Functions:

The Senior Manager of Procurement and Supplies leads a team of Procurement, Contract Management and Logistics Specialists and Officers responsible for the acquisition of medicines, health supplies and medical technology required by the Government of Guatemala with an estimated budget of $ 800 million. The position reports to the Senior Project Manager and has a functional hierarchical line for the Senior Regional Procurement Advisor.

The Senior Procurement and Supply Manager is responsible for leading the development of procurement strategies, in close collaboration with designated regional advisers and experts, and the management of all stages of the national and international acquisition of medicines, health supplies and medical technology, from planning to the termination of the contract, including evaluation of supplier performance.

Under the direction and supervision of the Senior Project Manager, the/the Senior Procurement and Supply Manager is responsible for the development and implementation of strategic and effective acquisitions that reflect the best practices of international public procurement, compliance with the policy, rules, UNOPS procurement regulations and procedures, ensuring adequate risk management and obtaining the best value for money for the acquisition of medicines, health supplies and medical technology.

one. Team management

  • Manages and directs a team of Specialists and Procurement Officers responsible for implementation in procurement activities; responsible for assigning tasks, deliverables, and meeting key milestones.
  • Facilitates the commitment and provision of high-quality results and services of the supervised team, through effective work planning, performance management, coaching and promoting learning and development.
  • Provides oversight, ensuring team members comply with existing policies and best practices.
  1. It leads the development and implementation of procurement and contracting strategies, focusing on achieving the following results:
  • Manages procurement resources and ensures the efficient and consistent use of UNOPS policies, standard procurement operating procedures and international best practices.
  • Ensures accountability for actions and performs its functions in accordance with protection mechanisms and action plans, as provided by UNOPS policies, standards and commitments.
  • Coordinates procurement team interactions with intelligence and market analysis teams, incorporating relevant inputs into procurement strategy and planning.
  • Oversees overall procurement implementation activities through the use of corporate tools; providing reports, data and statistics.

3. Design and implementation of relevant procurement strategies for the Pharmaceutical and Medical Technology Sector:

  • Collaborates with regional advisers and experts to identify new technologies and innovation in health products / services, evaluate and recommend possible sources of supply.
  • Review and advise on strategies and plans that involve the acquisition of medicines, health supplies and medical technology, including the possible establishment of long-term agreements (LTAs) and the use of existing LTAs, in coordination with key stakeholders.
  • It contributes to UNOPS strategic positioning in the area of health procurement.
  • Analyzes and keeps abreast of political and development trends to identify and propose areas for the strategic procurement approach and comparative advantage in the health sector.

4. Implementation of contract management mechanisms

  • Coordinates the preparation of contracts for goods and services and signature of the parties.
  • Oversees contract management and supplier performance evaluation.
  • Perform effective logistics planning taking into account activities during different stages of the procurement process to ensure process efficiency and minimize the risks of higher costs and delays and associated environmental damage.
  • Verify that the delivery and transportation requirements are the most efficient.

5. Knowledge management and innovation

  • Stay up-to-date and incorporate the latest and best practices, approaches and technology to improve procurement delivery and project results.
  • Identifies and develops new specialized knowledge groups required for the implementation of procurement activities.
  • It proposes innovative solutions to everyday challenges in the area of specialization, including the development of new tools and services.
  • It guides the team’s collection of internal comments, ideas and knowledge about processes and best practices, and uses productively.

Requirements:

TO. Education

  • Higher university degree (Master’s or equivalent) of preference in Economics, Law, Public Administration, Commerce, Business Administration, Health Sciences, or Acquisitions and Logistics.
  • A bachelor’s degree can be accepted instead of an advanced degree if combined with additional years of experience.
  • Accreditation of acquisitions by recognized learning institutes such as CIPS or ISM is desirable.

B. Experience

  • Minimum 7 years of professional and relevant procurement experience including the implementation of complex procurement projects.

Experience will be valued:

  • Expert knowledge of the standards of the World Health Organization (WHO) or international standards related to the acquisition of pharmaceutical products and medical technology will be valued.
  • Expert knowledge of the global pharmaceutical market and medical technology and their respective supply chains will be valued.
  • Knowledge of UN or UNOPS procurement or public procurement policies and procedures will be considered an advantage.

C. Languages

  • Spanish is required at a fluid level.
  • Desirable an intermediate level of English.
  • Desirable knowledge of maya.
  • Knowledge of Portuguese or French is desirable.
