QUALIFICATIONS

1. Area of expertise 
SSA CHARGE OF THE’ADMINISTRATION POLIO/IVD

2. Subject of the consultation 
Contribution to the strengthening of’s support for the interventions of’radication of polio in particular and the ENP in general in : 
– Providing administrative support for the implementation of the’ Initiative for the eradication of polio and the fight against vaccine-preventable diseases in Mali; 
– Supporting field surveillance teams; 
– Strengthening the capacities of the country in the’ administrative and financial support for interventions aimed at the’radication of polio and other interventions for the accelerated control of vaccine-preventable diseases. 

3. Context  
Since the 2nd quarter of 2019, the African region has been facing an emergence of poliovirus type 2 vaccine strain. 
Mali, after a period of’accalmia in 2021, as a result of’a outbreak of PVDVc2 with 56 cases detected in 2020, is plunged into another outbreak in 2022 and in 2023 the country has recorded 18 cases of poliovirus derived from vaccine strain type 2 including 15 of human origin’ and 3 of environmental isolates. Two environmental monitoring sites in Bamako and one in Mopti were the subject of detection of these three environmental cases.
The’ risk assessment carried out following the detection of these cases supported a significant risk of the spread of poliovirus within and outside the country,’, despite that’a rate of PFANP ≥ 8.9 per 100,000 children under 15 years and a rate of’adaptation of stool at 93% at week 52, 2023. This explains a little the persistence of the Gap in terms of surveillance of the PFA in a context of significant security and humanitarian crisis that Mali has been experiencing since 2012. Hence the need to strengthen surveillance of PFAs and other vaccine-preventable diseases in regions/districts through the deployment of several SSA epidemiologists. It appeared necessary to recruit a’admisnistration officer to assist the Polio/IVD program.
Thus, under the general supervision of the Representative of’OMS and the direct supervision of the NPO Polio Officer and Surveillance Officer, the consultant will provide technical support to the regions/districts with a view to strengthening coordination, strengthening surveillance of Acute Flaccid Paralysis (AFP), and, improve the quality of supplementary immunization (AVS) activities and the routine Extended Vaccination Program (ENP).

4. Deliverables
The’ concerned should perform the following tasks, by the end of the period covered by the contract : 

Deliverable 1 : Prepare annual and other’operation plans, including expenditure estimates, in collaboration with the’ team Polio/IVD, by the end of the contract period in :
a. Supporting the process of effectively releasing funds for interventions 
b. Monitoring the financing of activities and expenditure ; 
c. Supporting the supervision of the functioning of consultants and field staff. 

Deliverable 2 : Support the preparation of proposals to donors and the justification of funding received, by the end of the period covered by the contract, in : 
a. Preparing the budgets ; 
b. Finalizing the’ elaboration and dissemination of technical and financial reports (FACE). 

Deliverable 3 : Support the administrative strengthening of the Polio/IVD programme on all administrative aspects of day-to-day management, by the end of the contract period, in : 
a. Monitoring field staff travel and contracts ; 
b. Contributing to the continuing training of non-staff field staff on administrative procedures, financial regulations of the’organisation, rules and procedures ; 
c. Monitoring the updating of inventories of equipment, furniture and equipment of the’organisation ; 
d. Monitoring the update of e-imprests, the control of supporting documents of expenditure and the preparation of financial reports.

5. Qualifications, experience, skills and languages

Qualifications:   
Essential:
First university degree in Accounting/Finance. 
Desirable:
Qualification or professional certification in project management, monitoring and evaluation or in a similar field.

Experience  
Essential: 
Experience of’at least 02 years in a program, budget, resource, purchasing and travel management position
Desirable:
Good knowledge of program management at’OMS and of the process induced by the GSM
Experience in project management preferably in the SNU and/or in the field of public health over 02 years
Good knowledge of’ERP GSM or similar applications

Skills & knowledge: 
Essential:
Skills in the’ use of data management software, Word, Excel, Power Point, Epi Info, etc
Be available and free from engagement with the Government, including the Ministry of Health, during the SSA period.

Required languages:
Essential:
Excellent knowledge of French or’english, with a good working knowledge of the’other language
