Job Description

The Position:

The SRH Specialist is located in the Ukraine Country Office(CO). Under the direct supervision of the Deputy Representative, the SRH Specialist provides programmatic and technical leadership to the CO on all aspects of planning, implementation, monitoring, and reporting for CO SRH activities. The SRH Technical Specialist plays a leadership role in coordinating programme implementation and SRH-sectoral humanitarian and development coordination in Ukraine. The SRH specialist supervises the CO staff under the SRH Unit.

Job Purpose:

As the Programme Specialist, SRH, s/he will work within an integrated, coordinated and systems strengthening approach that is fundamental for UNFPA’s  overall country programme.

You would be responsible for:

  • Provide leadership and technical support to the design, development, implementation and reporting/documentation of the reproductive health programmes, including maternal health, family planning, and to ensure the mainstreaming of Reproductive Health Commodity Security (RHCS) into programmes;
  • Provide programmatic and technical leadership to support SRH humanitarian and recovery responses by rapid assessment/s of SRH needs and effective coordination of community and service delivery programmes funded by various funding streams.
  • Provide technical leadership for SRH programme design and implementation.
  • Represent UNFPA at various health sectoral coordination platforms for humanitarian and recovery efforts.
  • Undertake regular mapping of SRH services and analyze existing bottlenecks impeding access to integrated SRHR services.
  • Suggest innovative approaches on SRH service provision and explore opportunities and entry points to deliver SRH services in the hard-to-reach geographical locations affected by the crisis.
  • Contribute to the development of internal UNFPA capacity on LMIS for effective commodity and supply chain management, including last mile distribution.
  • ·Support (in collaboration with the Logistics/Procurement unit) procurement of emergency RH kits, equipment and medical supplies
  • Have the responsibility, in response to the requests, and within the broad sexual and reproductive health system strengthening and financing, for the promotion, design, monitoring and evaluation of all the phases of life-saving maternal health commodity      Commodity and family planning availability throughout, as well as supply management system, guidelines and standards;
  • Provide technical backstopping and support/conduct relevant research, analysis and training activities aimed at providing information and knowledge base      and readily usable      methodologies to FP/RH planners, policy makers, programme managers and service providers;
  • Contribute to enhancing implementing partners’ capacity to mobilize and obtain support for policies and programmes in the field of SRH;
  • Contribute to overall health management and coordination, health system strengthening and HIV prevention efforts;
  • Collaborate with the other staff members to promote integrated approaches to improving reproductive health, particularly in areas such as condom programming and HIV/AIDS programme, improving access to contraceptives and repositioning family planning, expanding adolescent and youth sexual and reproductive health, and ensuring integration/linkages with gender-based violence prevention and response activities.
  • Collaborate with other UN agencies to promote and provide integrated technical support for  SRH;
  • Build capacity in the area of SRH in collaboration and partnership with relevant partners. These tasks will involve design and facilitation of training and conducting informal on-the-job training;
  • Provide technical advice on monitoring and evaluation of SRH, including ongoing capacity development efforts to ensure quality;
  • Identify, develop and/or adapt training materials and manuals in the substantive area and ensure their availability for capacity development and support their implementation;
  • Coach and monitor experts consultants and facilitate working groups and tasks teams;
  • Draft and adapt training materials and manuals in the substantive area and support their implementation.
  • Contribute to the identification, analysis and synthesis of technical knowledge and evidence-based information in SRH;
  • Make contributions to analytic works aiming to collect and review lessons learned from implementation and to define methodologies for effective SRH programmes;
  • Promote UNFPA’s comparative substantive role and specific contribution in the changing programme environment.

Qualifications and Experience: 

Education:  

  • Advanced university degree in public health, health economics, or other field directly related to the substantive area identified in the title of the post.

Knowledge and Experience: 

  • Seven years of increasingly responsible professional experience in the substantive area, of which three years at the international level
  • Proven ability to lead and manage teams to achieve demonstrable results.
  • Strong analytical, coordination and organizational skills.
  • Strong interest in Humanitarian and development work, especially the mission of the UNFPA and dedication to the principles of the United Nations;
  • Humanitarian and field experience is a strong asset.
  • Understanding of areas relevant to UNFPA’s mandate such as family planning, maternal health, sexual and reproductive health, gender based violence, and population dynamics.

Languages: 

  • Fluency in English; knowledge of other official UN languages is desirable
