Background

Pathfinder International is implementing a Task Sharing and Task Shifting (TSTS) framework across 222 primary health care (PHC) facilities in Kaduna (77) and Kano (145) States, redistributing selected clinical and administrative tasks from more specialized cadres to trained Community Health Extension Workers (CHEWs) and Junior CHEWs (JCHEWs) under clinical mentorship. The intervention addresses health worker shortages and strengthens the delivery of integrated PHC services in facilities that would otherwise depend on a single, overstretched cadre.

As the investment nears completion, Pathfinder is commissioning a quantitative evaluation of TSTS to determine its effect on PHC service efficiency and to establish its cost, value for money, and scalability. A separate consultant has been engaged to lead the qualitative strand of the evaluation; this Terms of Reference cover the quantitative strand only.

Purpose of the Assignment

The purpose of this consultancy is to assess the impact of the TSTS intervention on integrated PHC service efficiency in Kano and Kaduna States using an Interrupted Time Series (ITS) methodology, and to assess the cost and scalability of the intervention through a value-for-money analysis.
