JOB DESCRIPTION

I. Context and Justification

Over the past decade, the country has experienced outbreaks of measles epidemics, the largest of which was in 2014. Chad is currently experiencing a measles epidemic which began in April 2018. In 2022, the number of districts having experienced a confirmed epidemic was 13 to week 48 despite the recent campaign conducted in January and March 2021. Analysis of the data shows that 79% of cases are under 10 years of age and 47% are under 5 years of age. Despite the achievement of performance indicators in the 4th quarter of the year, quality remains insufficient. This epidemic continued in 2023, and at week 42 of 2023, 9,932 suspected measles cases have been reported since the start of 2023 in 144 out of 150 districts, or 96% of the districts. 74 districts had an epidemic confirmed by the laboratory in 2023.Faced with these epidemics, targeted responses were organized in 2023. The national monitoring campaign planned for the end of 2023 was organized in 85 districts. The other districts will organise it in January 2024.
Chad did not experience any major’ epidemics of yellow fever until’ in 2009, but from there, outbreaks were reported in 2012, 2013, 2016 2020 and 2021. The cases are mainly imported from Sudan or other neighbouring countries such as CAR for the recent outbreak. The year 2021 was marked by the occurrence of’a yellow fever epidemic in Chad coinciding with epidemics in border countries (CAR and Cameroon). A total of 11,606 suspected cases of yellow fever were reported between S1-2021 and S29-2022, spread over 116 districts with 70 deaths recorded, a lethality of 4.5%. No cases confirmed in 2023 (week 42). Activities to combat yellow fever were carried out between 2021 and 2022. A first reactive mass vaccination campaign response in January 2022 in all 8 targeted districts.Chad proposes to organize a vaccination campaign against yellow fever throughout the’ of the territory in two blocks (february and October 2024). This national campaign will involve people aged 9 months to 60 years and all 151 health districts of the 23 provinces of Chad. As far as demand is concerned, the reasons for non-vaccination are of an operational and social nature. Indeed, the implementation of social and behavioural change activities in support of vaccination shows that’ despite the efforts made, the results remain mixed. The’evaluation of the ENP 2021 PAO highlighted (i) a low rate of implementation of communication activities (10%), as follows, (ii) low public adherence to routine ENP activities (42%), (iii) poor monitoring of communication activities, (iv) inadequate coordination, and, implementation and monitoring of planned communication activities and (v) lack of leadership in the Communication and Advocacy Section of the ENP. If efforts have been made to increase the level of information of parents during AVS, then,challenges remain to increase the demand for and the use of routine immunization services by’.
Faced with these challenges, the section social and behavioral change has developed the present TDRs for the recruitment of’un (1) Consultant International Social Change and Behavioral Immunization. This Consultant will help optimize
L’ UNICEF support to the expanded immunization programme for the planning, implementation and implementation of, monitoring and documentation of effective social and behavioural change strategies for generating demand for vaccination. It will play a key role in providing technical, operational and strategic support to the ENP, working closely with provincial health delegations, implementing partners and local actors.

II. Objectives of the consultation

The objectives of the consultancy are :

  • Provide technical and operational expertise in social and behavioural change to the devolved structures of the Expanded Vaccination Programme (ENP) in the design, delivery, and delivery of, monitoring and evaluation of CCS interventions aimed at strengthening the demand for and utilization of vaccination services.
  • Contribute to the development and implementation of social and behavioural change strategies to promote polio vaccination, identifying priority needs, and, innovation opportunities and effective approaches.
  • To support advocacy, networking and the creation of partnerships for the promotion of immunization.
  • Strengthen coordination and collaboration with ENP partners, local stakeholders and relevant stakeholders to maximise the impact of vaccination interventions and ensure a holistic and integrated approach.
  • Contribute to evaluation and operational research related to the demand for vaccination, with a view to identifying best practices, including, assess the impact of interventions and make recommendations for continuous improvement of the programme.
  • Building the capacity of CBS consultants and partners ;
  • Contribute to the quality of reporting of communication activities.

