Niger is a landlocked Sahelian country with a population of 19.2 million people, more than half of whom are under the age of 15. Nearly half the population is also poor, despite a reduction in the poverty rate over the past decade. The indicators are particularly alarming for women and children. Through its country program, UNICEF works for the full realization of children’s rights and the reduction of disparities, with the aim of achieving equity. The country’s program is structured around six components: child survival, nutrition, education, child protection, communication for development, and social policy, planning, monitoring and evaluation. UNICEF operates from the capital, Niamey, as well as in three area offices,one of which recently opened is in the Diffa region. Under the supervision of the Health Specialist (MNCH), UNV National (e) is responsible for providing technical and operational support for the implementation, monitoring and evaluation of maternal, neonatal and child health activities, ensuring the inclusion, quality and alignment of interventions with the strategic priorities of the Ministry of Health. 1. Support for the implementation of Health activities, with a focus on maternal, neonatal and child health. • Support the strategic planning, development and implementation of maternal, newborn and child health interventions at central and regional levels. • Collaborate closely with zone office colleagues and partners to collect, analyze and share implementation-related information,and propose solutions to optimize programs. • Support and ensure that partners adopt approaches that promote inclusion and community participation. • Support the preparation of documents and reports necessary for planning and monitoring initiatives in the context of maternal and child health. 2. Technical and operational support for program implementation • Conduct field visits, and share information with partners and stakeholders to assess progress and provide technical support and/or refer issues to relevant officials -concerned for resolution. • Provide technical and operational support to government counterparts, partner NGOs on the application and understanding of policies, strategies,UNICEF health processes and best practices to support program implementation, operations and achievement of results. 3. Advocacy, networking and creation of partnerships • Contribute to the mapping of community initiatives in order to promote local strengths and identify new opportunities for collaboration. • Encourage the strengthening of synergies between existing partners (community leaders, re-religious leaders, women’s and youth networks, local radio stations, etc.) to intensify nutritional interventions and strengthen the resilience of populations. 4. Innovation, knowledge management and capacity building • Support capacity building of government partners and local actors through tools and methods of community engagement.• Participate in the documentation of good practices and innovations in the implementation of maternal and neonatal health interventions. 1. Management, monitoring and achievement of program results • Collaborate with sectoral colleagues, the UNV of the nutrition component and partners to collect, analyze and share information relating to implementation and propose improvements to achieve programmatic objectives. • Maintain, in close collaboration with the UNV of the Nutrition component, a centralized database bringing together reports, evaluations and other relevant information to facilitate monitoring and consultation. • Participate in reviews.evaluations and monitoring-evaluation exercises with government actors and partners to assess progress and define the actions necessary to achieve the expected results. In addition to the above, the Health Officer is expected to: • Strengthen his/her knowledge and understanding of the concept of volunteering by reading the documentation made available by the UNV program, external publications and take an active part in the activities of the UNV program, for example getting involved in commemorative activities for International Volunteer Day (IVD), december 5. • Become familiar with and develop any form of traditional and/or local volunteering in the host country. • Reflect the type and nature of voluntary actions they undertake,including their participation in substantial reflections. • Contribute to the writing of articles on field experiences to be submitted for the publication of the UNV program/website, newsletter and press notes, etc. • Contribute to the Program for Welcoming United Nations Volunteers Newly Arrived in the country of assignment; • Promote or advise local groups in the use of online volunteers or encourage individuals and organizations to use online volunteer services where technically possible. Other relevant tasks • Participate in all other tasks requested by the Section Head and the Health Manager. • Collect, in collaboration with the UNV of the Nutrition component, and analyze data from maternal health performance indicators,neonatal and infant to monitor progress.Competencies and values

The National Health Officer will be based in Niamey. Given the current security situations, it is imperative that all UN Volunteers familiarize themselves with the security guidelines and the situation in the country. UN Volunteers should be aware that they are exposed to a number of tropical diseases. Vaccination against yellow fever is compulsory to enter Niger. Other compulsory vaccinations are hepatitis A, B, tetanus. All United Nations Volunteers have 24-hour access to a medical services clinic. Various mobile telephone companies operate in Niger territory with wide coverage.
