Health Policy Advisor

2.Purpose of consultancy   

One of the main objectives of the WHO framework for action for strengthening health systems is to promote a common understanding of what a health system is and what constitutes strengthening the health system. It also provides a basis to help the country develop its health system and services, addressing bottlenecks in a concerted and coordinated manner, based on desired health outcomes, in order to achieve lasting effects at the scale of the entire system. To be as effective as possible, this process must be led by the country, based on the priorities defined in national and global health plans.

3.Background  

Work in coordination with all technical focal points at regional and headquarters level, under the direction of the WHO Representative.
Provide expert advice to government and national stakeholders on the design, implementation and evaluation of health policies, strategies and development plans for health system strengthening to move towards universal health coverage (CSU).

4.Deliverable

– Capacity building of national stakeholders to organize and conduct an effective dialogue on health policies and to reform the implementation process (in particular by developing strategic monitoring on key issues of health system reform and focusing on priority areas of health financing, public health, primary health care, health personnel and governance);
– Developing a harmonized vision of service delivery to strengthen public health and primary health care services to better prevent and control communicable and non-communicable diseases;
– Transforming health financing modalities towards universal health coverage, including improving governance and accountability;
– Cost assessment and budgeting of national health policies, strategies and plans (including macroeconomic analyzes and the health financing situation, identification of potential resources and cost assessment of different health options financing);
– Alignment of other essential system functions, such as human resources, access policies to medicines and health technologies, and strengthening of governance arrangements;
– The improvement and implementation of a monitoring and evaluation framework for strengthening the health system, accepted by all stakeholders, with health objectives for communicable and non-communicable diseases, linked to Sustainable Development Goals (SDGs);
– Best innovative models and approaches for implementing evidence-based health policy and strengthening health systems, to facilitate learning and capacity building in policy development at the national level;
– Identifying synergies, building alliances, aligning and networking between the WHO country office and other UN organizations, non-state actors and international donors with a view to the transformation of the Central African health system;
– Establish and strengthen links with institutions, associations, non-governmental agencies and scientific organizations, for the exchange of information, the coordination of activities and the implementation of approaches affecting all sectors involved in health;
– .Demonstrate the impact of reforms on health outcomes and universal health coverage, by conducting in-depth assessments of the impact of health financing, public health and primary health care.
– Carry out all other related tasks assigned by the WHO Representative.

5.Qualifications, experience, skills and languages

Educational Qualifications:   

Essential: Postgraduate diploma in medicine with specialization in public health, health systems/services administration, health policy, health planning, primary health care, health-related social sciences or similar disciplines
Desirable: PhD in public health, social sciences or health policy in one or more of the above fields and/or postgraduate training or specialization in health systems and/or planning, management or economics of health.

Experience

Essential: Have a minimum of 10 years of professional experience related to the position (e.g. in the area of policy development, strategies and planning in the health sector), much of which must have been acquired at the international level. Specific experience required in health financing. A minimum of five years of experience is required in a government institution or international organization serving either (i) resource-limited countries or (ii) middle-income countries.
Desirable: Experience in health sector assessment, analysis, evaluation and reporting. Experience in consensus building and cooperation with various national stakeholders.

Technical knowledge

– In-depth technical knowledge and skills in the following areas: formulation, strengthening and management of health policies, planning, monitoring and evaluation of health systems; 
– Technical expertise required in the areas of health systems based on primary health care, transformation and reform of health systems, analysis of health financing policies with a view to universal health coverage;
– Ability to lead and coordinate multidisciplinary teams, projects and programs;
– Excellent skills in writing reports and technical documents and making presentations to high-level audiences;
– Proven ability to provide sound health policy methodological and technical advice and guidance to multiple stakeholders and partners in countries;
– Proven ability to innovate, integrate, synthesize and communicate complex health policy concepts and ideas;
– Ability to plan, analyze data and design studies.

Linguistic knowledge

Essential: Expert knowledge of French.

On site: Central African Republic office

7.Travel 

The consultant may be required to travel within the country as needed for the job.

8.Remuneration and budget (travel costs are excluded):

a.Remuneration: Payband level P4-Remuneration currency: Depend on the currency of the supplier’s bank account
b.Living expenses (A living expense is payable to on-site consultants who are internationally recruited)

c.Expected duration of contract: 06 months
