Program Director At Americares



Americares is looking for a Program Director with extensive experience in managing humanitarian and development programs for the good performance of our health and public health projects at the national level, to lead the programmatic implementation of the Americares portfolio in Colombia based in Bogotá and with frequent trips throughout the country. The Programs Director will report directly to the Country Director and to the Global Programs unit at Headquarters in the United States. The Director of Programs will directly supervise a team of 100 people in Colombia.

The duties and responsibilities of the Director of Programs are:

  1. Comprehensively direct the program area of ​​Americares Colombia, which is in charge of the execution of several humanitarian projects in primary health care for Venezuelan migrants, WASH, mental health, emergencies, among others, and play a key role in the strategic direction of the implementation.
  2. Play a key role in the strategic direction of the implementation of projects and in the expansion of the national portfolio through new opportunities.
  3. Support the Country Director in the development and management of the relationship with donors at the national and international level.
  4. Direct the planning and organization of the Programs team in Colombia, including the Technical Unit, as well as manage the support of other members of Americares Colombia when required, guaranteeing the coordination and achievement of the various objectives of each ongoing project.
  5. Promote the incorporation of the gender equality approach in the actions of the projects, promoting equitable participation and the response to the specific needs of men, women and the LGTBIQ+ population in their different age cycles.
  6. Lead and supervise compliance and implementation of the guidelines of each donor per project and prepare and comply with multiple deliverables in a timely manner.
  7. Oversee the precise design of project planning tools according to individual guidelines and descriptions and adhere to Colombian healthcare guidelines, protocols and guides to ensure proper implementation of all activities.
  8. Ensure that Americares Colombia migrant care clinics are adequately equipped, supported, and correctly integrated to provide a local, regional, and national response.
  9. Guarantee the systematic exchange of information and updates with the various local teams, with the team headquartered in Bogotá and the relevant counterparts at Headquarters.
  10. Anticipate/respond to any need/situation that may impact the programmatic deliverables and/or the operational infrastructure, providing adequate solution/mitigation measures.
  11. Establish and maintain strong working relationships with PRM focal points in Colombia, with UN agencies and their coordination mechanisms, participate in technical health roundtables, closely manage relationships with national and local health authorities along with partners Americares stores in each Department.
  12. Represent Americares in the Interagency Group of Mixed Migration Flows (GIFMM) and its various work groups, as well as respond to the duties and responsibilities as members thereof.
  13. Actively participate in and promote bilateral meetings with other international NGOs and NGOs active in relevant sectors and geographic areas to avoid duplication, ensure coordination and referral of beneficiaries, and work in a complementary manner.
  14. Analyze the data collection of the various projects together with the monitoring and evaluation area of ​​Americares Colombia and use the data to make informed decisions in the execution of the different projects.
  15. Maintain strong internal/external and reporting communications, in accordance with the requirements established by the Parent Company and by donors.
  16. Support Americares’ communications strategy and together with the Director of Communications provide content for internal/external outreach material as required by Headquarters and donors.

The minimum requirements for the vacancy are:

REQUIRED:

  • Authorization to work in Colombia.
  • Graduated in Medicine or related areas, with a Master’s Degree in Public Health, Humanitarian Assistance, International Development or related areas.
  • Willingness and availability to live and work in Bogotá, Colombia, for the duration of the contract.
  • Availability to constantly travel throughout Colombia and potentially abroad at short notice.
  • Fluency in English – spoken and written

EXPERIENCE:

  • 10 years of experience in managing humanitarian programs and projects, especially programs in the health sector and/or public health, humanitarian assistance and/or migration/displacement.
  • Experience in conflict and/or post-conflict contexts and in emergency responses (it is an advantage) with an understanding of the Venezuelan regional crisis and the current situation in Colombia.
  • Knowledge of the human rights-based approach to development programming and international coordination such as clusters and other interagency mechanisms.
  • Experience in the development and management of grants and programs financed with funds from the private sector (for-profit and non-profit entities), the public sector and international cooperation – with great emphasis on funds from the United States government.
  • Experience in managing large teams, specifically in the face-to-face and remote management of direct reports and with high planning and organization skills under pressure from multiple activities and short deadlines.
  • Experience in formulation, implementation, monitoring and evaluation of strategic plans and projects.
  • Preferably experience in the quality of the program and its processes.
  • Experience providing innovative and creative solutions to identify solutions that maximize our impact on the ground.

SKILLS AND ABILITIES:

  • Ability to operate independently, while maintaining close communications with various Headquarters teams as needed.
  • Ability to operate in a matrix management environment.
  • Have management and leadership skills to train and advise team members in the program area and coordinators.
  • Have the ability to share comments, knowledge and experiences that promote healthy work and professional growth with program members and coordinators.
