Job Description

Promote and uphold humanitarian and public health principles by conducting coordinated and effective health sector interventions in collaboration with the national and international community, and paying particular attention to vulnerable and marginalized populations, while fulfilling the commitment of WHO to work within the framework of the Inter-Agency Standing Committee (IPC) based on the sectoral responsibility approach. The incumbent will be responsible for special coordination, health needs assessment, strategy development and resource mobilization, implementation support, monitoring of the joint incident management system and awareness raising.

*Objectives of the program and the immediate strategic objective

The WHO Health Emergency Management Program’s mission is to assist countries and coordinate international action to prevent, prepare for, detect, respond quickly and ensure recovery.

* Organizational context

The incumbent, who reports to the Office Emergency Team Coordinator who follows the technical guidance of the Regional Level Director for Emergency Situations (except in the case of a classified emergency situation with an Incident Manager), shall carry out WHO leadership functions in the Health Sector Group and impartially represent the interests of Health Group members, including providing active support – where appropriate – to groups national sub ⁇ sectors or working groups that would be coordinated by other organizations. The Health Sector Group Coordinator leads an inter-agency team in an environment that requires a high level of accountability and clear leadership, as well as skills in coordination, negotiation and conflict resolution, and in which the principles of partnership, collaboration and collective results are essential. The Health Sector Group Coordinator plays an important role in promoting agreed national and international standards in all areas of health care, and works to achieve the highest possible standard of health for the populations served by the Group. He/she collaborates with stakeholders in the health sector and uses the coordination mechanisms in place, namely national health authorities, national and international organizations and civil society; represents the Health Sector Group in coordination mechanisms between sector groups and oversees the representation of the Health Sector Group in other sectors/related groups such as WASH, as well as logistics, nutrition, protection and maintenance of neutrality vis-à-vis all partners, including the WHO.

*Summary of assigned tasks

l. Manage, coordinate and take leadership role within the Health Sector or Intersectoral Group for rapid health needs assessments, as well as participatory assessments (Rapid Initial Multi-Sector Assessment and Humanitarian Needs Overview, Risk Assessment a posteriori, needs assessment after a disaster or post-conflict); know the tools in place and be able to choose from these tools to confirm that the Health Sector Responsibility Group covers all the identified health and humanitarian needs of the affected population.
2. Collect information from all health action partners on who is or, for how long and until when, and what he/she is doing, and regularly populate the database managed by the Office of coordination of United Nations humanitarian affairs (OCHA). Provide feedback to all partners and other sector groups. Strategic planning
3. Lead, in cooperation with members of the Health Group, the development of the health sector components of the Overview of Humanitarian Needs and the Humanitarian Action Plan as well as contingency plans for possible new events and other inter-agency plans, ensure the presence of useful links with the incident management system, disaster risk reduction, to ensure relief and recovery of affected populations to complement national health sector preparedness/response plans.
4. Guarantee full compliance with national and international standards, monitor the integration of cross-cutting issues into the Health Group’s response and implementation plans, taking into account the need to adapt them to local realities. Coordination of the Health Group
5. Facilitate the coordination of health action partners and their participation in assessments of the health sector and other sectors (e.g. nutrition, WASH), without forgetting planning, information, interventions, monitoring and assurance of quality, and regular reporting on health services provided to affected populations.
6. Identify technical deficiencies and urgent training needs with regard to technical standards and protocols for the provision of essential health services to ensure their adoption and uniform application by all Health Group partners; find capacity building opportunities in collaboration with partners.
7. Ensure useful links between humanitarian actions and longer-term health sector plans, incorporating the concept of “building back better” and specific risk reduction measures.
8. Organize and facilitate results-based consultative meetings in accordance with partnership principles. Organize and carry out joint missions to support field operations.
9. Monitor the development of a strategy and functional information management mechanism for the Health Group that facilitates information sharing as well as monitoring and reporting; ensure that the Health Group regularly produces updates, technical reports, bulletins and information on the health status of those affected, as well as on response activities, resource mobilization, achievements and challenges, and corrective actions where appropriate, and disseminate them to partners, donors, governments and other stakeholders.
10. Support the strengthening of national capacities (health system) for emergency preparedness and response in accordance with the ICC’s emergency preparedness and response approach and related guidance.
Resource mobilization and fund allocation
11. Liaise and manage resource mobilization efforts, oversee the establishment of the Central Emergency Response Fund (CERF) and other pooled fund proposals and funding documents, as required, in close collaboration with the head of the WHO country office, and in consultation with Health Group partners and the humanitarian country team.
12. Establish clear and transparent prioritization criteria for partner project approval, which will be included in consolidated appeal and mutual fund procedures.
Monitoring and evaluation
13. Coordinate the development, adaptation and application of an indicator monitoring framework to ensure the proper implementation of the Health Group’s plans; promote the active participation of partners in the joint monitoring of individual and joint action plans with a view to health interventions. Promote peer-to-peer exchange of experiences and lessons learned within the Group.

14. Identify key awareness concerns through a consultative process: develop joint group/group initiatives so that concerns are communicated regularly to the Health Group and the humanitarian country team.
15. Represent the Health Group in coordination mechanisms between sector groups at country or field level, contribute to the joint identification of critical issues that require multi-sector interventions, and develop appropriate synergistic interventions with other relevant sector groups.
16. Advocate for health sector priorities, including the protection of health workers and health facilities, as well as the widest possible integration of health-related activities into the humanitarian agenda.
17. carry out any other tasks relating to incidents that the hierarchical superior deems necessary.

Functional knowledge and skills

> Proven knowledge of rapid response interventions and their implementation in public health emergencies, complemented by a demonstrated ability to manage difficult situations, and to lead and direct multidisciplinary and multinational personnel.
> In-depth knowledge of emergency relief policies and practices within the UN, other specialized agencies of the United Nations, donor agencies or national and international NGOs.
> Strong knowledge and experience of disaster prevention programs and preparedness, and the incident management system.
> Excellent negotiation skills and ability to bring stakeholders together and facilitate a political process between the UN, NGOs, national health authorities and donors.

Education (Qualifications)

*Essential: Higher university degree (Master) in public health, international medicine or health or apparent field.
*Desirable: Specialized training in emergency management, international assistance, humanitarian principles, health system recovery, and sector group coordination.

Experience

Essential: At least 7 years of experience, nationally and internationally, establishing and promoting collaborative partnerships in emergency and humanitarian assistance operations, including experience managing and coordinating programs of health during chronic, acute or sudden emergencies
Desirable: Adequate professional experience with WHO, other United Nations agencies, non-governmental or humanitarian organizations.

Language skills

Excellent knowledge of French, with an intermediate level in English.

Other qualifications

Knowledge of Microsoft Office software. Mastery of presentation techniques.
