Area of ​​activity

The Global Health Sector Project advises the German Federal Ministry for Economic Cooperation and Development (BMZ) on various topics of global health policy. The Universal Health Coverage (UHC) component advises on achieving universal health coverage through health system strengthening. A particular focus is on strategic and technical advice on health financing and raising the visibility of this issue at the global and national levels. The goal is to promote sustainable financing models for health systems that ensure universal health coverage and prepare for (health) crises. The component also advises on global health governance, multilateral processes, and other key topics such as health professionals, infectious diseases, non-communicable diseases (NCDs), and mental health.

Your tasks

  • Strategic and ad-hoc advice to the BMZ on health financing, UHC, health system strengthening and related bilateral and multilateral governance and implementation processes
  • Preparation of strategic analyses, concepts, status reports, position papers and speeches for the BMZ in German and English, leadership in specific specialist topics and quality assurance of the supplies within the team
  • Preparation and follow-up of the BMZ’s participation in international conferences, dialogue events, strategic workshops and, where appropriate, support
  • Ongoing analysis of health policy discourses and developments
  • Coordination of strategies and activities with other projects of GIZ, the Kreditanstalt für Wiederaufbau and other stakeholders
  • Liaison with project partners, in particular with the WHO and EU, as well as within networks, with the private sector and civil society
  • Supporting the program and component management in strategic, planning and operational issues as well as in impact monitoring, project and knowledge management

Your profile

Required requirements:

  • Completed Master’s degree (or equivalent) in a relevant field, for example, health sciences, medicine, or economics, political science, or social sciences; health-related is an advantage
  • Several years of professional experience in international cooperation in the field of health or social security is necessary
  • Very good expertise in the areas of UHC and health system strengthening, particularly with a focus on health financing, as well as a broader understanding of current issues, discussions, actors and Germany’s priorities in global health policy
  • Strong communication and consulting skills, both written and oral, in German and English, with several years of experience in writing concise technical and political texts, with the ability to quickly familiarise yourself with new issues and present complex relationships concisely and in a way that is appropriate for the target group
  • Structured and independent work, analytical and strategic thinking, and above-average adaptability even under high time pressure; this is complemented by organizational skills, teamwork skills, political and intercultural sensitivity, as well as a confident demeanor, teamwork skills, and intercultural sensitivity
  • Fluent written and spoken German and English skills are mandatory

Desirable requirements:

  • Practical experience in health financing abroad
  • Experience with/in GIZ and/or in (health) policy consulting at a German ministry
  • Knowledge and experience in other relevant topics, e.g. infectious diseases, professionals, non-communicable diseases, mental health, fragility, cooperation with private and civil society actors
