Purpose: How does this post support Plan’s strategy and mission

The Gender/SRHR Specialist will support the ongoing and planned interventions at Plan International Jordan specifically to: 1) improve the protective environment for children, adolescents and youth within the targeted areas and nationally, 2) raise awareness on protection, gender, and SRHR related issues amongst mothers, fathers, caregivers and the wider community, 3) increase knowledge and skills of adolescents and youth on protection and gender-responsive approaches and practices.

The Gender/SRHR Specialist will be based in the main office in Amman and will be responsible for providing technical support and direction in program design, implementation and quality assurance. Furthermore, the post holder will provide support with capacity building, content development in relation to SRHR and gender mainstreaming in existing and planned projects. In addition to maintaining communication and effective coordination between Plan’s staff, partners, volunteers and relevant stakeholders who should be familiar with and abide by the Global Policy on Gender Equality and Inclusion, amongst other policies.

Dimensions of the Role:

The Gender/SRHR Specialist who’s part of the technical and quality unit at Plan International Jordan will be working on the following areas:

1. Programme Design and Development:

  • Contribute to proposal development (technical and financial) by providing gender and protection input in close coordination with the business development unit, technical and quality unit, as well as the project management team.
  • Lead on mainstreaming Gender and SRHR components throughout the project cycle (i.e. design, implementation, results), including the conduction of gender analyses, risk mapping, as well as applying the gender marker to assess and improve Plan’s gender transformative and inclusive efforts.
  • Provide technical input to revise and develop contextualized training and IEC materials and facilitate the use of these materials during training and capacity building programs in relation to SRHR and Gender.
  • Promote the adoption of Plan’s Gender Transformative Approach across various programs and interventions including the identification of high impact practices on prevention and response from the region and worldwide.
  • Contribute to the adoption of evidence-based approaches by supporting the conduction of research, studies, situation analyses, needs assessments…etc.

2. Monitoring, Implementation and Reporting:

  • Work closely with program staff to better design, implement and monitor gender responsive programs in a manner that meets each sector’s best practices and Plan’s standards in gender and protection.
  • Ensure that Plan Jordan staff, volunteers, and partners are familiar with and abide by Plan’s global strategy on Gender Equality and Inclusion, and relevant practices and approaches.
  • Provide technical support through structured capacity building modalities for Plan International’s staff, partners and volunteers on key terms and approaches including Plan’s Gender Transformative Approach to support the implementation of the projects’ activities.
  • Support the M&E team with the development of gender sensitive M&E frameworks and plans (including SADD) to optimize program quality.
  • Support the monitoring and reporting on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and risks, and recommend appropriate mitigation measures.
  • Contribute to participatory assessments/feedback and accountability mechanism with and for affected communities in accordance to Plan international regulations, Child Protection in Emergency Minimum Standards, Core Humanitarian Standards as well ensuring the alignment with existing systems and policies.

3. Networking and Coordination:

  • Attend national coordination meetings and represent Plan International Jordan in relevant fora and ensure that information is shared internally and with other sectors, as appropriate.
  • Liaise with key stakeholders, including donors (if required), government actors, UN agencies, international and local NGOs, and other relevant actors to ensure gender and SRHR issues are prioritized.
  • Support the on-going capacity building of Plan International staff, volunteers and partners, when required on SRHR/Gender topics and gender responsive programming.
  • Develop and maintain effective working relationships with other Plan International country offices, national offices, the regional hub, as well as the global hub to enhance cooperation and coordination.
  • Coordinate with the Communications team to ensure that all media related activities are in line with the “Do No Harm” approach and interagency guidelines.
  • Contribute to Plan International country and global efforts to promote successes and best practices in addressing sensitive gender and protection issues.

Technical expertise, skills and knowledge

Essential:

  • Master’s degree or equivalent in Social Work, Social Sciences, Psychology, Public Health, Human Rights or another related field;
  • Minimum of 7 years (3 in the field) of progressively responsible experience in implementing protection/ Gender Based Violence and/or Women´s Empowerment and/or Reproductive Health programs, preferable social work and/or case management in humanitarian, post-conflict recovery and/or development settings;
  • Sound knowledge of gender and SRHR issues in humanitarian and/or development settings, including relevant international human rights, principles and established international standards.
  • Strong facilitation skills and demonstrated experience in designing and rolling out contextualized capacity building programs for staff, volunteers, partners and other key stakeholders.
  • Experience of conducting gender responsive assessments, studies, and participatory learning approaches to inform programming in diverse contexts.
  • Excellent negotiation, representation, and communication skills and the ability to work comfortably in a very sensitive environment.
  • Excellent writing skills, with very good command of spoken and written English and Arabic.
  • Commitment to Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion including relevant Implementation Standards and Guidelines as applicable.

Desirable:

  • Previous experience in emergency preparedness and response as well as prior trainings in gender and gender issues and their application in humanitarian, conflict, recovery and development settings;
  • Strong knowledge in planning, monitoring, evaluating programs and ongoing developments in evaluation tools and processes for protection projects.
  • Ability to work with people from a range of backgrounds, promote teamwork, and able work independently with limited supervision from the line manager;
  • Ability to work under pressure with competing priorities and deadlines and communicate clearly and effectively at all levels;
  • Strong organizational and work prioritization skills and attention to detail.
