Org. Setting and Reporting
This position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support primarily to the Gang Suppression Force, the United Nations Integrated Office in Haiti, the Haitian National Police, and the Haitian Armed Forces in the context of joint or coordinated operations with the Gang Suppression Force. Additionally, UNSOH is tasked with providing technical assistance to the Organization of American States. Based in the Medical Services Section in Port-au-Prince, Haiti, the incumbent provides clinical and occupational-health support to United Nations personnel and leads assigned public-health, health-promotion and HIV-related activities. The incumbent reports to the Chief Medical Officer.
Responsibilities
Within delegated authority, the Medical Officer will be responsible for the following duties: Clinical Duties
- Undertakes day-to-day clinical duties, including medical consultations, emergency response, patient assessment, treatment, stabilization, referral and follow-up.
- Refers personnel to external specialists and healthcare facilities as necessary and follows up with treating providers to ensure continuity of care.
- Provides preventive and travel-health services, including health advice, immunization, malaria prophylaxis and other appropriate preventive measures.
- Participates in addressing workplace, environmental and occupational-health issues.
- Ensures quality in clinical services through quality-control mechanisms, United Nations clinical guidelines, and patient-safety and adverse-event reporting requirements.
- Maintains complete, accurate and confidential medical records in authorized United Nations medical information systems. Public Health Duties
- Maintains disease-surveillance and early-warning mechanisms; analyses health data; assesses public-health risks; and prepares alerts, situation reports, briefings and recommendations on communicable diseases, outbreaks, emerging health threats and related prevention and control measures.
- Develops preparedness plans and coordinates outbreak investigation, response and infection-prevention measures with relevant mission and external partners. Health Promotion and HIV/AIDS Duties
- Coordinates and delivers mission health-promotion and HIV/AIDS programmes, education and training on priority health risks and preventive measures, in accordance with applicable United Nations policies and technical guidance.
- Leads peer-education and behaviour-change activities; promotes confidential HIV counselling and testing, referral, care and anti-stigma measures; coordinates approved prevention materials and commodities; and monitors and reports programme implementation. HIV Post-Exposure Prophylaxis Duties
- Maintains the mission HIV Post-Exposure Prophylaxis Programme, including current guidance and referral arrangements, training and readiness of designated personnel, and forecasting, availability, inventory, quality control and expiry monitoring of kits.
- Facilitates timely assessment, initial management and follow-up after possible occupational or non-occupational exposure to HIV or other blood-borne infections, while maintaining confidentiality and required programme reporting. Medical Administrative Duties
- Liaises with United Nations medical units, relevant mission components, host-country medical facilities and other healthcare partners on clinical, administrative and service-delivery matters.
- Applies established United Nations policies and procedures concerning medical clearances, sick leave, medical entitlements, referrals and repatriations.
- Prepares medical reports, briefings, technical specifications, procurement and budget inputs, standard operating procedures, training plans and responses to audits.
- Maintains appropriate medical supplies, medicines, materials and serviceable medical equipment.
- Contributes to technical assessments of healthcare facilities, laboratories and service providers when requested.
- Participates in the collection, analysis and reporting of medical and service-performance data.
- Deputizes for a more senior Medical Officer during the incumbent’s absence.
- Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in public health is required. A first-level university degree that qualifies for registration as a licensed medical practitioner, such as an MD, MBBS, MBChB or equivalent, is also required.
Job – Specific Qualification
Current unrestricted registration and a valid license to practice medicine issued by the competent authority of a Member State of the United Nations are required. Additional training in epidemiology, infectious diseases, occupational health, tropical or travel medicine, health promotion, HIV/AIDS programme management, HIV counselling and testing, HIV post-exposure prophylaxis, outbreak investigation and response, or infection prevention and control is desirable.
Work Experience
A minimum of five years of progressively responsible experience in clinical medicine and public health is required. Experience in applying public-health surveillance, epidemiological analysis, communicable-disease control or public-health risk management in outbreak preparedness and response is required. Experience in managing disease outbreaks in United Nations field missions or an equivalent international organization is desirable. Experience in planning, implementing, monitoring or evaluating integrated health-promotion and HIV/AIDS programmes, including awareness, risk communication, peer education, behaviour change, counselling and testing, treatment referral or HIV post-exposure prophylaxis, is desirable. Experience in United Nations or other international field-operation support is desirable Experience with electronic medical-record systems, health-information systems, or the advanced analysis and visualization of epidemiological and programme data is desirable.
