Context
The region of’Est Congo is experiencing a sharp deterioration of the security situation but also humanitarian consequences of armed violence for years. This situation with enormous humanitarian needs also generates multiple challenges in connection with the access difficulties for humanitarian workers to the affected areas. With the presence of several armed actors, humanitarian workers face several security incidents forcing them to suspend their activities or even withdraw from certain areas.
To facilitate the implementation of its projects, NRC is hiring a Health Coordinator, Security and Safety (HSS) based in Goma with frequent missions in coverage areas including North Kivu and’Ituri or other NRC intervention areas at the national level.Â
- Role & responsibilities
The /HSS Coordinator is responsible for health, safety and security management at NRC. He/she under the supervision of the HSS Manager.Â
General responsibilities :
- Implements NRC health, safety, security systems and procedures. Ensures adherence to NRC policies, manuals, guidelines and donor requirements.
- Prepares and submits the various safety and security reports.Â
- Monitoring the security context in the’Est of the DRC, its analysis, and maintains contacts, to facilitate humanitarian operations.Â
- Supports the HSS Manager in the responsibilities of the department of health, safety, security, and the /replaces it in his absence.Â
- Coaches the security team and provides technical support to HSS Officers and ensures that the security team is trained.
- Ensures the correct archiving of all documents of the security department.
Specific responsibilities :Â
Health management, safety, security :Â
- Maintain and update a network for the collection of data and security information, in order to have a better analysis of trends in the DRC, and keep the file up to date
- Actively participate in threat and risk assessments, brief staff
- Conduct visits to sub-offices to raise awareness and ensure compliance with NRC security procedures
- Provide support to HSS and MAs, to the extent possible, on security aspects related to access.Â
- Identify and implement security strategies that allow humanitarian activities to take place in the best possible conditions
- Support teams in the field during’ support missions and provide technical support to the AreasÂ
- Attend security meetings, including OCHA and INSO.
- Support the hierarchy to manage critical incidents and crises
- Revise the MOISS standards on NRC installations (staffs, offices, bases, warehouses)
- S’s ensure that SOPs are known and respected by all staff
- S’ ensure that communication procedures are followed by all
- In conjunction with the logistics department, S’ regularly ensures that communications equipment is available and in working order
- Provide support to the HSS manager on the logistical and financial aspects related to HSS.Â
Production of reports :
- Participate in the revision of the following documents: Security plan, Evacuation plan, MEDEVAC plan, Crisis management plan and critical incidents, SOPs, Welcome document, Security Risk Assessment
- Maintain and update the incident register and make careful monitoring
- Produce daily and weekly reports to the HSS Manager and any other ad hoc report requested, including mapping.
Team training :Â
- Be a trainer or Co-trainer for internal training ( NRC ) in terms of safety
- In collaboration with the HSS Manager, ensure that NRC personnel undergo the following training :
           HEAT and UNDSS online training ( BSAFE ) for international staff
           FFA, HEIST and BSAFE for national staff
- Responsible for monitoring the safety training register
Management of’team :Â
- Provide technical support to the secure Areas focal points
- Support line supervisors of security officers to review their performance/performance

- Bac +3 in Social Sciences (Geography, Sociopolitics,etc.).Â
- Professional experience as a security manager /safety in a humanitarian, complex and unstable context.
- Understanding of the context of the’Est DRC (North Kivu and Ituri and nationally in a global way), demonstrated analytical capabilities, expertise in the management of’incidents, etc, and network of contacts already established (or easy to create).
- The mastery of French in the written’ and the ability to write reports is essential: writing, analysis and synthesis.
- Good knowledge of computer tools (Excel/word /cards ) Internet and other software.
