Medical Analysis and Advocacy Manager – Eastern DRC (m/f/x) – Médecins Sans Frontières At Doctors Without Borders

CONTEXT

In the Democratic Republic of Congo (DRC), Médecins Sans Frontières (MSF) works in collaboration with the Ministry of Health to provide medical care to victims of conflict and violence, displaced people as well as people affected by epidemics or pandemics such as HIV/AIDS, tuberculosis, malaria, malnutrition, among others. These situations are often associated with weak state institutions, limited capacities of the public health system and insufficient understanding of real needs and gaps on the ground. MSF’s contribution is based on its regular projects as well as its emergency response teams, ready to intervene throughout the territory in the event of an epidemic, natural disaster or conflict.

In 2023, faced with intensifying violence in eastern DRC, which led to the displacement of record numbers of civilians, MSF strengthened its activities to respond to increasing humanitarian needs. Since last year, all MSF missions in North Kivu have faced significant challenges linked to stock shortages of medicines against tuberculosis, HIV and malaria, as well as shortages of medical inputs (GeneXpert cartridges, HIV and malaria tests, etc.) and a limited capacity to respond to the increase in cases of sexual violence, malnutrition and epidemics. The high number of population movements also complicates access to health care.Global Fund funding cuts as well as the ongoing conflict in eastern DRC are contributing to these disruptions.

As Medical Analysis and Advocacy Manager – Eastern DRC, you are responsible for medical analysis and the development of advocacy activities related to access to care and health services in the east of the country. Placed under the hierarchical supervision of the Medical Representative of BALI (MSF Administrative and Intersectional Liaison Office) and in functional and technical contact with the Health Policy Advisors following the DRC, you contribute to the identification, documentation and analysis of the main obstacles to access to care as well as the development of MSF’s positions and advocacy messages. You work in close collaboration with the project teams and Medical Coordinators of the different MSF sections present in North Kivu in order to collect and consolidate information from the field. You also collaborate with the HIV/TB Advocacy Manager based in Kinshasa in order to relay the issues identified in the East to national authorities, donors and other health stakeholders concerned. As a member of the coordination team, you ensure the link between the operational realities observed in the projects and the advocacy initiatives carried out at the provincial, national and international levels.
