Position Summary.
Under the supervision of MEAL Manager, the Health Information System (HIS) Officer will support the organization in building visions, strategies, and implementation plans to facilitate digitalization efforts.
The role involves managing the implementation of the chosen system by overseeing the planning, design, development, testing, and deployment of the system, requiring the HIS officer to have a strong information management background, The HIS officer will work closely with cross-functional teams to ensure the system meets the needs and goals.
They will also develop training materials and provide training to staff on how to use the system.
ESSENTIAL RESPONSIBILITIES AND DUTIES
- Providing support in developing visions, strategies, and implementation plans to help bring digitization to the health programme.
- Provide guidance on the best utilization of the HIS to integrate with the protection sector data for meaningful integrated analysis
- Check other systems of our partners and online available ones, and share feedback.
- Developing a plan to bulid up a digitized system to manage RI’s Health program data
- Provide a requirements document that describes the real use cases of the system that RI is looking to develop.
- Engage with RI field HFs to understand the current ways of work,
- Provide a comprehensive plan for the digitalization includes the needed resources, infrastructure, timeframe, and needed trainings and capacity building,
- Designing workflows and processes that meet the organization’s requirements engaging the involved staff at different office and locations.
- Designing technical infrastructure solutions to support the implementation of the system.
- Present the report\outcomes, to the SMT and relevant staff.
- Leading the system development cycle involving all the relevant staff until reaching the final version.
- Developing project plans and timelines to ensure on-time delivery of the system
- Developing training materials and providing training to staff on how to use the system.
- Overseeing the system implementation.
- Collaborating with the relevant teams to ensure successful implementation of the system.
- Providing ongoing support to staff to ensure the system continues to meet the organization’s needs.
- Providing periodic analysis for the data hosted in the system in collaboration with the relavant departments.
- Providing the guidance and support on best practices for digitization.
- Analyzing the organization’s IT infrastructure and practices to identify areas that require improvement.
- Developing and implementing policies and procedures to ensure the organization’s IT systems are secure and comply with relevant regulations.
- Keeping up-to-date with the latest digital transformation and IT trends and technologies.

QUALIFICATIONS & SKILLS REQUIREMENTS
This position will require a demonstrated ability to achieve results in a demanding and fast paced environment.
- Bachelor degree in software engineering statistics, informatics, , or related field or related field required.
- Proven experience in systems development preferably in health information systems.
- Proven experience in managing databases such as SQL databases.
- Good knowledge of programming languages such as C#, PHP, Python, Java,…
- Minimum of 3 years professional experience, preferably in humanitarian contexts.
- Fluency in Arabic and advanced proficiency in English, including demonstrated skills in writing in English.
- Excellent computer skills, at minimum in Microsoft Office, including Excel
- familiarity with DHIS2 and other data management
software systems will be an advantage
- Demonstrated experience in data interpretation and analysis
- Experince in geographic information systems and data visualization software such as Power BI
- Experience training and building capacity on data collection, tools, and systems.
- Excellent interpersonal skills in a multi-cultural environment, including the ability to listen, collaborate, problem solve, and effectively delegate tasks. Promotes teamwork and handles pressure well.
ASSETS
- Technical knowledge of program sectors, such as health, Nutrition, protection, and emergency responses
- Experience with statistical analysis software such as Stata, SPSS, or EpiInfo.
