Context:
Under the overall supervision of the Head for Programmes and Operation and direct supervision of the Programmes Coordinator and in close coordination with the Humanitarian Advisor and the Resilience and Solutions Advisor for technical oversight as well as Programme Support Coordinator, in technical coordination with the Migration Health Division (MHD) at Regional Level and Headquarters (HQ), the Programme Coordinator (Migration Health) will be responsible and accountable for the effective programming management of the Migration Health Unit, covering the areas of “Health Promotion and Assistance to Migrants (H2)” and “Health Assistance to Crisis Affected Populations (H3)” undertaken by IOM Afghanistan.
Core Functions / Responsibilities:
- Coordinate, supervise and oversee the overall management and administration of IOM Afghanistan strategy as well as the internal and external relevant frameworks.
- Provide strategic and technical guidance for emergency health programming and health system strengthening activities including outbreak preparedness and response, Primary and Secondary Health Care service delivery, Risk Communication and Community Engagement (RCCE), health infrastructure development and capacity building programming.
- Align the migration health strategies and priorities in the country with global health goals, regional trends and existing policy frameworks set by relevant health authorities, in close coordination with thematic specialists in the region, as well as the senior staff of Migration Health Division (MHD) in IOM HQs.
- Develop, prepare, implement and manage projects within the Health programme ensuring that they are:
- consistent with IOM’s policies, thematic guidance notes and any relevant national policies and/or regional strategies;
- coherent, relevant, and feasible, and take into account good practices in the area of migration health;
- developed and implemented according to IOM’s project development procedures as established by the IOM Project Handbook and related Standard Operating Procedures (SOPs); and,
- establish robust M&E and Information Management systems, in coordination with relevant units in the CO, to ensure up to date information on the progress of implementation and facilitate reporting.
- Supervise clinical and non-clinical IOM Migration Health staff to ensure continuous provision of quality migration health services throughout IOM’s multiple Outreach Health Teams (MHTs), Rapid Response Teams (RRTs), supported fixed health clinics, Family Health Houses (FHHs), specialized hospitals and at Reception and Transit Centres.
- Coordinate with the Mental Health and Psychosocial Support Response (MHPSS) section at IOM Headquarters and/or Programme Coordinator (MHPSS) to ensure the inclusion of MHPSS components in both health and psychosocial programmes in emergencies developed under the Health Sector.
- Ensure close coordination with Programme Support Team and other IOM programs to promote synergies and efficient programing. Facilitate close collaboration with IOM’s other thematic areas in the country, such as Water, Sanitation and Hygiene (WASH) and Protection, in order to integrate and mainstream health into project proposals, tools and strategies where relevant and possible
- Maintain a high level of science, global and public health methods expertise, and ensure that analysis and sharing of health data of significant relevance stemming from IOM programme in the area of migration health is maintained. Identify emerging issues to ensure that IOM programmes are based on scientific evidence and relevant data on the needs of targeted populations.
- Analyse and regularly share critical developments and best practices with MHD HQs and contribute to thematic policy development and global reports.
- Ensure IOM’s active participation in Health Strategic Thematic Advisory Groups (STAGs) and Health Cluster Coordination mechanisms on IOM’s emergency preparedness and humanitarian responses and take a leading role in linking Migration Health with other IOM-led sectoral activities.
- Exercise Administrative, operational and financial management responsibility for Migration Health projects and/or programmes and oversee the resource deployment, activation, implementation, reporting and evaluation of the health-related programmes including monitoring of budget expenditure and ensuring that key performance indicators are met in a timely manner.
- Monitor and analyse the health projects’ process, specifically aimed at increasing effectiveness recommending appropriate action, and assist in the development of evaluation protocols.
- Develop new emergency and migration health projects and proposals in coordination with the Programme Support Unit and programme units as necessary and in collaboration relevant regional and HQs units.
- Contribute to regular reporting on achievements, projects, problems encountered, pertinent developments, and strategic needs for IOM programmes as well as for donors and partner agencies.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Medicine, health sciences, public health or a related field from an accredited academic institution with seven years of relevant professional experience; or
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Experience in managing significant and complex emergency health programmes as well as providing programme and administrative/management support;
- Demonstrated experience in emergency response and coordination, design and delivery of humanitarian assistance in complex environments;
- Sound experience working with international organizations, regional organizations, ministries of health and other governmental entities, the private sector and civil society;
- Experience in resource mobilization and other fundraising modalities including budget management;
- Supervisory, team management and cluster experience; and,
- Excellent understanding of and proven experience in the UN systems and experience in a crisis context.
Skills
- Excellent report writing skills; and,
- Sound computer background, including experience with databases, Microsoft applications, spreadsheets, word processing, etc.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Dari and/or Pashto is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
