Consultant – Field Operations, Training, and Humanitarian Health Programming

Duration: 6 months
Level of Effort: Minimum 10 working days per month

1. Background
DDD is implementing humanitarian programmes in Turkiye focusing on health, protection, and inclusive service delivery for vulnerable populations, including migrants, refugees, older persons, and persons with disabilities. To strengthen field-level coordination, technical capacity, and programme quality, DDD seeks to recruit a qualified consultant to support operational planning, team capacity building, and programme development.
2. Objective of the Assignment
The overall objective of this consultancy is to strengthen DDD’s field operations, enhance team capacity, and improve the quality, inclusiveness, and compliance of humanitarian health interventions in line with EU regulations and international standards.
3. Scope of Work
3.1 Planning and Coordination
- Develop and implement field operation plans across project locations in Turkiye.
- Ensure alignment of field activities with organisational strategy, donor requirements, and humanitarian principles.
- Coordinate with internal teams to ensure timely and efficient implementation of activities.
3.2 Team Management and Capacity Building
- Train, supervise, and evaluate field staff to ensure effective project delivery.
- Provide ongoing technical guidance and mentorship to field teams.
- Strengthen team capacity through structured training programmes and on-the-job coaching.
3.3 Communication and Liaison
- Facilitate effective communication with relevant stakeholders, including local authorities, partners, and community representatives.
- Support coordination with humanitarian actors and sectoral working groups where relevant.
- Address operational challenges through proactive engagement and problem-solving.
3.4 Monitoring, Evaluation, and Reporting
- Conduct regular field visits and site monitoring to assess project progress and quality.
- Ensure adherence to quality standards and accountability frameworks.
- Prepare detailed reports on team performance and productivity, operational challenges and mitigation measures, and overall project status and outcomes.
3.5 Training Delivery
Design and deliver training sessions for DDD staff, beneficiaries, and stakeholders on relevant humanitarian and health-related topics, including:
- Responsible Practices under EU Regulations
- Value Clarification for Action and Transformation (VCAT)
- Healthy Aging
- Humanitarian Project Management
- Mobile Health Services in Disaster Contexts
- Migrant and Refugee Rights in Health in Turkiye
- Protection Mainstreaming in Humanitarian Settings
- Inclusion of Older People and Persons with Disabilities
3.6 Needs Assessment and Programme Development
- Conduct needs assessments to inform programme design and adaptation.
- Contribute to monitoring frameworks and learning processes.
- Develop project concepts and proposals to respond to emerging humanitarian crises.
- Identify and develop strategic partnerships with relevant stakeholders and organisations.
4. Deliverables
The consultant is expected to produce the following deliverables:
- Field operation plan(s) for Turkiye
- Training materials and training delivery reports
- Needs assessment report(s)
- Monitoring and field visit reports
- Monthly progress and analytical reports
- Project concept notes and/or proposals
- Partnership mapping and engagement plan
5. Required Qualifications and Experience
Education
- Advanced degree in Business Administration and Management, International Relations, Social Sciences, or a related field.
Professional Experience
- Minimum 5 years of experience in the humanitarian health sector.
- Proven experience in delivering training in humanitarian and health-related topics.
- Demonstrated experience in field coordination and operations management.
- Demonstrated experience in monitoring, evaluation, and reporting.
- Demonstrated experience in needs assessments and programme design.
- Demonstrated experience working with migrants, refugees, and vulnerable populations.
Technical Expertise
- Strong knowledge of EU regulations and compliance requirements.
- Expertise in protection mainstreaming and inclusive programming.
- Familiarity with humanitarian standards and frameworks.
Skills
- Excellent facilitation and training skills.
- Strong communication and stakeholder engagement abilities.
- Analytical and report-writing skills.
- Ability to work independently and under pressure in complex environments.
Languages
- Fluency in Turkish and English required.
6. Reporting Line
The consultant will report to the Deputy Program Director and will work closely with field teams and technical staff.

The consultant must adhere to DDD’s safeguarding, protection, and ethical standards, including:

- Prevention of Sexual Exploitation and Abuse (PSEA)
