Introduction

Oxfam is a confederation of more than 20 independent charitable organizations focused on alleviating global poverty and addressing social injustice. Oxfam recognizes that there is no economic, social, and environmental justice without gender justice. We work to make sure that women and girls, in all their diversities live free from gender-based discrimination and violence. We campaign against deep rooted male privilege and dominance that prevent women from realizing their rights and work with communities to challenge patriarchal beliefs that drive abuse and keep women poor.

Background

The Oxfam in Africa (OiA) Gender Justice team chose to focus on Sexual and Reproductive Health and Rights (SRHR) for this project because they are fundamental to health and wellbeing, central to achieving sustainable development, and vital for advancing gender equality across Africa.

While progressive legal frameworks exist, the region continues to face entrenched political, cultural, and economic barriers that restrict access. Fragmentation within country teams and communities—driven by differing priorities and inconsistent approaches—has made it difficult to sustain unified advocacy efforts, particularly on SRHR. Access remains uneven, influenced by power dynamics, economic status, gender, sexuality, age, education, and geographic location.

Against this backdrop, the initiative places systematization of SRHR project experiences at its core. By capturing, analyzing, and organizing lessons learned, innovative practices, and evidence from ongoing and past projects, the initiative seeks to build a robust knowledge base that can inform future strategies. Systematization will allow us to identify what has worked, why it has worked, and under what conditions, thereby strengthening our ability to replicate and scale effective approaches across different contexts.

The process will not only generate collective insights but also create a foundation for deeper collaboration among country teams. Through this shared evidence, the initiative aims to foster stronger regional advocacy, promote cohesion, and amplify diverse voices across Africa. It will culminate in a regional cross- learning exchange, bringing together stakeholders from 7 countries to validate findings, share experiences, and co-create a region-specific advocacy plan for SRHR policy reform.

Ultimately, by grounding this initiative in systematization, we seek to enhance collective capacity to address the persistent challenges facing SRHR, while ensuring that advocacy efforts are informed by practical, context-specific knowledge and best practices drawn directly from our own work.

Scope of Work

This assignment focuses on the systematization of SRHR project experiences across 7 African countries. It will involve collecting, analyzing, and documenting lessons learned, best practices, challenges, and innovative approaches in SRHR advocacy and programming. The scope includes a desk review, consultations with country teams and partners, thematic analysis, and the drafting of a comprehensive systematization document.

Objectives

  1. To capture and document the experiences and lessons learned from SRHR initiatives across participating countries.
  2. To identify best practices, common challenges, and context-specific innovations that can inform future SRHR advocacy and programming.

Deliverables

  1. An inception notes outlining the scope, methodology, and work plan.
  2. A draft systematization document summarizing findings, lessons, and best practices.
  3. A final systematization document, incorporating workshop inputs, with a clear structure (context, lessons, best practices, recommendations).
  4. A concise, accessible version of the document (executive summary and visual brief) for wider dissemination.

Timeline

The assignment will be for a span of two months, during which the consultant will undertake the desk review, analysis, and report preparation, adhering to set deadlines for deliverables. Regular check-ins with the Commissioning Manager (Interim Gender Justice Lead) and other relevant team members will ensure alignment with Oxfam’s goals and expectations.

Qualifications and Requirements

Educational Background

  • Master’s degree or higher in a relevant field such as Social Sciences, Gender Studies, Humanitarian studies, Environmental Science, Development Studies, or related disciplines.

Professional Experience

  • Minimum of 7 years of relevant experience in Gender Justice programming and research with any additional expertise in Sexual Reproductive Health rights
  • Proven experience conducting desk reviews, systematization documents and synthesis of complex information related to gender justice and SRHR
  • Familiarity with African contexts, particularly in In Uganda, Ethiopia, Ghana, Senegal, Mozambique, Malawi, Zambia Knowledge and Skills
  • Strong understanding of the SRHR thematic in Africa.
  • Excellent analytical skills with the ability to synthesize information from diverse sources and produce clear, action-oriented reports and policy briefs.
  • Knowledge of gender justice programming, legal and policy frameworks, and advocacy strategies
  • Familiarity with existing research methodologies, particularly around qualitative data analysis and thematic assessments.

Communication Skills

  • Written and verbal communication skills in English. Proficiency in relevant local languages is a plus, French included.
  • Experience in developing presentations and facilitating discussions for various stakeholders, including government agencies and community organizations.

Interpersonal Skills

  • Strong relationship-building skills to engage effectively with diverse stakeholders, including local communities, NGOs, governmental representatives, and other partner organizations.
  • Ability to work independently and collaboratively, demonstrating flexibility and adaptability to changing circumstances and priorities.

Technical Skills

  • Proficiency in digital tools for research, data analysis, and presentation, including relevant software for document creation, data visualization, and communication.

  • Strong commitment to feminist principles and gender justice,
  • Compliance to Oxfam code of conduct and safeguarding policies
  • Availability to commit to the full duration of the assignment (2 months) and to provide deliverables within the stipulated timelines.
  • Willingness to engage in consultations with stakeholders as required, ensuring an inclusive approach to the desk review process.
