ALIMA promotes and defends the principles of fundamental human rights. ALIMA has a zero-tolerance approach towards people guilty of acts of gender-based and sexual violence as well as towards inaction in the face of alleged or proven acts of violence. Protecting those benefiting and impacted by our intervention is our top priority in everything we do. Anyone collaborating with ALIMA undertakes to:

• Respect the charter, the code of conduct, institutional policies including the protection policy against abuse of power and sexist and sexual violence, the corruption and fraud prevention policy;
• Report any violation of policies, framework documents and procedures to a superior, referent.

CARE – INNOVATE – TOGETHER: Since its creation in 2009, ALIMA has treated more than 13 million patients in 15 countries, and today deploys its operations in 12 countries in Africa and Haiti. In 2022, we developed 62 humanitarian medical response projects to meet the needs of populations affected by conflicts, epidemics and extreme poverty. All of these projects support national health authorities through nearly 511 health structures. We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from the expertise, whether at the level of their country or the rest of the world. Furthermore, to improve the humanitarian response, we carry out operational and clinical research projectsin particular to fight against malnutrition and viral hemorrhagic fevers.

ALIMA TEAM:More than 2000 people currently work for ALIMA. The field teams, as close as possible to patients, receive their support from the coordination teams, generally based in the capital of the countries of intervention. These receive support from the 4 desk teams and the emergency and opening department team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working on fundraising and representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins /KEOOGO, AMCP, the research organizations PACCI, INSERM, the Universities of Bordeaux or Copenhagen, the NGO Solidarités International and many others.

OUR PROJECT THEMES: Malnutrition, Sexual and reproductive health including gender-based violence, Primary and secondary health, Pediatrics, Malaria, Epidemics (hemorrhagic fevers, meningitis, Cholera, Measles, Dengue, Covid-19).

ALIMA IN CHAD

The history of ALIMA programs in CHAD

Chad is experiencing a severe food and nutritional crisis, accentuated by significant population influxes, but also by its vulnerability to natural disasters and epidemics.

ALIMA began its activities in Chad in 2012 in partnership with the Chadian medical NGO Alerte Santé.

In 2012, the project located in the N’Gouri health district, in the Lac health region, was implemented thanks to the support of ECHO, UNICEF and WFP. This project continued during 2013 during which emphasis was placed on improving the quality of care, a major challenge in Chad given the difficulties in mobilizing qualified medical skills. In 2014, 6,140 MAS children were treated, including 826 children suffering from medical complications, hospitalized at the UNT of N’Gouri District Hospital.

Since April 2013, ALIMA and AS have also supported the management of MAS in Ngouri thanks to the support of ECHO. Before the implementation of this ALIMA/AS project, only the dispensary of Our Lady of the Apostles in the Southern district offered treatment for malnutrition in the capital. During the first 7 months of activity covering 2013, the project made it possible to care for more than 7,000 MAS children. In 2014, 16,383 children benefited from this free nutritional support. With two years of activities, the project demonstrated the extent of the problem of malnutrition in urban areas. Faced with a constant increase in children to be taken care of and with the aim of integration and improvement of the quality of care,ALIMA/AS have chosen to transfer their hospitalization activities in 2015 to a public structure with greater reception capacity.

Since July 2021, the OptiMA, RISQ study and the implementation of the CRECH (Climate Change Resilient Hospital) project have been carried out in the Ngouri DS.

From 2023, ALIMA/AS intervenes in the province of SILA thanks to financial support from ECHO to provide assistance to Sudanese refugees. And recently, from August 2026, thanks to a consortium supported by the Sahel Regional Funds, ALIMA, AS, ACTED and NIVARNA deployed activities in the district of Chokoyan – Ouaddaï Province.

PROTECTION OF BENEFICIARIES AND MEMBERS OF THE COMMUNITY

Level 3: As part of their duties, the position holder will be required to visit the programs and be in contact with vulnerable children and/or adults. Therefore, criminal record check or presentation of a certificate of good conduct and morals will be necessary. In situations where it is impossible to provide a criminal record or a certificate of good conduct and morals, a sworn declaration will be requested.

FUNCTIONAL AND HIERARCHICAL LINKS

MISSION AND MAIN ACTIVITIES

The Country Pharmacies Manager is responsible for needs analysis in medicines and medical equipment and monitoring quality products used and their availability. He is the:

• Guarantor of the proper management of medications throughout the mission.
• Bridge between our activities and drug issues linked to national pharmacy policies.
• Responsible for strengthening the HR skills of our pharmacies as well as those of the supported health structures.
• Responsible for defining the drug circuit in accordance with donor requirements.

1. General supervision of pharmacies Country

• Donner un appui technique dans l’organisation des unités de distribution (stock central et/ou de projet) et les unités de consommation : agencement des locaux, rangement et classification des produits, conditions de stockage, hygiène… .
• Mettre en place et superviser l’utilisation appropriée des outils de gestion et suivi des pharmacies (fiches de stock, feuille de commandes, Isystock, reporting Isystock, etc…).
• Donner de l’appui technique et veiller à une bonne gestion des unités de distribution et de consommation : entrées, sorties, réceptions, livraisons, rotations de stock, consommations, dates de péremption, inventaires théoriques et physiques, médicaments périmés, etc.
• S’assurer du contrôle régulier, complétion/remplissage et des malles/trousses d’urgence.
• S’assurer que la température, humidité et exposition à la lumière sont appropriées aux médicaments se trouvant dans la pharmacie, selon l’appliquant des procédures standards.
• S’assurer de la bonne tenue de la chaîne du froid, selon les standards ALIMA.
• Assurer un suivi mensuel de l’état des stocks (risque de rupture, rupture, surstock, stock dormant, produits proches péremption, écarts d’inventaire) et donner un feedback des rapports mensuels des pharmacies à la coordination médicale.
• Se déplacer régulièrement aux projets pour assurer la supervision et le suivi des activités liées à la pharmacie sur les terrains.
• Former les personnels en charge de la gestion des pharmacies sur la connaissance et la gestion des médicaments, matériels ou items couramment utilisés ou commandés par les stocks des projets.

