BACKGROUND AND JUSTIFICATION OF THE POSITION :
In Haiti, hunger has reached a dangerous level, today we are at nearly 4.9 million people in the country in food insecurity’. It’is the equivalent of’one in two Haitian who goes to bed without having eaten the day. Most worrying is the fact that for the first time in the country’s history, there are more than 19,000 people in the disaster phase (IPC 5).
Thus, the World Food Programme in Haiiti has defined its strategy to combat hunger in the Country Strategic Plan (CSP 2024-2028) which includes activities related to’ emergency food assistance to populations affected by a shock, to the establishment of social nets oriented towards nutrition, capacity building and the means of’ of small producers as well as their resilience in the face of climate change, in particular, and the strengthening of the capacities of national and local actors in the fight against hunger.
The multiplication of operations leads to an additional need for human resources, in particular to ensure the proper implementation of malnutrition prevention activities and also the consideration of gender and protection within our interventions, we, in line with the WFP gender policy (2015-2020) and in terms of protection and’ accountability (2020). Plus, in addition, in general, donors are putting more and more emphasis on the taking into account of gender and protection in all phases of programming our actions (analyses, conceptualization, etc, implementation, monitoring etc.).
The WFP then requires the services of an Assistant(e) to the Specialized Program(e) in Nutrition, Hygiene and Gender, at the level of the sub-office of Jeremiah, in order to support as a priority sensitive activities related to nutrition,’hygiene and gender within the interventions of the’unity Programme.
MAIN FUNCTIONS AND RESPONSIBILITIES (indicative and non-exhaustive list) :
What will be expected of you ?
Under the direct supervision of the Head of Jeremy’s sub-office,’Adjoint(e) at the Nutrition, Hygiene and Gender Programs will focus its work on nutrition-sensitive activities, including, hygiene and gender in the context of emergency, resilience, school canteens and social safety nets interventions. The person will also be under the technical supervision of the responsible for nutrition/hygiene activities and the responsible Gender and Protection.
- Provide support to the WFP country office in Haiti for the implementation of nutrition/hygiene-sensitive, gender-transformative interventions where possible, communication for behavior change (SBCC), within the framework of the various programs. Support in the implementation of partnership agreements (FLAs) signed with cooperating partners by ensuring the quality of nutrition/hygiene activities :
- At monthly frequency, create a plan for monitoring nutrition/hygiene and gender activities, based on planning with partners. To make trips on these activities and to suggest the deployments of the agents/e/s of follow-up on the ground.
- Follow-up on these activities by informing, where appropriate, of any changes in strategic and/or programmatic planning, or the difficulties encountered by partners in the field. Ensure respect for the protection of beneficiaries and staff in the field.
- Support implementation partners in the development of collaborative protocols with the Departmental Health Directorates (DS), and, aiming to engage community health officers(e)s multi-purpose(e)s (ASCP) for the implementation of the activities. Accompany partners during coordination meetings with DS, and, and support them to determine the strategy of’intervention adapted to the socio-cultural context of’intervention and based on the dynamics of the genus existing in the zones of’interventions, and set an accurate implementation planning with the DS. Participate in nutrition and gender working groups and sectors at the level of the departments covered by the position.
- Together with the’ Gender team in the country office, support the partner teams and the ASCPs for knowledge building, nutrition/’hygiene, gender and protection. Support partners for the development of awareness-raising audio spots, the’organisation of theatre activities forum, the best mobilisation of beneficiaries according to their needs and capacities, compliance with COVID19 protection measures, etc, the communication channels of their preferences to bring complaints and/or request information from WFP, reporting results, etc, screening data and financial management of budgets of these accompanying measures’. The’ support is done on a regular basis through field visits, meetings, training and ad-hoc reminders for identified problems.
- Provide support for targeted consultations with the population during the planning, implementation and monitoring of activities, and, through the organisation of formative phases (focus groups with beneficiaries, community leaders, representatives of civil society organisations, including women’s rights organisations, youth organisations etc.)
2. Due to its knowledge of the field, the’Adjoint(e) to the programs will be force of proposal to the office of Port-au-Prince, for new activities sensitive to nutrition/hygiene, etc, gender and protection adapted to the context of’intervention. If implementation problems are encountered in the field, the person will propose alternative activities with a view to ensuring the accompanying’ measures in accordance with the capacities, and, vulnerabilities and needs of the affected population. In addition, support the’ Program team on documenting good practices and lessons learned in order to’evolve the country office SBCC strategy based on experiences.
3. With the support of the nutrition/hygiene and gender managers of the Port au Prince office, contribute to capacity building and monitoring agents of the Jeremy sub-office, through training, training, training, etc, on community awareness techniques in nutrition, hygiene, gender, and protection on compliance with beneficiary protection standards as well as on screening techniques using MUAC.
4. Participate in coordination meetings organized by Port au Prince program officers/s to also strengthen coordination between field offices and the Port au Prince office. Support the’ organization of Prince staff follow-up missions and VIP/donor visits in the field by proposing an agenda, including, coordinating with the implementing partners and all the logistical aspects relating to these visits.
5. Realize requests for operational advance and budgets for the realization of activities in the field and submit them to the office manager of Jeremie for approval and signature, as well as the verification of expenditure related to SBCC gender, nutrition and hygiene activities and any other administrative approach related to this implementation (contract Casual Labor for example).
6. Carry out, at the request of his supervisor, all other tasks aimed at the smooth running of activities, especially in times of’emergency.
THE RESULTS EXPECTED AT THE END OF THE CONTRACT :
1) Business planning shall be carried out jointly with partners and carried out within the required time frame and with the quality standards for WFP operations.
2) Coordination meetings are held with partners and local authorities to ensure quality in the implementation of activities.
3) Partner reports are sent to WFP on time and the COMET system is up-to-date at the end of each month.
4) Information on the progress of the various interventions is shared on a regular basis with the Supervisor and the Managers, in particular during the coordination meetings of’ teams.
QUALIFICATIONS AND EXPERIENCE REQUIRED :
Training :
High school graduation diploma (BAC). A Certificate of Post-secondary Studies in Management of Health, Nutrition, Social Sciences or any other diploma related to the responsibilities to be assumed. A Master’s degree in Gender is an asset.
Desired experience :
- Have at least five (5) years of professional experience in the management and implementation of emergency or development projects.
- Experiences within the United Nations system or in NGOs are desirable.
- Have experience of’ at least two (2) years in the implementation of malnutrition prevention projects, with a gender dimension at community level.
- Have experience of collaboration/coordination with state representatives.
- Coordination experience with the Departmental Health Departments is desirable.
- Field experience in the departments of Grande-Anse, Sud and/or a similar geographical location is desirable.
Technical Skills :
- Knowledge of nutrition and gender sensitive programs.
- Knowledge in carrying out’activities of’urgence, School Canteens and Resilience desirable.
- Mastery of the main computer software.
- Strong motivation to exercise the required responsibilities.
- A good spirit of’analysis and synthesis.
- Ability to write clear and concise reports.
- Ability to work under minimal supervision.
- Ability to plan and organize work.
- Negotiation and problem-solving skills.
- Ability to work as a team and communicate easily and collaborate with different stakeholders, including public institutions, implementing partners, civil society and the community.
- Leadership capabilities and demonstrate’initiative.
- Teamwork skills with a national and international staff (in a multicultural environment).
- Commitment to sometimes work outside of official office hours.
Knowledge of Linguistics :
- Master’s degree (level C) in French, and Haitian Creole, and a level (B1) in English.
GENERAL CONDITIONS :
This position is a Fixed Term Contract of 12 months with the possibility of renewal.
