CHAI’s global malaria control programme provides direct technical and operational assistance to countries with high malaria prevalence, to strengthen their malaria control programs and reduce the burden of this preventable and treatable disease. We support governments in stepping up effective interventions for prevention, diagnosis, treatment and surveillance, and, with the aim of sustainably reducing the number of malaria-related diseases and deaths worldwide in the short term and accelerating progress towards the elimination of malaria in the long term.

 

Program overview

 

CHAI has initiated support for the Ministry of Health and Public Health (MSHP) of Burkina Faso through its national malaria control program (now called the Permanent Secretariat of the fight against malaria against malaria/SP-Palu) since 2019. Through a set of technical and operational evaluations, CHAI in collaboration with SP-Palu identified potential areas of work and prioritized them based on impact and feasibility, and, in particular, strengthening the use of data, strengthening data communication, disease analysis and surveillance, and, case management and the optimization of resources related to the fight against malaria.

 

CHAI also assisted the MSPH community health department in setting up a community-based health worker management (ASBC) platform and’ in mapping resources in community health. CHAI will work closely with MSHP and other partners such as Living Goods,’UNICEF and’USAID to implement the next phases of these projects.

CHAI is looking for a highly motivated person with exceptional capacities for analysis, communication and teamwork to contribute to an exciting work portfolio in Burkina Faso. Reporting to the Head of Malaria and MTN programs at CHAI Burkina, the case management officer will benefit from the collaboration of a solid internal team and the deep and dynamic relationships that CHAI Burkina has cultivated with government partners and the Ministry of health and its partners. He / she will work with a range of partners and experts in the field and will have a deep personal commitment to producing results.

 

The case management officer will be responsible for CHAI’s interventions with SP-Palu and DPES (directorate in charge of community health) to strengthen case management malaria and the supply chain, in order to improve access and quality of care at the level of health facilities and communities. Areas of intervention include (i) quantification, procurement and supply chain planning for prevention products, and, diagnosis and treatment of malaria and (ii) monitoring the delivery of malaria case management services at the health facility and community levels.

The candidate will have to work closely with the CHAI country and global team, SP-Palu and other stakeholders within and outside the MSHP who support community health work initiatives, including, malaria case management and supply chain management.

 

The successful candidate will be expected to possess exceptional analytical and communication skills, as well as a strong problem-solving and relationship building ability. He/she must have a deep personal commitment to producing results and working independently without daily supervision. The position will be mainly based at the SP-Palu (DPES sometimes) at the Ministry of Health and’ Public Hygiene, with partial presence at the CHAI office to provide daily support and build government capacity in Burkina Faso.

Responsibilities

  • Work alongside the SP-Palu, DPES, DCAPS, CIO and other key partners of the Ministry of Health to support relevant community health workflows, malaria case management and supply chain management.
  • To serve as a focal point with case management, supply chain and community health stakeholders in the country, ranging from government, academia, and, civil society and the private sector (i.e., a long-term physical presence in the country to support continuously).
  • Support advocacy efforts for case management, the supply chain and the community health strategy, and, the design and implementation of the programmes in accordance with best practices based on evidence.
  • Strengthen and extend the tools and processes for programmatic reporting and monitoring of activities at central and operational levels ; to develop the capacity of government staff to monitor activities on a regular basis.
  • Support the SP-Palu in the collection, analysis and visualization of case and inventory management data. Monitor progress and data quality and make necessary updates to the M&E framework and learning documentation.
  • Collaborate effectively with CHAI teams, including malaria surveillance, analysis and technology, and health funding teams, to support the expected results of
  • CHAI in community health.

Specific to malaria case management:

  • Support the SP-Palu and the DPES in the development of training materials, aide-memoire and guidelines, including, and support training for staff at the central and operational levels (health workers and ASBCs).
  • Support the integrated supervision efforts of case management in health facilities by the SP-Palu including optimization of supervision tools and their digitization, targeting of supervision, etc, compilation of supervision data and drafting of supervision reports.
  • Coordination at central level with regard to community health components/case management of the national malaria strategic plan and participation in meetings of the community health working group (the community health taskforce).
  • Support CHAI’s commitment to community health by conducting an analysis of periodic actual coverage, including, the development and updating of the electronic resource mapping platform and the monitoring of the use and updating of the platform for the management of health-based agents community (ASBC) and its integration into mHealth.
  • Engage government and non-government community health partners to understand and join the broader community health landscape, including digitalization work.

Specific to supply chain management:

  • Provide maintenance support to SP-Palu on the use of the tool for quantification/forecasting of antimalarial products.
  • Compile information on processes and time frames for quantification, supply and distribution of malaria prevention, diagnosis and treatment products, and document key gaps and recommendations.
  • Work closely with government partners and other stakeholders to assess data gaps that impact national purchasing, procurement and distribution systems, and develop solutions to solve the problems identified.

Qualifications

  • Bachelor’s degree in business administration, public health, nursing or in a related field.
  • Minimum of 3 years of professional experience in strategy consulting, management consulting, public health or a related field.
  • Excellent written and oral communication skills, with a good command of spoken and written French and English, as well as an ability to make convincing presentations and write reports.
  • Good level of proficiency in Microsoft Word, Excel, PowerPoint and Outlook.
  • Proven ability to work on very complex problems without significant structural or operational support.
  • Demonstrated ability to learn quickly, link and act on the basis of technical information and translate scientific knowledge into actionable information for decision making.
  • Strong analytical skills (qualitative and quantitative) and insight.
  • Strong problem-solving and entrepreneurial skills
