Purpose of Consultancy

UNFPA is supporting the Ministry of Health and national stakeholders in strengthening adolescent-responsive health systems through the development and implementation of Adolescent-Friendly Health Service Standards. These standards aim to improve the accessibility, acceptability, equity, effectiveness, and quality of sexual and reproductive health and related services for adolescents and young people.

Evidence shows that adolescents are more likely to access information, services, and support when messages are delivered by trusted peers and when young people are actively engaged as leaders in shaping social norms and behaviours. Building on lessons learned from UNFPA’s work in adolescent sexual and reproductive health, youth engagement, and the Spotlight Initiative in Trinidad and Tobago, this consultancy seeks to establish and support a cadre of Youth Health Ambassadors.

These youth leaders will be equipped with knowledge and skills related to adolescent health, gender equality, healthy relationships, sexual and reproductive health and rights, violence prevention, disability inclusion, and youth participation. They will subsequently design and implement community and school-based awareness and advocacy activities reaching their peers and wider school communities.

The consultancy will support UNFPA’s efforts to enhance youth engagement in Sexual and Reproductive Health and Rights (SRHR) and improve awareness and utilization of referral pathways for adolescent-friendly health services.
Scope of work/Main tasks and responsibilities, et al

The consultant will be responsible for:

1. Establishing the Youth Health Ambassadors Programme

• Design and operationalize a Youth Health Ambassadors Programme linked to Trinidad and Tobago’s Adolescent-Friendly Health Standards
• Support identification and recruitment of adolescent leaders from diverse youth groups and locations
• Establish Youth Health Ambassador Clubs in approximately 5–8 secondary schools and/or youth-serving community settings

2. Capacity Building

Develop and facilitate an interactive training programme focused on:

• Adolescent health and wellbeing
• Sexual and reproductive health and rights
• Healthy lifestyles and health-seeking behaviours
• Gender equality and respectful relationships
• Prevention of gender-based violence
• Disability inclusion and diversity
• Leadership, advocacy, communication, and public speaking
• Peer support, referral pathways, and safeguarding

3. Youth-Led Campaigns and Action

• Mentor Youth Health Ambassador Clubs in designing and implementing awareness and behaviour change initiatives
• Support youth-led campaigns promoting healthy behaviours and help-seeking
• Facilitate youth-generated content including social media messaging, creative arts, sports-based engagement, assemblies, and peer education activities

4. Strengthening Linkages to Services

• Increase youth awareness of adolescent-friendly health services and referral pathways
• Facilitate engagement between youth leaders, health providers, and relevant stakeholders
• Ensure campaign messaging reflects adolescent-responsive health care principles

5. Documentation and Sustainability

• Document promising practices, lessons learned, and success stories
• Develop a Youth Health Ambassador Toolkit for future implementation
• Provide recommendations for institutionalisation and national scale-up

Required expertise, qualifications and competencies, including language requirements

The ideal Consultant will need to meet the following requirements:

• EDUCATION:
  Advanced degree in public health, youth development, education, social sciences, psychology, gender studies, communications, or a related field
• A first degree with additional relevant experience may be accepted in lieu of an advanced degree

EXPERIENCE:

• Minimum five (5) years of experience in adolescent and youth programming
• Demonstrated experience facilitating youth leadership and peer education programmes
• Experience in adolescent health, SRHR, GBV prevention, or social norms change initiatives
• Experience developing training curricula and youth-friendly materials
• Experience working with schools, youth organisations, and government stakeholders
  Previous experience with the UN, particularly UNFPA, is an asset

LANGUAGE:

• Excellent oral and written communication skills in English

COMPETENCIES:

• Strong facilitation and youth engagement skills
• Excellent communication and report-writing skills
• Ability to mentor and coach young people
• Knowledge of adolescent development and safeguarding principles
• Ability to collaborate effectively with multiple stakeholders