2. Gestion de l’approvisionnement en médicaments et matériel

• Assurer l’existence et le bon fonctionnement d’un circuit d’approvisionnement des médicaments et du matériel médical (procédures, calendriers, etc.)
• Élabore les commandes médicales internes : autant en termes de périodicité (compte tenu des contraintes géographiques, sécuritaires, opérationnelles et financières) que des besoins (d’après les consommations mensuelles moyennes analysées avec les rotations de stock et les facteurs épidémiologiques).
• Garantir un circuit/système de distribution clair et cohérent entre les différentes unités (distribution/consommation), y compris l’assignation de responsabilités parmi le personnel impliqué.
• Encourager la communication interdépartementale et les échanges d’information concernant l’état des stocks Central et sur les projets, la gestion des pharmacies et le suivi des activités, pour une meilleure gestion et utilisation du stock médical.
• Collecter et enregistrer toutes les données et les indicateurs en vue des rapports (mensuels, trimestriels, annuels) de la mission.
• Assurer le suivi des consommations réelles et théoriques (selon l’isystock) et dans l’élaboration, consolidation, planification et suivi des commandes médicales internationales, incluant la partie budgétisation avec les finances et la logistique, ainsi que prendre les mesures nécessaires lors des retards de livraison, risques de ruptures de stock, etc.
• Établit les demandes d’autorisation d’importation (les produits en nécessitant une) et supervise l’obtention auprès des autorités nationales et assiste la logistique, en cas de besoin, dans les procédures de dédouanement des commandes médicales.
• Veille pour que la version finale des commandes soit transmise aux terrains (délais, quantités, etc.).
• Assurer le suivi des commandes en cours (réception, backorders).

3. Gestion des unités de distribution (pharmacie centrale, pharmacies des projets)

• S’assure du rangement et de l’identification corrects des articles selon les standards ALIMA.
• Veille aux conditions de stockage selon les standards ALIMA (hygiène, température, ventilation, entreposage, sécurité), spéciale attention donnée aux produits dangereux, ceux nécessitant une chaîne de froid et les stupéfiants.
• S’assure de l’utilisation correcte des fiches de stock (entrée/sorties/inventaires/signature à chaque ligne, etc.).
• Supervise et/ou participe aux inventaires physiques réguliers (chaque trimestre/ avant la fin des contrats bailleurs/et toujours avant la préparation des commandes) complets et obligatoires.
• Établit un rapport d’inventaire (avec copie paraphée et archivée) après chaque inventaire complet et en profite pour valoriser le stock.
• Faire le suivi constant des produits dont la date de péremption est inférieure à 6 mois, produire un rapport à la Coordination Médicale et faire des propositions.
• S’assurer de la tenue à jour constante du :
• Registre des psychotropes et stupéfiants
• Registre des produits périmés
• Faire le suivi mensuel des donations, emprunts et remboursements des produits entre projets ou à des tiers.
• S’assurer du suivi des dates de péremption des articles, l’état de complétion et la rotation des malles d’urgences, trousses premiers soins et pharmacies des bureaux et/ou maisons expats selon la périodicité respective préétablie.

4. Appui au pays

• Rester proprement informé sur les réglementations nationales d’importation ainsi que tout possible changement des procédures.
• Connaître les normes nationales de destruction des articles médicaux périssables et plaidoyer pour l’adéquation aux standards internationaux.
• Communiquer régulièrement avec la logistique, administration et les finances sur l’approvisionnement médical.
• Mettre en place le circuit d’information, de validation, de reporting au sein de la chaîne d’approvisionnement médical en lien avec le département médical et logistique.
• Mettre en place l’organisation régulière de meeting, pour améliorer la communication et le partage d’information primordiale pour les opérations.
• Rapporter régulièrement à la Coordination Médicale (au moins mensuellement et chaque fois que considéré nécessaire) la situation de la pharmacie : état de lieu, péremption des médicaments, consommation, prévention de ruptures de stock, etc. au moyen du rapport mensuel de pharmacies.

5. Renforcement des capacités et animation d’équipe

• Définir, avec l’aide des responsables directs des personnes concernées, les besoins en formation des équipes impliquées dans la gestion de la pharmacie, en adéquation avec les objectifs du projet.
• Participer à la formation des membres des équipes en charge de la gestion des pharmacies dans les projets par l’accompagnement dans le travail.
• Participer à la sélection et au suivi du staff responsable des pharmacies.
• Collaborer à la définition claire des tâches et à la mise à jour régulière des Profils de Poste des gestionnaires des pharmacies.
• Assiste à l’évaluation des capacités techniques et d’encadrement des agents impliqués dans la gestion des pharmacies.

• La couverture médicale du premier jour de contrat à un mois après la date de départ du pays de mission pour l’employé et ses ayants droits