III. Responsibilities/Methodology

The Consultant will provide technical and operational support to the planning, the implementation and monitoring and evaluation of evidence-based CCS strategies contributing to the improvement of the demand for vaccination services with a particular focus on vaccination against vaccination poliomyelitis. He/She will ensure the full participation of government partners, communities and civil society to achieve concrete and lasting results that will help increase the’immunity of children and protect them from vaccine-preventable diseases.

Specifically, the Consultant should :

  1. Support the design and implementation of the Social and Behavioral Change (CSC) strategy/activities aimed at strengthening the demand for and use of immunization services.
  • Conduct research and/or participate in the realization of’a comprehensive analysis of the situation regarding social and behavioral change for vaccination. To collect and synthesize qualitative and quantitative information and data in support of the generation of comprehensive and factual information for the development and planning of CSC strategies for vaccination.
  • Provide technical support to (i) the implementation of strategies to reduce the number of’children at zero doses (ii) the organization of vaccination campaigns against polio and yellow fever (iii) the organisation of measles monitoring campaigns ; (iv) Introduction of Rota and PCV, (v) introduction of malaria vaccine and (vi)l’ development of the new national vaccination strategy,(vi) the’ plan for the introduction of the COVID 19 vaccine into routine ENP and (vii) the strategic plan for social and behavioural change in favour of vaccination.
  • Support the technical structures of the Ministry of Public Health and the SCC section of’UNICEF in the design, implementation, implementation, monitoring and evaluation of Social and Behavioral Change (CSC) interventions aimed at strengthening demand and the’ use of vaccination services.
  • In collaboration with the ENP and its partners, organise formative research, development, pre-testing and production of communication materials, including, culturally relevant to ensure an increase in demand and the use of’ vaccination services.
  • Monitoring and assessing the impact of CSC strategies and activities to achieve measurable behavioural and social changes that will improve children’s rights and well-being.
  1. Advocacy, networking and partnership building
  • Contribute to advocacy and partnership building efforts with various social groups, including, in particular women’s and young people’s associations to guide them on approaches and techniques for effective communication towards the’ achievement of the ENP objectives.
  • Establish and maintain partnerships through networking and proactive collaboration with national and international civil society organizations, community groups, and, leaders and’s other key partners from the community and civil society established to strengthen collaboration and further promote the mission and goals of’UNICEF in the area of human rights l’enfant.
  • Collaborate with CSC partners to align and coordinate messaging to improve CSC’s contribution to programmatic outcomes.
  1. Innovation, knowledge management and capacity building
  • Institutionalize/share best practices and lessons learned with partners and stakeholders to build capacity and disseminate products to key audiences, including, including partners and donors.
  • Support the development and implementation of’ capacity building initiatives, including partnerships with training institutions and educational institutions to build stakeholder/skills/partners in all program areas in planning, implementing and’evaluation of the CSC in support of programs/projects.
  • Develop training materials for the training activities, revise and update them as required.

A travel plan will be developed based on the need for risk communication/communication support. In addition, the Consultant will submit to the supervisors’ activity reports based on the initially validated work plans and deliverables.

V. Academic training/Experience/Expertise/Competence

 Academic degree required

Master’s degree in social and behavioral sciences, sociology, anthropology, psychology, education, communication, public relations or any other related field of social sciences is required.

  1. Professional experience required

 A minimum of 5 years of professional experience in the areas of social development programme planning, communication and public advocacy and/or in related areas is required. CSC/C4D experience in vaccination is an asset.

Perfect command of french. Good knowledge of English is an asset.

VII. Supervision

Under the supervision of the Social Change and Behavior section head, the International CSC Immunization Consultant will provide technical and operational support for the planning, implementation and monitoring and evaluation of CSC strategies based on evidence contributing to the improvement of demand for vaccination services. He/she will work in close collaboration with the N’Djamena Immunization team.
