Digital Health Officer at Jhpiego – John Hopkins University

“What are we aiming at?” That’s the question our first president, Daniel Coit Gilman, asked at his inauguration in 1876. What is this place all about, exactly? His answer: “The encouragement of research . . . and the advancement of individual scholars, who by their excellence will advance the sciences they pursue, and the society where they dwell.” Gilman believed that teaching and research go hand in hand-that success in one depends on success in the other-and that a modern university must do both well. He also believed that sharing our knowledge and discoveries would help make the world a better place. After 140 years, we haven’t strayed from that vision. This is still a destination for excellent, ambitious scholars and a world leader in teaching and research. Distinguished professors mentor students in the arts and music, humanities, social and natural sciences, engineering, international studies, education, business, and the health professions. Those same faculty members, and their colleagues at the university’s Applied Physics Laboratory, have made us the nation’s leader in federal research and development funding every year since 1979. That’s a fitting distinction for America’s first research university, a place that revolutionized higher education in America.

Overview

  • Jhpiego, an affiliate of Johns Hopkins University, is implementing digital health solutions to strengthen Maternal and Child Health (MCH) service delivery across supported facilities and communities. As part of ongoing program expansion, Jhpiego seeks a Digital Health Officer to support the integration of the Viamo platform into existing digital health systems to improve client engagement, service uptake, and real-time data use.
  • The Digital Health Officer will lead the design, configuration, and deployment of Viamo-based communication workflows (IVR, SMS, USSD), ensuring interoperability with existing systems such as EMRs and national reporting platforms, while supporting program teams in effective adoption and use.

Responsibilities
System Integration and Configuration:

  • Serve as the focal person liaising with Viamo
  • Lead integration of Viamo with existing health information systems (e.g., EMR, DHIS2).
  • Design and implement APIs and data exchange mechanisms for seamless interoperability.
  • Configure automated workflows for MCH use cases (e.g., ANC reminders, immunization tracking, postnatal follow-ups).
  • Ensure data validation, synchronization, and integrity across systems.
  • Troubleshoot and resolve integration and deployment issues.

Workflow Development and Content Deployment:

  • Develop and deploy IVR scripts, SMS campaigns, and USSD applications aligned with MCH program goals.
  • Support localization of content (language, cultural appropriateness, literacy considerations).
  • Optimize user interaction flows for improved client engagement and retention.

Stakeholder Engagement and Coordination:

  • Work closely with program, M&E, and ICT teams to gather requirements and translate them into technical solutions.
  • Coordinate with Viamo technical teams and external partners to ensure smooth implementation.
  • Provide regular updates on progress, risks, and mitigation strategies.

Capacity Building and Training:

  • Train healthcare workers, program staff, and stakeholders on Viamo tools and workflows.
  • Develop user manuals, SOPs, and training materials.
  • Provide post-deployment support and mentorship during rollout.

Testing, Deployment, and Optimization:

  • Conduct system testing, including user acceptance testing (UAT).
  • Support pilot implementation and phased rollout across selected locations.
  • Monitor system usage, performance, and user engagement metrics.
  • Recommend and implement system improvements based on data and feedback.

Deliverables

  • Fully integrated Viamo platform with existing health systems, including API documentation.
  • Configured and deployed IVR, SMS, and USSD workflows for MCH interventions.
  • Technical architecture and system integration documentation.
  • Training materials, SOPs, and user guides for program and technical teams.
  • Pilot implementation report, including lessons learned and scale-up recommendations.
  • System testing reports (UAT, integration testing).
  • Monitoring reports on system usage, performance, and engagement metrics.
  • Final implementation report detailing outcomes, challenges, and recommendations.
  • Trained state and facility teams on the use of Viamo-supported workflows.

Required Qualifications

  • Bachelor’s or Master’s Degree in computer science, Health Informatics, or a related field.
  • 5+ years of experience in digital health system implementation and integration.
  • Proven experience with:
  • API development and system interoperability (REST, JSON, webhooks)
  • Integration of mobile engagement platforms (e.g., Viamo, RapidPro, or equivalent)
  • Health information systems (e.g., DHIS2, EMRs)
  • SMS, IVR, and USSD technologies
  • Data management, validation, and reporting systems
  • Training and capacity building for health workers
