About the Chain of Hope
The Chain of Hope is an international NGO founded in 1994. Its aim is to strengthen health systems to give everyone and in particular children the same chances of survival and development.
We operate in 25 countries through a global approach, centered on the child but also on mothers and disadvantaged communities:
– Prevention and screening from an early age, particularly within the framework of school health programs.
– Care and surgery, to meet the most urgent needs of children and their mothers.
– Training and skills transfer to local teams thanks to our international network of experts in all areas of surgery.
– Construction and equipment of hospital structures adapted to local needs.
The post
Under the responsibility of the Head of the Medical Department, the Responsible Pharmacist works in close functional contact with the Operations Department, the Legal Department as well as the Purchasing and Logistics Department. He is institutionally attached to the Management of La Chaîne de l’Espoir, in accordance with the provisions of the Public Health Code relating to the Responsible Pharmacist.
Main missions
Regulatory accountability and compliance
- Ensure the role of Responsible Pharmacist within the meaning of the Public Health Code.
- Ensure compliance of the CDE’s pharmaceutical activities and ensure compliance with ANSM requirements.
- Supervise the procedures for obtaining and maintaining the status of wholesale distributor with a humanitarian vocation.
Pharmaceutical quality management system
- Guarantee the safety, quality, regulatory compliance and relevance of drugs and medical devices used in all missions and programs. As such, design, implement and manage a quality management system (QMS).
- Develop, validate and update pharmaceutical procedures (SOPs).
- Guarantee the traceability of health products (Drugs and Implantable Medical Devices).
- Carry out or coordinate audits of logistics/transport suppliers and subcontractors.
- Analyze non-conformities, manage corrective and preventive actions.
- Be responsible for the selection and qualification of suppliers for the supply of implantable medicines and medical devices.
Pharmaceutical product management
- Work closely with the medical purchasing department to secure the entire circuit of medicines and medical devices, from selection to use in the field (supply, storage, transport and traceability).
- Supervise storage and distribution conditions (directly or via subcontracting).
Technical expertise to guarantee the quality of the NGO’s actions:
- Provide strategic pharmaceutical expertise from the design of medical projects, in order to ensure the feasibility, coherence and safety of the planned activities.
- Structure and manage the Department’s medical standards (standardized lists, mission kits, standard allocations), adapting them to field realities and specialties.
- Validate the technical and pharmaceutical relevance of the needs expressed for each mission, in conjunction with medical advisors and field teams.
- Evaluate and validate procurement strategies (centralized vs. local purchasing), integrating regulatory, logistical, quality and cost constraints.
- Contribute to the operational preparation of medical missions by anticipating critical needs and reducing the risks of disruption or inadequacy of allocations.
- Support the Head of the Medical Department in the analysis and arbitration of field and partner requests concerning health products, with an expert and results-oriented positioning.
- Participate in scientific activities implemented by the Medical Department (publications, presentations at conferences) by making contributions concerning aspects related to the pharmaceutical field.
Support for medical missions
- Participate in the pharmaceutical preparation of missions.
- Support the Head of the Medical Department in defining the needs for medications and consumables.
- Provide technical support to field teams.
Training and capacity building
- Train internal teams and partners.
- Contribute to CDE training programs.
- Develop educational tools.
Strategic advice
- Advise Management and the Medical Department on pharmaceutical issues.
- Identify and anticipate regulatory and health risks.
- Propose strategic directions in pharmaceutical matters.
Specific responsibilities

PROFILE SOUGHT
TRAINING AND SKILLS
- State diploma of Doctor of Pharmacy
- 6 to 8 years of professional experience / 4 to 6 years of experience in the humanitarian sector
