Job Purpose

Reporting to the Programs Manager, the SRH and Protection Project Manager will be responsible for overseeing the implementation of SRH and Gender-Based Violence (GBV) activities, including the management of a maternity hospital, Primary Health Center, ambulance networks, GBV activities, and nutrition initiatives.

The Project Manager will directly supervise a team in both Turkey and Syria, ensuring the adherence to agreed standards and best practices in all activities. The primary role of the SRH and Protection Project Manager is to ensure the successful life cycle of projects under their responsibility by coordinating with program support functions, such as Finance, HR, Administration, Logistics, and Procurement. Additionally, the Project Manager will provide coordination, leadership, and technical guidance to the team in all aspects of implementation, with a focus on integrating GBV and SRH components throughout the program.

Key Responsibilities

Project Management and Accountability:

– Manage the project teams consisting of a GBV Coordinator, SRH Senior Officer, and SRH Project Officer.

– Ensure the successful completion of project activities, including the maternity hospital, Primary Health Center, ambulance networks, GBV activities, and nutrition initiatives.

– Oversee the implementation of GBV and SRH activities, ensuring quality standards are met.

– Ensure compliance with donor requirements and Violet’s policies, procedures, rules, and regulations.

– Conduct regular team meetings to align project implementation with work plans and provide support to overcome challenges.

– Facilitate program reporting and ensure timely completion of reporting requirements.

– Manage the project budget and monitor project expenditures.

– Ensure proper documentation of project activities in coordination with program support functions.

– Develop and monitor procurement plans for projects.

– Manage and mitigate risks associated with the project, including financial, safety and security, programmatic, and reputational risks.

– Coordinate and collaborate with stakeholders, including authorities, clusters, and other humanitarian actors.

– Collaborate with the Protection team to implement protection and GBV activities.

– Collaborate with program support functions, including Finance, HR, and Supply Chain, to ensure adequate project resources.

– Ensure the application of MEAL (Monitoring, Evaluation, Accountability, and Learning) requirements for projects, including independent monitoring.

Representation, Coordination, and Reporting for GBV and SRH:

– Regularly attend cross-border Health cluster coordination meetings and provide updates on activities in Syria, including meetings, 4Ws matrix, and advocacy efforts.

– Attend relevant meetings held by Turkish authorities and provide updates on project activities.

– Review and improve data collection tools, databases, and reports.

– Support the review of monitoring and evaluation reports.

– Maintain a positive relationship with partners/donors, ensuring timely reporting and communication.

– Act as the main point of contact for the project, responding to partner/donor inquiries and addressing their comments promptly.

Note: the above-mentioned vital responsibilities/accountabilities are illustrative ones. Depending on the department’s organizational chart, other future responsibilities/accountabilities may be assigned to the job.

Qualification (Education/Work Experience)

Essential:

– At least a bachelor’s degree in health science, management, or relative fields. A master degree is plus

– Previous experience in project management in I/NGO for 5 years as a minimum in health project management, preferably SRH and Protection projects

– Understanding of the Syrian context and healthcare system

– Excellent command of English (oral and written) and Arabic fluency required

Desirable:

– Proficiency in grant management and donor reporting.

– Strong program and technical knowledge as well as planning, reporting, monitoring, and evaluation skills; experience managing projects supported by key humanitarian donors preferred

– Extensive experience working with NGO health actors,

– Strong and dynamic experiences with both facility and community-based models of programming implemented in insecure and changing humanitarian contexts

– Demonstrated knowledge and skills related to gender-sensitive health programming, clinical care for sexual assault survivors, and management of integrated health and women’s protection activities, a strong plus

– Understanding of opportunities and challenges associated with implementing direct health project

– Previous experience with remote program monitoring and management in insecure environments

– Confirmed technical writing skills, including reports and proposals

– Proven strong interpersonal and intercultural communication with success working both within a team and independently

– Strong written and oral communication skills, effective in representation and liaison with external parties;

– Previous experience with information management, health data analysis and use of data for program improvement

– Strong time leadership skills with the ability to handle competing priorities and deadlines

– Ability to be flexible, adaptable, creative, and innovative in a challenging and fast-moving multicultural environment and promote teamwork.

– Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint
