1. Review existing adolescent health service standards and certification frameworks existent in the Ministry of Health and Wellness.
2. Develop a collection of baseline data to assess adolescent standards existing across/within different facilities to evaluate level of each facility’s adolescent-friendliness in relation to international standards.
3. Conduct Rapid Assessment to determine readiness of select health facilities in Stann Creek, Cayo and Toledo districts.
4. Develop an action plan for certification, including timelines and assigned responsibilities.
5. Develop costed investment plan that outlines infrastructural requirements needed to bring one (1) selected health facilities up to the adolescent‑friendly standard to achieve certification in each of the following districts: Stann Creek, Cayo and Toledo districts.
6. Provide tools to document progress indicators and record commitments at the district level.
7. Draft and validate recommended strategies for capacity building, gaps and opportunities, and monitoring, and sustainability with the Technical Working Group for Sexual and Reproductive Health (SRH).
8. Draft and file comprehensive activity progress reports and establish a monitoring system for expenditure reporting.

Qualifications:

The required profile of the consultant is as follows:

Education:
– Advanced degree in Public Health, Social Sciences, or related field.

Work Experience:
– At least five (5) years of professional training/certification or experience in working with youths or youth led organizations.
– Proven experience in adolescent health programming and health systems strengthening.
-Familiarity with certification and quality assurance in health services.
-Strong facilitation and report‑writing skills.
-Experience working with government ministries, particularly, the Ministry of Health and Wellness.

LANGUAGE
– Excellent oral and written communication skills in English.
– Knowledge of another UN or local language of the duty station is considered an asset.

COMPETENCIES
– Excellent analytical and writing skills and results oriented.
– Strong interpersonal and organizational skills;
– Competence in basic IT packages, particularly MS Word and MS Excel, would be an asset.
