presence at all the PIH-supported PHUs including Wellbody, Sewafe, Kombayendeh, Gandorhun, and Kayima CHCs to ensure the best practices systems built in those facilities are upheld, and for the provision of day-to-day supportive supervision and performance reviews of the PHC clinical team.
  • Work closely with community stakeholders and members to raise awareness of Partners In Health activities and programs in their communities.
  • Coordinate closely with other community health stakeholders and organizations on potential joint efforts aiming to avoid duplication and to improve the health and wellness of those in greatest need.
  • Participate in all district stakeholders meeting /engagement in relation to PHC and community development related to health, and promote the PIH social justice agenda in any given opportunity.
  • Provide regular and appropriate feedback to the DHMT and relevant stakeholders in relation to the PIH programs and activities in the district.

 

Program Management, Monitoring and delivery of results.

 

  • Support data quality improvement at the supported health facilities and DHMTs.
  • Oversee the technical aspects of program delivery and ensure success in line with vision, targets, and deliverables, directly overseeing all technical aspects of the program.
  • Support the Director of PHC to implements all aspects of the PHC programs in line with the strategic objectives of PIHSL PHC.
  • Participate in monitoring and evaluation exercises and program reviews with the government and other relevant stakeholders to assess progress and to determine required action/interventions to achieve results.
  • Actively monitor program/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks, potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Support in preparation of regular and mandated program/project reports for management, donors and partners to keep them informed of program progress.
  • Review regularly the PHC M&E dashboard and KPIs to ensure that the indicator targets are being met, and discuss with the PHC leadership any concerns as they occur.
  • Supports the Director of PHC to manage primary health care budgets, ensuring that actual budgets and aligning with expenditures.

 

 

Education and Work Experience Requirements:

  • Minimum Bachelor’s Degree in public health, Administrative programs or social science
  • At least 5years prior experience managing and implementing health programs in resource – limited settings.
  • Strong grasp of English and Krio.
  • Flexible, adaptable, and able to multi-task and delegate effectively
  • Experience with MEQ, reporting and process improvement systems
  • Excellent written and verbal skills
  • Strong grasp of Microsoft, Word, Excel
  • Situational awareness, and willingness to support as needed.
  • Skills and ability to work flexibly and responsively within a team
  • Able to work independently without a lot of direction and supervision
  • Understanding of the Sierra Leone community and cultural systems
  • A commitment to social justice
  • Care and compassion for patients and ability to advocate appropriately on their behalf
