Functions:

The Deputy Project Manager under the supervision of the/the Senior Manager of the Health and Medicines Project is responsible for the daily operations of the project and provides services to the different donors, partners and beneficiaries. The Deputy Project Manager acts on behalf of the/the Senior Manager of Health and Medicines Project to manage and direct the operational aspects of the project continuously during the Implementation Stage.

The main responsibility of the Deputy Project Manager is to ensure that the project products are delivered within the specified tolerances of the project in terms of time, cost, quality, scope, risk and benefits. It is expected to meet the organization’s performance and delivery objectives.

The Deputy Project Manager has the authority to assign, according to the Project Plan and the different sub-plans, Work packages to Team Managers and approve the deliverables produced by them.

The Deputy Project Manager is responsible for supporting the Senior Manager in creating the Implementation Plan, using the Project Start Document (PID), the Legal Agreement and having a deep knowledge of the terms, conditions and the respective roles and responsibilities of the partners / stakeholders, To ensure project outputs are capable of complying with business cases for both UNOPS and partners. The success of the project and, therefore, of the Deputy Project Manager will be based on the defined Success Criteria.

Key functions:

one. Planning and management of project implementation

  • Develop, complete and update project plans and sub-plans
  • Implement the approved plan (including the establishment of milestones) within the tolerances established by the Senior Manager of the Health and Medicines Project.

2. Procedures

  • Comply with all organizational policies and specifically with the Project Management Manual.
  • Prepare / adapt all relevant plans for the approval of the Senior Project Manager.

3. Supervision and reports

  • Prepare and issue regular and / or financial reports in accordance with the reporting requirements of the Partner and UNOPS.
  • Establish metrics and lead project monitoring and evaluation

4. Stakeholder management

In the absence or at the request of the Senior Project Manager, the Deputy Senior Project Manager will collaborate in the following functions:

  • Support the Senior Project Manager in developing stakeholder profiles and formulating stakeholder engagement strategies.
  • Establish relationships with the project governance structure, both internal and external.

5. Quality management

  • Establish a quality management system for the products (project documents, reports, etc.) included in the scope of the project.
  • Work with internal stakeholders to ensure that projects meet audit requirements.

6. Knowledge management and innovation

  • Encourage routine and effective capacity-building activities to develop the long-term and sustainable capacity of staff.
  • Ensure the correct use of the project’s computer tools and systems so that they are used, updated and adjusted as required for continuous improvement.

7. Personnel management

  • Lead and motivate the PMO team of the project .
  • Ensure the expected behavior of team members is established
  • Ensure performance reviews are performed. Train the team as necessary and take into account the objectives of gender parity and diversity.

8. Back up of the role of Senior Project Manager

In the absence or at the request of the Senior Project Manager, he acts as Project Manager, responsible for:

  • Coordination and supervision of technical teams: Pharma & Medical Devices (procurement and quality), equipment (procurement and quality), and institutional strengthening and Communications.
  • Develop stakeholder profiles and facilitate the formulation of stakeholder engagement strategies
  • Participate as required in the project governance structure, both internal and external.

Requirements:

TO. Education

  • A higher university degree (equivalent to Master’s or PhD) is preferably required in Project Management, Business Administration, Economics, International Relations, Political Security or Development Studies, or other relevant discipline.
  • Candidates with a degree at the university first grade level (equivalent to a bachelor’s degree) will be considered, provided they provide additional years of experience (+ 2 years) preferably in the areas mentioned above

B. Certifications

  • You may want to have one or more of the following certifications: PRINCE2 ® Foundation, PRINCE2 ® Practitioner, Certified Senior Project Manager ‐ International Project Manager Association (IPMA Level B), Project Management Professional (PMP ‐ PMI), Managing Sucessful Programs (MSP), Portfolio, Program and Project Office (P3O).

C. Experience

  • A minimum of seven (7) years or more (depending on the academic credentials presented) of relevant and progressive experience in development and management of projects of medium complexity ‐ high and high in organizations from public or private sector.
  • At least 3 years of that experience conducting health and drug projects and / or programs with public sector government entities and / or international cooperation organizations including SNU (United Nations System)

Experience in the following areas will be valued:

  • Management of technical assistance services projects and / or institutional strengthening.
  • Procurement project management and contract management.

D. Language requirements

  • Spanish language proficiency required
  • Intermediate English level.
  • Knowledge of the Mayan language will be valued

AND. Work Environment:

  • This role will be played at the UNOPS Office in Guatemala, currently located in zone 10 of Guatemala City.
  • The work is 100% face-to-face, 5 days a week (Monday-Friday).
  • The office does not provide parking, however, there are nearby parking lots that, if required, must be paid personally and individually.
