Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S Government and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand improve maternal, newborn, and child health (MNCH), address malaria; improve nutrition and promote health systems strengthening (HSS) including supply chain management. In Haiti,EpiCimplements HIV, MNCH and nutrition activities, working closely with the Ministry of Public Health and Population (MSPP).
Job Summary
FHI 360 is seeking applications for the position of Technical Officer,Community MNCH/Nutrition, tobe based in Cap Haitian(North). TheEpiCCommunityMNCH/NutritionOfficer will provide technical support and oversight to the implementation of the HaitiEpiCProject for communityMNCH/Nutritionactivitiesin the Grand North (North,North EastNorth West and Artibonite). The primary responsibility of the CommunityMNCH/NutritionOfficer is to ensure successful implementation of the communityMNCH/Nutritionelements oftheEpiCwork plan and achievement of the project’s targets and goals.
TheEpiCCommunityMNCH/NutritionOfficer provides technical oversight and assistance in the following areas:life-saving interventions for pregnant women, newborns, and children including antenatal care (ANC), postnatal/postpartum care, emergency obstetric and newborn care (EmONC), integrated community case management (iCCM),the Expanded Program on Immunization (EPI) program,infant and young child feeding,andscreening and treatment for acute malnutrition.
This position will ensure that community MNCH efforts are evidence-based, community-drivenand will contribute to the deliverables in theEpiCimplementation plan. This position is critical for the development of quality and evidence-based approaches for MNCH services, with a focus on ANC,postnatal /postpartum care,EmONC,iCCM,EPI,infant and young child feeding, and screening andtreatment for acute malnutritionservices. This position will report to theCommunityMNCH/NutritionSenior Officerwho will have oversight of all community technical components of the work plan.
The position will be based in Cap-Haitien, Haiti and work out of the FHI 360 Country office. Preference is for Haitian national candidates.
Accountabilities
- Supports the development, implementation and oversight of communityANC,postnatal/postpartum care,iCCM, EPI,EmONC,infant and young child feeding, and screening and treatment for acute malnutritionservicesactivitiesin the annualEpiCwork plans.
- Collaborates with sub-partners and the Ministry of Public Health & Population (MSPP) at the departmental level to design, implement andmonitorcommunityMNCH and Nutritionmodels including, but not limited toANC, postnatal/postpartum care,EmONC,iCCM, infant and young child feeding,andscreening and treatment for acute malnutrition.
- Works with health facilities, the MSPP and community organizations to supportANC,postnatal/postpartum care,iCCM, EPI,EmONC,andnutrition activitiesat the facility and community level by providing technicalassistance.
- Provides technical and programmatic support aroundANC,postnatal/postpartum careCARE,iCCM, EPI,EmONCandnutrition activitiesat the community level.
- Works with the MSPP to ensure quality ofcommunity MNCH andnutritionservices forPBFW,infantsand children.
- Supports high quality standard operating procedures for communityMNCH and Nutritioncontextualized to the Haiti environment.
- Supports the production oftimelyandaccuratetechnical reports to FHI 360 and USAID asrequired.
- Contributes to the achievement of high-quality resultsin accordance withthe targetsidentifiedin the work plan and Performance Monitoring and Evaluation Plan.
- Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
- Contributes to work plan activities; ensuresappropriate levelsof technicalassistancein program operations; coordinates partner efforts in program implementation including assisting in the provision of technicalassistanceto each grant partner for the provision of high-quality services; ensuresappropriate programmonitoring and reporting.
- Contributes to the development of Scopes of Work (SOW), memorandums of understanding (MOUs), technical management of activities for consultants and local institutions partnering withEpiCto ensure that activitytimeframesand budgets are met, and products are reviewed andfinalized.
Applied Knowledge & Skills
- Knowledge of health and development programs in Haiti including familiarity with the Haiti public health sector, national health information management system (HMIS) and national protocols,guidelinesand standards forMNCH and Nutritionservice provision.
- Skilled in working with health facilities, communitypartnersandcommunityassociations to plan and implement clinical and communityMNCH and nutritionprograms.
- Demonstrates competency and skills in coaching,monitoringand supervising thework ofother relevant staff among regional sub-partners and the community-based personnel.
- Successful experience in technical capacity building and supervision of sub-partners, especially those working with PBFW and children.
- Report writing, analytical and communication skills, including oral presentation skills.
- Ability to manage and completenumeroustasks with a high degree of organization and limited resources.
- Ability to meet deadlines with strong attention to consistency, detail, and quality.
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in Haiti
- Proficiencywith database management software andon-linesearch toolsrequired.
- Articulate,professionaland able to communicate in a clear, positive manner with clients and staff.
- Excellent organizational and analytical skills.
- Demonstratedproficiencywith using Microsoft Office Suiterequired.
- Ability to analyze and interpret data,identifyerrors, and prepare reports.
- Ability to solve problems and implement corrective action as needed.
- Fluency in French and Haitian Creole. Advanced English preferred.
Educationand Experience
- Bachelor’s degree or its international equivalent in public health, community outreach nursing, medical laboratorysciencesor other relevant disciplines
- At least 4 years’ work experience or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
- Relevant experience in MNCH andnutrition, including ANC,postnatal/postpartum careCARE,iCCMand nutrition.
- Relevant experience supporting or implementing community MNCH andnutrition support models in Haiti, includingmothers’clubs, postpartum dyads, peernavigationand use ofmicroplans.
- Previousexperience working withUS Governmentsupported programs and experience working in an international NGO or government agency environment desirable.
Other Requirements
- Ability to travel within the3departments of the northern region (North, North-East, North-West)andArtibonite, nationally, and internationally if needed.
- Ability to spend long hours looking at computerscreensand doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time.
- Ability to lift/move up to 5 lbs.
