Task 2: Prepare report on priority technologies (TNA report) Deliverables: TNA report Timeframe (tentative): 1 December 2025 Additional remarks: Prepare TNA report, which will be validated by TNA coordinator and TNA team through workshops, and the TNA Steering Committee. The prioritization of technologies within the selected priority sector is the first analytical step in the TNA process. The conclusions of this step should be reported in the TNA report. The overall length of the report is not expected to exceed thirty pages per sector. Detailed methodological guidelines for prioritising technologies will be provided at a regional capacity building workshop. Outline for TNA report to be provided by UNEP Copenhagen Climate Centre.
Task 3: Conduct a barrier and enabling frameworks analysis for the deployment and diffusion of the prioritised technologies (BA&EF report) Deliverables: BA&EF report Timeframe (tentative): 1 June 2026 Additional remarks: The expert will conduct: ● Analysis of market and barriers for development, deployment and diffusion of priority technologies for the 8-12 technologies chosen for adaptation ● Identify measures to overcome barriers ● Propose enabling frameworks to overcome barriers identified for the 8-12 chosen technologies The BA&EF report provides a detailed understanding of the barriers facing these technologies in each country, followed by a clear analysis of what rules, regulations and incentives are required to overcome them, collectively referred to as the ‘enabling framework. The overall length of the report is not expected to exceed thirty pages per sector. Detailed methodological guidelines for the barrier and enabling frameworks analysis will be provided at a regional capacity building workshop. Task 4: Prepare a Technology Action Plan (TAP) Deliverables: TAP report Timeframe (tentative): 1 December 2026 Additional remarks: In collaboration with the TNA coordinator, TNA team and stakeholders, the expert will: ● Develop technology action plans for the deployment and diffusion of the prioritised technologies in the country ● Propose project/programme concepts based on the priority technologies, for future funding The TAP report is based on the measures identified in the TNA for overcoming the barriers to technology implementation, and it specifies how to implement these measures, including who is responsible, when and from where for securing funding. As such, a TAP serves as a bridge between the analysis of the prioritised technologies and their implementation. The overall length of the report is not expected to exceed thirty pages per sector. Detailed methodological guidelines for the TAP will be provided at a regional capacity building workshop. Outline for TAP report to be provided by UNEP Copenhagen Climate Centre.
Task 5: Prepare policy briefs and co-organise dissemination event Deliverables: 1 Policy brief per technology taken to the TAP Timeframe (tentative): 1 February 2027 Additional remarks: Based on the work previously delivered in the TNA project, the expert will prepare policy briefs, support their dissemination and present them in a national TNA dissemination and donor engagement event organised by the National TNA coordinator. The policy briefs aim to summarise the policy relevant actions within each TAP in a short document that can be shared with policy-makers, decision-makers and potential donors. Each policy brief should have a length that does not exceed 4 pages. Outline for policy briefs to be provided by UNEP Copenhagen Climate Centre. 1st deliverable – 1.
