RESPONSIBILITIES
As Programs Deputy Field Coordinator for Kharkiv, you will be under the supervision of the Field Coordinator and you will help to develop and implement Kharkiv base Program strategy, manage the team in the base, support ongoing PM nationalisation process and coordinate activities in order to support activities implementation and tackle operational challenges.
And more specifically:
– Contribute to identify sectoral needs, to design program strategy and operational development by coordinating and supporting PMs and field teams to identify humanitarian sectoral needs in the area of intervention; promoting and facilitating the inputs by PMs to elaborate and design the program strategy at base level and contributing in the design of the proposal.
– Support and coordinate PMs to ensure the implementation, monitoring and reporting of projects which requires a general leadership of the base program departments.
– Support PM to contribute to program quality and accountability processes and measure program impact by promoting and contributing to learning and program quality improvement, participating in complaint and feedback mechanisms, organizing regular meetings among different sectors and supporting PMs to increase beneficiary participation in interventions.
– Team Management and Human Resourcing by managing directly PMs for Kharkiv base fields of implementation, identifying gaps and needs in terms of project management, supporting the ongoing nationalisation process, participating in the recruitment of PMs, ensuring that the PMs implement activities in line with technical guidelines and requirements established both organizationally and those established at coordination level.
– Participate in the coordination and representation of ACF in your field of intervention by Representing ACF in sub-cluster meetings and any other sectoral coordination platforms and/or technical working groups in coordination with PMs and Field Co, initiating technical discussions at the field level with other stakeholders and actors.
– Partnership Management by establishing and maintaining good working relationships with ACF partners and leading on identifying new partners.
– Compliance to the ACF Values & Principles, Gender equality, Child protection sensitivity and Safeguarding policies.
REQUESTED PROFILE
You have a bachelor degree in humanitarian, social sciences, or similar fields with at least 3 years’ experience in project or grants management in field-based setting within a NGO, operating in complex and volatile security contexts. You have a good knowledge of Wash, Food Security, MHPSS, Health and Nutrition or Emergency activities and understanding of humanitarian coordination mechanisms. You have an experience in humanitarian project management, budget management and team management. You have strong skills in computerized system, programs and reporting. Moreover, you have excellent leadership skills, with the ability to listen, support and communicate effectively with your teams. You have a positive mindset, you know how to be flexible and can encourage your teams towards their objectives.
You are fluent in English, a second language as Russian or Ukrainian is a plus.
SPECIFIC CONDITIONS / SALARY
– Fixed term contract under French legislation: 6 months
– Monthly gross salary from 2332 to 2676,5EUR upon experience
– Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
– Annual salary increase: 6% increase after and each 12 months of continuous contract
– Monthly per diem and living allowance: 686EUR net, field paid
– Monthly country allowance: 450EUR
– Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380EUR per person per year in severe cold contexts
– Child allowance: 1500EUR per year per child present in the country of origin (maximum 6000EUR/year)
– Transportation and accommodation: Coverage of transportation costs and guest house
– Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
