Overall Purpose

PAC is seeking a Data Management Officer who will manage routine data collection and quality control and drive data utilization for the Fistula Support Project implemented at the Daynile National Fistula Center.

The person in this role will support routine data collection, cleaning, validation and visualization for fistula data including but not limited to patient data. This support will include management of the existing data tools and implementation of new components of routine data collection such as questionnaires.

The Data Management Officer will also troubleshoot issues and contribute to coaching and development of job aides and training materials to support in-country capacity building. S/he will also provide some general support to the Sexual and Reproductive Health technical working group, including general administrative support and events coordination during Fistula taskforce meetings.

The position will report to PAC Senior Program Manager and will work collaboratively with all members of the Fistula Support team and other staff in PAC focused on monitoring, evaluation and learning, and also with external partners and colleagues.

Duties and Responsibilities:

  • Provide quality and timely health information.
  • Ensure disclosure, confidentiality, security and exchange of health records and information.
  • Collect, compile and store health information data from the facility.
  • Process, examine and summarize the data into meaningful weekly, monthly, quarterly and annual reports and run basic, descriptive data analyses
  • Conduct on – job training for other staff/mentorships in the facility.
  • Identify gaps and suggest ways of improving records and sharing of program data.
  • Design and review monitoring and evaluation tools used by the program sectors.
  • Interpret and disseminate data to relevant stakeholders.
  • Compile bio-data for patients.
  • Manage routine data, including data cleaning and entry in the Fistula Registers and DHIS2 software platform to ensure completeness and quality
  • Report any errors identified during data review to appropriate team members and assist in resolving issues
  • With guidance from appropriate team leads, build new components of database data collection and aggregation tools
  • Generate/update pivot tables and charts of the indicators of interest for routine monitoring purposes and other requests

Qualifications:

  • Bachelor’s degree in Health Sciences, Social Sciences, Health Informatics, or related fields
  • 1 – 3 years of experience in management and utilization of program data (preferably public health related programming)
  • Experience managing (cleaning, entering, aggregating and generating reports from) data using database platforms
  • Experience preparing donor, general audience, and other reports
  • Knowledge of word processing, spreadsheet software, and data processing
  • Ability to design clear and attractive presentations and other communication documents, including training manuals
  • Experience with or exposure to public health, preferably in Somalia is a plus
  • Experience with design of routine health or other social service data collection tools and systems a plus
  • Knowledge of online, open-source data collection tools and approaches and or database environment and/or project management software (DHIS2, Kobo Toolbox, ODK, Microsoft Project, etc.) is an advantage.
